Why did the United States fail to stop Israeli acquisition of nuclear weapons? Existing research argues that patrons such as the U.S. should have an easy time halting proliferation by militarily and economically vulnerable clients. Nevertheless, Israel acquired nuclear weapons with relatively little American opposition. Utilizing extensive primary source research, we argue that problematic intelligence-policy relations hindered U.S. efforts to arrest Israeli proliferation as (1) policymakers often gave mixed guidance to the intelligence community, resulting in (2) limited information on Israeli efforts that reinforced policy ambiguity. The results carry implications for understanding the dynamics of nuclear proliferation and intelligence-policy relations.  相似文献

针对无人机在单站测角测距的目标定位过程中受无人机姿态角误差影响较大的问题,提出一种对辅助信标进行探测并与惯性传感器相结合的无人机姿态求解方法。建立基于容积卡尔曼滤波的惯性传感器姿态求解模型,采用梯度下降法对基于辅助信标的无人机位姿参数进行求解,并综合它们的结果对无人机的姿态偏差进行估计和校正,最后完成了不同视场条件下的目标定位和仿真计算。结果表明,所提方法对无人机目标定位精度有明显提高。  相似文献

Military units can become to some extent self-governing in war-time battle. At times, they may take the discipline of their soldiers into their own hands and such discipline may be severe. This paper examines incidents in the British military, in both World Wars, where British soldiers were killed by their comrades because they would not fight in the heat of battle. The judicial execution by the military authorities of deserters in the First World War led to much controversy in Britain. It may be much less well-known that in both World Wars there was, on occasion, an extra-judicial practice within the British military of executing soldiers who would not fight in the heat of battle. In such situations ethical dilemmas become very difficult indeed and some of the relevant issues are examined here.  相似文献

ABSTRACT

The article argues that current conceptual approaches in civil-military relations are deeply flawed resulting in its irrelevance in analyzing major issues including war and the collapse of democracy. After highlighting major flaws in the work of the late Samuel Huntington and those who follow his approach, the article argues that other conceptual approaches, including Security Sector Reform, are also flawed, or in the case of the “military effectiveness” literature, largely irrelevant. In explaining the main causes of the flawed conceptual literature, the article highlights the absence of good data and challenges in methodology. While arguing that military forces are very unlikely to engage in armed combat, it highlights the roles and missions which in the world today are implanted by these forces. As it is virtually impossible to prove effectiveness of the armed forces in these roles and missions, the article proposes a conceptual approach based on requirements.  相似文献

ABSTRACT

The slow moving conflict in the South China Sea has been characterized by some as “not worth the candle.” China claims the entirety of the South China Sea pursuant to a nine-dash line, the legal impact of which has been limited by international courts. At the same time, China has changed the reality of control over the South China Sea by building a number of fortified islands in the Spratly Islands and elsewhere. The US has either refused to stand up to China's behavior (Obama) or responded unevenly (Trump). ABSTRACT

Perception research can make a valuable contribution to the study of the local dimension in EU peacebuilding. The conceptual framework developed in this article distinguishes between perceptions of the “legitimacy,” “effectiveness,” and “credibility” of EU peacebuilding practices, which are crucial factors for successful peacebuilding. Relying on the case of the EU’s support for security sector reform (SSR) in Palestine, this article shows that local stakeholders—which participate in various EU-sponsored training and capacity-building programs—display considerable support for liberal peacebuilding norms. Yet, perceived discrepancies between the EU’s peacebuilding rhetoric and its SSR activities have severely undermined the potential of the EU’s liberal peacebuilding model in the eyes of Palestinian stakeholders. Critical local perceptions are frequently articulated with reference to the EU’s own liberal peacebuilding discourse, pointing to a lack of inclusiveness of the SSR process and deficits in terms of democratic governance and the rule of law.  相似文献

This article examines contemporary modes of American warfare. It posits the concept of “vicarious warfare” as a means of capturing prominent patterns in warfighting approaches. Although rooted in long-standing traditions of military practice, vicarious warfare is sufficiently novel as to be identifiable as a distinct phenomenon. The precise manifestation or combination of vicarious methods vary according to the specific circumstances and political contexts prevailing in different theaters. However, America’s general preference is to fight its wars by delegating tasks to proxies and limiting exposure of its own military to danger. Where U.S. forces are employed directly, this takes place largely in the shadows. Such approaches have clear attractions, offer undoubted tactical advantages, and permit successive administrations to maintain a persistent tempo of operations that evades rigorous democratic scrutiny. Yet, prominent cases and numerous studies suggest that vicarious warfare has a high potential to generate counterproductive effects and significant strategic harm.  相似文献

ABSTRACT

While some Foucault-inspired studies construe local ownership in international interventions as a form of liberal governmentality that aims to govern through freedom, others lambast it as an illiberal governmentality that is likely to be resisted because it undermines local autonomy. However, we still do not know what is the rationality behind local ownership, how it is being operationalized, and why a principle that aims to govern through freedom ends up curtailing it. I argue that local ownership, echoing the colonial principle of indirect rule, is driven by the rationality of advanced democracies on how best to govern global insecurities at a distance. Consequently, ownership is operationalized as responsibilization for externally designed objectives. This often gives rise to local resistance which undermines international efforts to achieve ownership. I illustrate my arguments with evidence from the EU Mission on Regional Maritime Capacity Building in the Horn of Africa (EUCAP Nestor).  相似文献
