农民政治权益的缺失根源及对策

农民政治权益的缺失主要表现为政治决策权的缺失、政治参与权的缺失、政治利益表达权的缺失等,其根源在于法律制度上的缺憾,组织程度太低,利益表达受诸多局限,拥有的政治资源太少以及基层公权力的恣意扩张。针对这些原因,提出了相应保护措施。     

当代先进生产力特点及其对社会要求

生产力有先进与否之分 ,某一时代的先进生产力是在该时代起 (或将起 )核心或主导作用的生产力。当代先进生产力是以生物技术、信息技术、纳米技术等为代表的高新技术。不同的生产力有不同的特点并因而对社会生活有不同的要求 ,当代先进生产力也是一样。明确当代先进生产力的特点及其对社会生活的要求 ,就可以使我们方向明确地、切实地践行中国共产党“始终代表中国先进生产力的发展要求”这“第一要务” ,从而推动社会整体的发展与进步 ,并真正实现“中国最广大人民的根本利益”。     

语境理论与阅读教学

首先介绍了国外语言学界关于语境问题的一些不同观点.在介绍的同时,对有些还作了简要的分析.然后从语义学的角度出发探讨了语境理论在英语教学中的应用.指出要提高学生阅语理解能力,必须加强语境中词义理解的教学.     

论文化背景知识对外语阅读理解的影响

运用图式理论解释了阅读理解的心理过程,叙述了文化背景知识对阅读理解的作用和影响,对一项文化背景知识测试结果进行了分析和讨论.研究结果表明:学习和运用文化背景知识的能力是阅读能力中不可缺少的重要组成部分;了解文化背景知识的渠道是多种多样的;学生的文化背景知识水平有待于进一步提高.     

Dangerous work: Terrorism against U.S. diplomats

The goal of diplomats is to represent their countries’ interests through diplomacy, not arms. Because they are not military personnel, they may be perceived as at lower risk of being the target of terrorists. However, recent events have called this perception into question. Despite this danger, there has been little research on terrorist attacks against diplomats. Drawing on the terrorism studies literature, this article argues that diplomats are targeted more than non-diplomatic targets in countries where certain U.S. foreign policies are implemented. An empirical analysis of 471 attacks against U.S. diplomats from 1970 to 2011 reveals that while U.S. alliances and foreign aid increase the likelihood of attacks against diplomats, U.S. military intervention and civil war, on the other hand, increase the risk of terrorism against non-diplomatic targets. This finding is relevant because it shows terrorist attacks against diplomats result from certain types of foreign policy.

Herdsmen militancy and humanitarian crisis in Nigeria: A theoretical briefing

This article explores the phenomenon of herdsmen militancy as a new trajectory for the farmer–herder crisis in Nigeria, with reference to its humanitarian implications. Relying on a systematic analysis of secondary data and aligning with the analytical anchorage of liberal political ecology theory, the article posits that herdsmen militancy depicts a contradiction in agrarian relations in the context of a national security crisis which has been complicated by salient socio-ecological factors such as climate change, armed violence, and identity politics. In view of the dire humanitarian consequences of this situation, the article submits that herdsmen militancy constitutes a major threat to human and national security in Nigeria. It makes a case for a pragmatic policy capable of mitigating the myriad socio-ecological factors that tend to trigger herdsmen militancy, with prohibition on open grazing in critical hotbeds of herder–farmer conflict as a strategic measure.

文化价值是军队思想政治教育价值论的重要组成部分,在思想政治教育价值体系中处于基础地位,是政治价值、经济价值、军事价值等实现的桥梁和纽带,体现了工具性文化价值与目的性文化价值的有机统一。加强军队思想政治教育的文化价值问题研究是时代发展和思想政治教育自身改革创新的客观要求,对于增强新形势下思想政治教育的针对性、有效性具有重大的指导意义。     

Dirty war: chemical weapon use and domestic repression

The utilization of chemical weapons to quash domestic rebellion is a drastic action for a regime facing domestic challengers to take, especially given the reputation costs and risk of international intervention. However, recent developments have illustrated that some regimes have contemplated and implemented extraordinary measures (including the use of chemical munitions) to quash rebellion. This study addresses the question of why some states utilize chemical weapons against domestic challengers while others refrain from this level of state repression. I argue that the utilization of chemical weapons has both domestic and international elements. Specifically, that ethnic cleavages that lead to secessionist challenges and factors associated with inter-state rivalry impact the likelihood that a state utilizes the employment of chemical munitions. I test my argument and other explanations regarding repression with a casestudy approach utilizing captured Iraqi Government documents comparing Iraq’s Al-Anfal campaigns with developments during the recent Syrian Civil War.
