This paper develops and implements a methodology for quantifying defense conversion in Russian manufacturing in the early 1990s. A two‐sector, three‐good model is employed to analyze the flows of resources from military to non‐military uses and applied to firm‐level survey data under alternative definitions of military production and the MIC. An aggregation framework is constructed to estimate the total quantity and change in Russian military production, the latter decomposed into intrafirm and intersectoral resource reallocation and overall industrial decline. Although there is evidence of substantial decline in military production, the data show little reallocation to productive civilian uses, neither within the MIC nor to other manufacturing sectors. 相似文献

This paper investigates theoretically and empirically the determinants of military spending in Africa. It specifies a formal model and uses time‐series and cross‐sectional estimations to ascertain the reasons behind variations in military allocations across and within 40 African countries during 1960–1991. The differences in military expenditures appear to reflect a complex of economic, political, and strategic factors at both national and international levels. Strategic considerations are, however, found to be the most important factors in most African countries. 相似文献

Procurement of advanced technology defence equipment requires appropriate contractual arrangements to achieve efficient R&D investments. This paper analyses the optimality of target‐cost and fixed price contracts and shows that target‐cost pricing can achieve a first best where both fixed‐price contracts and cost reimbursement fail to do so. The main message of this paper is that in incomplete contracting optimality may sometimes be achieved by arrangements which combine several formulae which, individually, would fail to achieve efficiency. 相似文献

This paper examines the role of the military in Pakistan, particularly in regard to civil‐military relations and defence industrialisation. Pakistan's military expenditure is relatively high, but apart from investment multipliers, little of this spending filters through to the civil sector. Pakistan's defence‐industrial strategy centres on rebuild and Chinese technological collaboration. However, while this ‘capital‐saving’ approach has merit, the strategy has thus far failed to stimulate broader civil development linkages. A conclusion of this paper is that Pakistan is failing to maximise the strategic dual‐use benefits of integrating civil‐military activity. 相似文献

Offsets are a growing feature of international trade in defence equipment. This article assesses the economics of offsets and outlines UK offsets policy. There is a lack of empirical work in the field and the article presents the results of a survey of UK firms’ experience of their involvement in offsets against UK imports of defence equipment. This paper is intended to complement the existing literature on civil wars. First, it presents a simple theoretical model of conflict that defines a two‐sector economy. In a contested sector, two agents struggle to appropriate the maximum possible fraction of a contestable output. In an uncontested sector, they hold secure property rights over the production of some goods. Agents split their resource endowment between ‘butter’, ‘guns’ and ‘ice‐cream’. Following the theoretical insights the empirical analysis focuses on the relationship between civil wars and different sectors of the economy. In particular, a panel probit specification shows that the incidence of a civil war decreases in the size of manufacturing sector. 相似文献

The design of military posture is an exercise in confronting potential enemies’ capabilities within the context of geographic, technological, temporal, political and economic constraints. No formal model is capable of encapsulating the essentials of so complex an environment for closed or simulated analysis, but it is useful to have an informal framework within which to reason interactively within these dimensions. This paper presents such a scaffolding, patterned on the notion of a military posture as the output of an economic process whose structure reflects important determinants of the characteristics and extents of weaponry and expenditures that are appropriate to the environment within the feasibility set determined by the constraints. The analysis remains at an abstract level, but it does highlight the important shifts toward preparation for littoral warfare, greater reliance on reserve rather than active forces, and necessary changes in missions among military departments. 相似文献

There has been much research on the general failure model recently. In the general failure model, when the unit fails at its age t, Type I failure (minor failure) occurs with probability 1 ? p(t) and Type II failure (catastrophic failure) occurs with probability p(t). In the previous research, some specific shapes (constant, non‐decreasing, or bathtub‐shape) on the probability function p(t) are assumed. In this article, general results on some probability functions are obtained and applied to study the shapes of p(t). E‐commerce platforms afford retailers unprecedented visibility into customer purchase behavior and provide an environment in which prices can be updated quickly and cheaply in response to changing market conditions. This study investigates dynamic pricing strategies for maximizing revenue in an Internet retail channel by actively learning customers' demand response to price. A general methodology is proposed for dynamically pricing information goods, as well as other nonperishable products for which inventory levels are not an essential consideration in pricing. A Bayesian model of demand uncertainty involving the Dirichlet distribution or a mixture of such distributions as a prior captures a wide range of beliefs about customer demand. We provide both analytic formulas and efficient approximation methods for updating these prior distributions after sales data have been observed. We then investigate several strategies for sequential pricing based on index functions that consider both the potential revenue and the information value of selecting prices. These strategies require a manageable amount of computation, are robust to many types of prior misspecification, and yield high revenues compared to static pricing and passive learning approaches. © 2006 Wiley Periodicals, Inc.
