油料保障力评估方案中的兼容度运用研究

旨在寻求一种从众多备选油料保障力评估方案中产生优化方案的方法,引入 兼容度的概念,并建立了兼容度极大化模型,根据模型建立了油料保障力评估方案优化系 统。利用优化系统对6个部队的油料保障力评估过程中的4个评估方案进行优化,通过计 算、比较、择优,得到了最优评估方案。应用表明运用兼容度优化油料保障力评估方案是合 理和正确的。     

浅论信息化油料装备的战场定位

初步分析了信息化是我军军事变革的必由之路,并指出了油料装备的战场定位由于战场形式的变化而发生了深刻的变革,最后在与非信息化油料装备对比的基础上,论述了信息化油料装备的战场定位,提出主动性是信息化油料装备最主要的特点。     

紊流时输油管道油流静电带电计算研究

对紊流条件下输油管道内油流静电带电的计算进行了研究。在合理简化紊流扩散系数和油流速度的基础上,推导出油内有关油流带电的电荷输运方程的解析解,并且根据该解析解导出了冲流电流计算公式。该计算公式同时适用于所有电导率范围内液体介质冲流电流的计算。最后利用文中推出的计算公式对一实验油道的油流带电进行了计算,结果显示公式得到的值和实验值非常吻合。     

在役立式钢制油罐底圈罐壁可靠性分析

在役油罐的安全评估通常采用经验评估法,具有较大的盲目性。立式钢油罐强度破坏的重点区域在底圈罐壁,其作用的各变量因素具有较大的随机性,可靠性评价方法较为适用。根据结构可靠性理论推导出底圈罐壁强度失效的计算模型,并进行实例计算分析,为在役油罐的安全评估提供了一种量化的评价方法,具有一定的指导意义和参考价值。     

Sacrificing urban governance at the altar of political expediency: Illegal street vending in Harare

ABSTRACT

This article uses the case of illegal street vending in Harare to explore the interface between urban governance and politics. Drawing on the ideas of urban governance and informal governance, it illustrates how polarisation between the opposition political party Movement for Democratic Change-dominated municipal council and the Zimbabwe African National Union Patriotic Front-led government is affecting governance in general and in particular Harare municipality’s ability to handle the illegal street vending problem. While the paper essentially identifies political expediency as the major reason why a lasting solution is elusive in handling the illegal street vending problem, it acknowledges that there are broad reasons for its persistence. Consequently, the article demonstrates some of the reasons why illegal street vending is difficult to end using the conventional methods and provides some alternatives.     

油料洞库主罐室地震作用破坏机理

油料洞库担负着我国未来石油储备的重要任务,为深入研究油料洞库在地震作用下的响应规律,运用FLAC3D软件,采用动力时程法对油料洞库的简化模型进行数值模拟分析。从不同围岩级别、不同埋深、不同地震烈度3个方面分析地震作用时水平峰值位移和最大拉应力峰值的变化规律。结果表明：随着围岩级别从Ⅲ级到Ⅰ级的变化以及埋深的增加,油料洞库的抗震性能逐渐提高;无论何种工况,最大拉应力峰值均发生在主罐室与支通道交接的墙角处;9度地震时各监测点水平峰值位移大幅增加,塑性区已经贯通,故在油料洞库选址时应尽可能避开可能发生9度及以上地震的地区。

顶部开口条件下油罐油气爆炸数值模拟

根据油罐油气爆炸特性,基于RNG k-ε湍流模型、Finate-Rate/Eddy-Dissipation化学反应模型和相应的控制方程,采用SIMPLE算法对顶部开口条件下油气爆炸发生与发展过程进行了数值模拟。基于数值模拟结果分析了顶部开口条件下油罐油气爆炸罐外超压和火焰特征,与实验结果吻合良好,该模型可以用来预测顶部开口条件下油罐油气爆炸强度。     

Witchcraft and African development

Impressive investment and growth figures and commercial write-ups enthusing about ‘Africa rising up’, ‘the continent of the future’, and so on, obscure the poverty, illiteracy, poor health and other hardships afflicting the vast majority of African people. Why has massive so-called development and technical ‘aid’ not created the expected dynamic, autonomous economic progress? A blind eye is delicately being turned to the decisive role of people – more specifically, the cultural element. Notwithstanding good intentions, outsiders seeking to promote development assume that black Africans think and act like they only need more education, training and finance in order to ‘catch up’. Outsiders easily forget that since time immemorial, Africans have developed and cherished worldviews and cultures of their own. While these are by no means immutable and do adapt to changing needs and outside influences, Africans refuse to cast off overnight the heritage that makes them the people they are. This paper examines the impact of witchcraft as an integral feature of traditional culture on African existence, notably community life, religion, politics, the law, and economic practice. It stresses the significance of traditional society's powerful egalitarian impulses as well as its profound conviction that all things – goods, wealth, well-being and life force – are in a strictly limited supply that cannot be increased, but can only be redistributed by force or through magical manipulation. While modern life gradually weakens the influence of witchcraft beliefs – in Europe these flourished well into the 18th century – the exasperation associated with Africa's headlong urbanisation actually bolsters these beliefs.     

基于变转速的柴油抗磨性评定方法

以MRS-1J型四球摩擦磨损试验机为平台,提出了一种变转速条件下柴油抗磨性评定方法。利用VC＋＋对试验机软件进行了改进,增加了负荷-转速程序控制功能,实现了试验机自由设置转速、负荷的变化范围、变化速率和变化模式。通过正交试验方法确定了最佳试验条件,发现试验时间3N1min,负荷11N2N,油温60℃,转速在1 min内由100 r/min线性上升至20N3r/min再线性下降至100 r/min并依次循环时,该试验方法具有良好的重复性和区分性。在与高频往复试验机法的对比中,发现该方法的磨斑直径变化率大于高频往复试验机法,证明变转速四球机法优于高频往复试验机法。
