社会系统运行理论与我国现阶段政策的制定

本文阐述了社会系统运行理论的初步框架,并以其分析社会系统的组织化状态与政策在其自组织中的功能;在剖析不同类型经济系统利弊的基础上,提出了我国现阶段政策制定的基本思路。     

在两套坐标体系下非同步火控原理的实现

分析了俄罗斯坐标系和英美坐标系的异同,在英美坐标体系下介绍了非同步攻击原理,推导了非同步攻击的火控工作式,并对在两套不同坐标系下得到的火控工作式进行仿真,比较仿真结果,检验推导的工作式并分析两者间的误差。     

态势估计中编队作战空间关系表示及其推理

空间关系表示及其推理是态势估计的基本问题。提出了海军编队作战空间的概念,分析了几种典型的空间形式并探讨了相应的描述方法,基于对B.Clarke空间理论的分析,针对两支编队海上作战的态势演变,提出了海军编队作战的区域拓扑关系、及其符号表示和推理的符号集合,并采用合理化的形式推导了空间区域的相加、相交、补集和全集等谓词推理运算,它将适用于构建海军编队态势估计的空间推理基础框架。     

The revisionist historiography of Britain’s decolonisation conflicts and political science theses of civilian victimisation in counterinsurgency

ABSTRACT

Recent historical research exposed the myth of self-restraint as the distinctive feature of British counterinsurgency during decolonisation. This article shows that the revisionist historiography of British counterinsurgency has important, but unnoticed, implications for political scientists. Specifically, historical scholarship challenges the predictions and causal mechanisms of the main social scientific theses of civilian victimisation in counterinsurgency. Using revisionist historians’ works as a source of data, I test those theses against Britain’s decolonisation conflicts. I find that they do not pass the test convincingly. I conclude that political scientists should be more willing to explore the theoretical implications of new historical evidence on counterinsurgency campaigns.     

Imperial nostalgia,the liberal lie,and the perils of postmodern counterinsurgency

Since 9/11, counterinsurgency is back in fashion; the ‘war on terror’ has even been branded a ‘global counterinsurgency’. However the context within which counterinsurgency originally arose is critical to understanding the prospects for its present success; the radically changed environment in which it is currently being conducted casts into considerable doubt the validity of the doctrine's application by many national militaries currently ‘rediscovering’ this school of military thought today. Above all, classical counterinsurgency was a profoundly imperial, state-centric phenomenon; consequently it only rarely faced the thorny issue of sovereignty and legitimacy which bedevils and may doom these same efforts today.     

A transformed insurgency: The strategy of the Communist Party of Nepal (Maoist) in the light of communist insurgency theories and a modified Beaufrean exterior/interior framework

This paper examines the insurgency in Nepal (1996–2008) from a military theoretical point of view. It looks at the insurgency from André Beaufre's exterior/interior framework, which is modified to match postmodern conflicts. Simultaneously the importance of the political is underlined. The author critically examines the relevance of the Maoist label the movement and insurgency have received. He claims that the insurgency became a hybrid consisting of Chinese, Latin American, and Leninist thoughts wrapped in pragmatic/revisionists and nationalist ideas. The author also suggests that the ability of insurgents – or counter-insurgents – to combine the effects of the exterior and interior is more likely to constitute the key centre of gravity of a conflict than any single political, economic, or military factor.

STRATEGIC DEFENSE AND ATTACK FOR SERIES AND PARALLEL RELIABILITY SYSTEMS: COMMENT

The contest-theoretic literature on the attack and defense of networks of targets focuses primarily on pure-strategy Nash equilibria. Hausken's 2008 European Journal of Operational Research article typifies this approach, and many of the models in this literature either build upon this model or utilize similar techniques. We show that Hausken's characterization of Nash equilibrium is invalid for much of the parameter space examined and provides necessary conditions for his solution to hold. The complete characterization of mixed-strategy equilibria remains an open problem, although there exist solutions in the literature for special prominent cases.     

基于灰色系统理论的军队油料节约人员360度绩效评估

基于360度绩效评估理论,从德、能、勤、绩4个方面构建了包含4个1级指标和16个2级指标的军队油料节约人员360度绩效评估指标体系。利用层次分析法确定了各评估指标的权重,运用灰色系统理论的原理和方法,构建了多层次灰色评估模型,并对某油料节约小组5位油料节约人员进行了360度绩效评估。案例应用表明,此方法具有系统综合各层评估者提供的"贫信息"的优点,不仅能得出被评估者的灰类及优劣顺序,而且得到了各指标所属灰类和具体的灰色评价权值,使360度绩效较好地实现了绩效反馈的目的。该研究为军队油料节约人员绩效管理工作提供了新的思路和方法。     

基于凸优化理论的三维微分对策制导规律求解

针对三维微分对策制导律(DGL)求解问题,引入凸优化理论,将DGL求解归结到Hamilton系统的求解,设计了DGL求解算法,通过对代价函数梯度特征的凸分析,推导出对策系统鞍点存在的充要条件和求解方法,解决了以往通过对微分对策模型简化求解导致的模型不能客观反映作战过程的问题.
