The US government initiated a Defense Counterproliferation Initiative to address the concern that, in the post-Cold War years, the proliferation of nuclear, biological, and chemical weapons would be widespread and create a significant challenge to the US military’s combat operations. In particular, non-nuclear states might use chemical or biological warfare agents against US forces with the belief that nuclear weapons would not be used against them in retaliation. Following the events of September 11, 2001, defense strategy and policy shifted to a wider view of the threat of adversarial use of “weapons of mass destruction” (WMD) and the term “counterproliferation” was replaced by “combating” or “countering WMD.” Over time, the Defense Department increasingly moved away from counterproliferation principles with the detrimental effect of losing capabilities that US forces still need for contemporary adversaries. This shift has been aggravated by other US government agencies’ use of “counterproliferation” in lieu of what would have been termed “nonproliferation” activities in the 1990s. The loss of clarity within the US government on these terms has led to the inability to focus the “whole of government” on this significant national security challenge. To alleviate this challenge, the US government needs a top-down initiative to refocus policy on the distinctly different aspects of WMD with respect to military combat operations, combating terrorism, and homeland security.  相似文献

This paper analyses public policy choices in the security economy from an economic perspective. It discusses the role of public goods for national and global security and identifies the importance of the first‐ and second‐order indirect effects of insecurity on economic activity, which include the behavioural responses of agents and the government to security measures, akin to such effects in insurance economics. Furthermore, key public policy trade‐offs are outlined, in particular between security and efficiency, globalisation, equity and freedom. The analysis identifies suitable policy options for raising security in the national and international contexts and in view of these trade‐offs. A balance between market and non‐market instruments in achieving security should be aimed for in order to minimise the adverse effects of aiming for higher security. In addition, the public good nature of security implies that international coordination of security policies is important, despite this process being fraught with enforcement problems.  相似文献

This paper constructs a macroeconomic model of North–South interaction where the flow of narcotics from the South to the North is restricted. The economic effects are akin to quantitative restrictions in trade policy. Two alternative policy scenarios will be considered. One involves reducing the supply of drugs at the source, accompanied by aid. Supply‐side restrictions have negative aggregate supply‐side effects in the producing region, because of the monopoly rents generated from that type of control. This makes them a second‐best policy, particularly if the accompanying aid is not used for poverty alleviation and fails to expand domestic aggregate demand. Alternatively, demand side restrictions will be found to be superior.  相似文献

In this article, an optimal replacement policy for a cold standby repairable system consisting of two dissimilar components with repair priority is studied. Assume that both Components 1 and 2, after repair, are not as good as new, and the main component (Component 1) has repair priority. Both the sequence of working times and that of the components'repair times are generated by geometric processes. We consider a bivariate replacement policy (T,N) in which the system is replaced when either cumulative working time of Component 1 reaches T, or the number of failures of Component 1 reaches N, whichever occurs first. The problem is to determine the optimal replacement policy (T,N)* such that the long run average loss per unit time (or simply the average loss rate) of the system is minimized. An explicit expression of this rate is derived, and then optimal policy (T,N)* can be numerically determined through a two‐dimensional‐search procedure. A numerical example is given to illustrate the model's applicability and procedure, and to illustrate some properties of the optimal solution. We also show that if replacements are made solely on the basis of the number of failures N, or solely on the basis of the cumulative working time T, the former class of policies performs better than the latter, albeit only under some mild conditions. © 2010 Wiley Periodicals, Inc. This note studies the optimal inspection policies in a supply chain in which a manufacturer purchases components from a supplier but has no direct control of component quality. The manufacturer uses an inspection policy and a damage cost sharing contract to encourage the supplier to improve the component quality. We find that all‐or‐none inspection policies are optimal for the manufacturer if the supplier's share of the damage cost is larger than a threshold; otherwise, the manufacturer should inspect a fraction of a batch. © 2008 Wiley Periodicals, Inc. The study shows how ‘strategic military refusal’ in Israel developed as a rational and institutional means to influence security policies. As opposed to the perspective that sees military refusal as a spontaneous individual act, the study illustrates how organizations operate to distribute military refusal in order to pressure decision-makers to change their military policies. This strategy has proven to be effective when the military is involved with groups that threaten it with refusal – which threatens the military's operational ability and its official and apolitical image. These include soldiers whose civilian authorities, rather than their military commanders, are perceived as an epistemic authority regarding security issues. The case study refers to the impact of strategic military refusal in Israel on security policies and the military doctrine. This was influenced by leftist groups, which, although they belonged to the parliamentary opposition, had dominant presence in the military ranks. Furthermore, the study examines the effect of the use of strategic military refusal on the model of military recruitment.  相似文献

A joint optimization of the production run length and preventive maintenance (PM) policy is studied for a deteriorating production system where the in‐control period follows a general probability distribution with non‐decreasing failure rate. In the literature, the sufficient conditions for the optimality of the equal‐interval PM schedule is explored to derive an optimal production run length and an optimal number of PM actions. Nevertheless, an exhaustive search may arise. In this study, based on the assumption that the conditions for the optimality of the equal‐interval PM schedule hold, we derive some structural properties for the optimal production/PM policy, which increases the efficiency of the solution procedure. These analyses have implications for the practical application of the production/PM model to be more available in practice. A numerical example of gamma shift distribution with non‐decreasing failure rates is used to illustrate the solution procedure, leading to some insight into the management process. © 2005 Wiley Periodicals, Inc. With the Canada First Defence Strategy, Canada has put forth a major opportunity to reconcile national security imperatives and industrial policy. The Jenkins Report (2013) set out to examine ways to use that procurement effort to foster key industrial capabilities (KICs) that would put the Canadian defence industry at an advantage both nationally and internationally. The Canadian defence industry should then develop highly focused capabilities with a view to moving up global value chains. As such, KICs that hold the best potential should be selected. They should be sustained through a range of strategies that are however contingent on the elimination of policy gaps. This leads to a balancing act between the need to control intellectual property assets versus accessing them in a world where national boundaries are eroded. Canada’s industry should target opportunities outside North America while continuing to focus on better integration with the North American industry.  相似文献

There is often a perception put forth of a fight for supremacy between China and the USA. This is often the case when discussing the continent of Africa. Both countries have recently increased their involvement in Africa for a variety of reasons. In 2011, China surpassed the USA as Africa's largest trading partner, with Africa predicted to be Beijing's largest trading partner by 2017. As expected, their bilateral and multilateral defence cooperation with strategic countries and organisations has matured and expanded along with it. Washington's own economic interests, al-Qa'ida and threats to maritime security are some of the crucial elements behind the US's presence on the continent. This article analyses both the USA and China's rising defence involvement in Africa. It compares and contrasts their similarities and differences, and argues that cooperation in certain areas can prove beneficial for all parties involved.  相似文献

Russia has consistently opposed US hegemony since the early 1990s. Moscow has sought to create a world overseen by the UN Security Council and several power centres supporting an anti-hegemonic axis. Until recently, Russia's resources have been very limited. Russian opposition therefore was largely conceptual or a work in progress. Russian policy was largely reactive – and non-confrontational. However, the failure of the Russia-US relationship to develop practically has highlighted negative views of US hegemony, and the greater wealth generated through high energy prices is supporting an increasingly active Russian policy.  相似文献
