This article assesses Bernard Fall’s concept of Vietnamese Revolutionary Warfare in Indochina between 1953 and 1958. It also investigates differences in the conceptualization of Revolutionary Warfare between Fall and proponents of French military doctrine known as la guerre révolutionnaire. The aim of this paper is to investigate the determinants of international arms transfers in a gravity model framework. By distinguishing between the decision to export arms (extensive margin) and the value of the arms exported (intensive margin), while also considering its interdependence, is what differentiates this paper from previous research. A theoretically justified gravity model of trade augmented with political and security motives is estimated using a two-stage panel data approach for 104 exporting countries over the period from 1950 to 2007. In addition to the usual gravity variables related to the economic mass of the trading countries and the trade cost factors, the model is extended with political and security factors. The level of democracy in both trading partners, political differences between trading partners and voting similarity with the United States in the UN General Assembly of the countries engaged in trade are the main political factors, whereas the existence of conflicts, military pacts, and embargoes are taken as security motives. The key result indicates that both political and security motives are an important determinant of an arms trade, but their effects on the extensive margin of exports (the decision to order a transfer) differs from their effect on the intensive margin (average value of exports). Moreover, the relative importance of the factors under study has changed since 1989. In the post-cold war period, countries that are less democratic are more likely to export arms, military pacts are less relevant and embargoes play a role.  相似文献

Under what conditions can leaders achieve wartime political–military integration? In the Vietnam War, political–military integration exhibited dramatic variation: in the air war, the US was able to tightly integrate its political objectives and military conduct, but in the ground war, the American military prosecuted a strategy that was both divorced from broader political objectives and was immune from Washington's influence. I argue that the nature of information management between the military and civilian leadership explains the pattern of political–military integration in the Vietnam War more completely than do explanations that focus on the organizational cultures of professional militaries.  相似文献

Political violence, at times perceived as terrorism, remains a major security challenge in Swaziland. The common view is that this violence is perpetrated by those who feel marginalised from the political process. Central to the hypothesis advanced in this paper is that any effective solution to the menace of political violence and the security challenges it poses begins with an awareness of the symbiotic relation between security, human rights and democracy. It has been empirically proven that abuse of human rights can lead to violence, which negates peace and security in any society. In terms of content the paper looks at the shape of political violence in Swaziland. Next, it discusses the strategies and ideas behind efforts by the Swazi state to combat political violence and the counter-arguments. The final section shows the inextricable link between security, human rights and democracy; and argues that recognising this linkage can provide the key to unlocking the security puzzle in Swaziland.  相似文献

A truly universal ban on anti-personnel mines cannot be realized without engagement of armed non-state actors and armed groups operating outside state control, including rebels and national liberation movements. Events after 9/11 have complicated engagement with organizations that can be classified as ‘terrorists’. Yet, the use of anti-personnel landmines itself can be viewed as an act of terrorism and African leaders have, on various occasions, classified the use of landmines and the presence of unexploded ordnance as engendering insecurity and a serious impediment to development. The success of a total ban ultimately depends upon ensuring that armed non-state actors act in accordance with international humanitarian law. The Geneva Call Deed of Commitment for Adherence to a Total Ban on Anti-Personnel Mines and for Cooperation in Mine Action (DoC) might be described as an alternative instrument to the Anti-Personnel Mine Ban Convention and can serve an important and impartial channel of communication with non-state actors. Already 18 armed groups in Africa have signed the Geneva Call DoC.  相似文献

Whether or not Colombia has improved is a controversial topic. If improvement has occurred, what, if any, lessons from the Colombian model can be learned? The first lesson is that Colombia's problems were caused more by a weak state than by drugs. The second lesson is that improving state capacity requires more than just increased security. The state must also provide the basic social services that citizens require to gain and maintain their support. Additionally, government institutions need to improve their professionalism, protect human rights, and root out impunity and corruption. The alternative is to suffer from new cycles of violence as old foes are vanquished, but new ones emerge.  相似文献

Contrary to earlier notions that religious diversity, ethnicity and the lack of economic development are the main factors responsible for the surge of violence in Nigeria, this article argues that the means of attaining or retaining political authority by politicians are responsible for violent conflicts and the formation of insurgent groups. Using theories of patrimonialism and prebendalism, the article argues that political power and authority are often channelled for personal use in a predatory manner that results in the formation of insurgent groups. The aim of this article is to proffer a different analytical framework for the understanding of the formation of insurgent groups based on political authority.  相似文献

This article examines critically the literature of hybrid war and evaluates the countermeasures often proposed. It explains the concept of hybrid warfare and its varied interpretations, illustrating how it is a manifestation of current anxieties in armed conflict. The selection of the literature is based on works that are referenced, that offer a scientific approach, and which review either the phenomenon of hybrid warfare or its countermeasures empirically. Unscientific works have been omitted. The analysis of the literature presented here shows that the antidotes to ‘hybridity’ lie not in the operational or tactical sphere but in strategic and political domains.  相似文献

In post-colonial Africa, the military has been central to sustaining freedom. However, the current political trends in Zimbabwe represent a different phenomenon, with the army perpetrating violence against its own citizens. For many years, the concept of ‘militarisation’ has been used to define social and political practices outside the military. Scholars have deployed the concept of militarisation as a category of analysis and practice. In doing so, scholarly writing portrays the military as an instrument of militarisation. So, who militarises the military? While scholars use the concept of militarisation to analyse other state institutions, the central argument of this paper is that the concept of militarisation has been deployed inappropriately and narrowly by scholars to refer to the appointment of military personnel in state institutions. I argue that in the Zimbabwean post-2000 political crisis, what has in fact been militarised is the military itself as an institution – through the command and control of soldiers against their moral will – and this phenomenon is exemplified by the growing involvement of the military in the perpetration of political violence against the civilian population in Zimbabwe. This paper draws on the experiences of 44 Zimbabwe army deserters.  相似文献

Abstract

The rollback of Daesh’s territorial control during 2017 has (re-)established an area of limited statehood in large parts of Iraq that may endure for many years. The government of Iraq projects its authority into a large geographical and political space that it shares with a multitude of other state, non-state and hybrid actors, competing and collaborating to achieve advantageous security and political outcomes. This paper examines the heterarchy of actors in post-Daesh Iraq to develop a typology and start a critical discussion about post-Westphalian alternatives for security governance in Iraq during the coming period of reconstruction and reconciliation.  相似文献
