多武器系统的火力分配模型

目前对于单一兵器火力分配问题的解决方法比较成熟,然而由于在现代防空作战中,经常是多种类型的兵器联合进行防空,故需要对多种不同类型的兵器的火力分配问题进行探讨。这里针对多种不同类型的兵器毁伤多个目标的问题,建立了数学模型,进行了深入的探讨。按照模型的特殊性,定义了映射、邻域和连通的概念;同时针对模型,将遗传模拟退火算法进行了一定的修改,并利用此算法对模型进行了最优化求解。最后,实例的计算结果表明该算法对于模型的求解具有较好的收敛性。     

What-If at Waterloo. Carl von Clausewitz’s use of historical counterfactuals in his history of the Campaign of 1815

In this article, I analyze the use of historical counterfactuals in the Campaign of 1815 by Carl von Clausewitz (1780–1831). Such is the importance of counterfactuals in this work that its gist can be given in a series of 25 counterfactuals. I claim that a central role is played by evaluative counterfactuals. This specific form of counterfactuals is part of a didactic method that allows Clausewitz to teach young officers a critical method that prepares them for the challenge of decision-making in real warfare. I conclude with the enduring relevance of Clausewitz’s use of evaluative counterfactuals for contemporary military historiography.

The article outlines the essential role of free play elements in various types of exercises for the development of in-depth and practical military professionalism. It thereafter argues why such use of free play contradicts the military science founded Russian Way of War.     

建立新型消防勤务机制探索

随着经济社会的快速发展,消防部队的职能也正在由过去的单一灭火向多元化灭火救援发展,这就给消防勤务工作提出了研究的新课题,揭示了目前消防部队在勤务机制中遇到的警力严重不足、灭火救援骨干队伍薄弱、灭火救援训练效率不高、适应现代灭火救援作战的观念意识不强等突出问题,论证了消防勤务机制改革势在必行,并提出了应采取的四个方面的改革措施。     

基于AHP的射手综合素质的三级模糊综合评判

针对装甲机械化部队射手素质评价存在的评价内容不全、指标选取不合理等诸多问题,提出了一种基于层次分析法(AHP)和模糊评价法的射手综合素质的三级模糊综合评判模型。首先,在对射手综合素质深刻剖析的基础上,建立了射手综合素质评价指标体系,并运用层次分析法确定了各指标权重;然后,运用模糊综合评价法构建了射手综合素质的三级模糊综合评判模型;最后,通过实例验证了该模型的科学性与实用性。     

文娱领域综合治理语境下高校艺术学科教师评价与考核机制建设的相关问题研究

文娱领域综合治理是当下的文化热点,但与之相关的高校艺术学科教师的评价与考核机制建设却一直是被学术界忽略的问题。该问题不仅关乎高校教师评价与考核工作的整体进程、艺术学科的健康发展,还关乎国家文艺创作队伍的建设、文娱行业的天清气朗。本文认为艺术学科教师评价与考核机制是决定文娱领域艺人违法失德乱象的重要要素之一,科学、系统、规范的评价与考核机制有利于这一问题的解决。     

基于遗传算法的气体爆轰参数计算

在研究气体爆轰条件和物理模型的基础上,首次以遗传算法为工具,解决了气体爆轰参数求解时温度、压力假设的盲目性和复杂性,并应用具体算例对该方法进行了验证,为气体爆轰参数的求解提供了一个新的途径。     

The Power of the NPT: International Norms and Ukraine's Nuclear Disarmament

ABSTRACT

There is a lingering disagreement among scholars on how the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) affects nonproliferation and disarmament outcomes. Drawing on constructivist scholarship on international norms, this article examines the extent of the NPT's effect in the case of Ukraine's nuclear disarmament. In the wake of the Soviet Union's collapse, Ukraine found itself host to the world's third largest nuclear arsenal. Despite Ukraine's initial commitment to become a non-nuclear state, it proceeded along a difficult path toward NPT accession. Most controversial and directly at odds with the NPT was Ukraine's claim to ownership of its nuclear inheritance as a successor state of the Soviet Union. This article argues that, while much domestic discourse about the fate of these nuclear weapons was embedded in the negotiation of Ukraine's new identity as a sovereign state vis-à-vis Russia and the West, the NPT played an important, structural role by outlining a separate normative space for nuclear weapons and providing the grammar of denuclearization with which Ukraine's decision makers had to grapple.     

一种应用于移动机器人的路径跟踪控制方法

针对移动机器人的路径跟踪复杂性问题,设计了一种易于实现的控制系统,其中的跟踪策略改进了传统的视线导航算法,使机器人光滑趋近到期望路径,控制器的设计采用基于模糊逻辑的变速度控制和角速度滑模控制,减小了角速度的抖振,并使控制具有一定的智能化特点.实验结果表明,设计的控制系统即可以保证路径跟踪的精度,同时避免了运动控制的不稳定性.     

关于西部地方高等师范学校教学督导工作的审视与思考

教学督导工作在我国西部地方高等师范学校教学质量保障体系中发挥着重要作用,本文从机构的设置与运行方式,教学督导工作在维护正常教学秩序、推进迎评促建工作、提高青年教师的教学水平等方面取得的主要成效,目前存在的主要问题,改革的思路与措施等方面探讨了伊犁师范学院的教学督导工作,提出科学定位、选贤任能、完善机制和注重改革是提高教学督导工作质量的有效途径。
