ABSTRACTThe cessation of military confrontations rarely coincides with the end of war. Legal and political matters continue after the last shot has been fired, civilians driven from their homes try to rebuild their houses and their lives, veterans need to adapt to their new role in civil society, and the struggle to define the history and the significance of past events only begins. In recent years, in particular, the changes in the character of contemporary warfare have created uncertainties across different disciplines about how to identify and conceptualise the end of war. It is therefore an opportune moment to examine how wars end from a multidisciplinary perspective that combines enquiries into the politics of war, the laws of war and the military and intellectual history of war. This approach enables both an understanding of how ‘the end’ as a concept informs the understanding of war in international relations, in international law and in history and a reconsideration of the nature of scientific method in the field of war studies as such. 相似文献

ABSTRACTThe legal equality of combatants (LEC) is a fixture of international law and just war theory. Both scholars who embrace and those who reject the moral equality of combatants seem committed to the legal equality of combatants. Their reasons usually include pragmatic worries about unjust combatants committing even more harm if they were to be simply prohibited from fighting. In this article I argue that this sweeping commitment to the legal equality of combatants is mistaken and that it is often grounded in a misunderstanding of the way international law governs behavior. 相似文献

The quest for a Biafran Republic by the Igbo ethnic group has become a recurring demand in Nigeria since the late 1960s. The agitation has been premised on claims of marginalisation and exclusion of the Igbo people in the Nigerian body politic. In spite of the consistency of the agitation through various Administrations, there was a noticeable lull in such demands during the time of President Goodluck Jonathan, only to assume a frightening proportion since the advent of the Administration of President Muhammadu Buhari. This article locates the factors in the outcomes of the 2015 general elections: the question of inclusion and representation; the unfinished nature of the Nigerian civil war; economic challenges, miscalculation both on the part of the Igbo people and indiscretion in the initial appointments made by President Muhammadu Buhari. The article recommends political restructuring of Nigeria as one of the ways to address secessionist tendencies. 相似文献

Interdisciplinary communication on war is impeded by doctrinal gaps concerning its morality, immorality, and amorality. Much is written on ad bellum ethical standards for military force by states, mainly in the fields of international politics and religious studies. However, a necessary first step in comparing these different approaches to war ethics with each other is to develop a system for classifying them. The classification system offered in this paper places war ethics on a grid with two scales. One axis of the grid ranges from permissiveness to restrictiveness. The other axis ranges from regard for self to regard for others. Twelve forms of war ethics are assigned points within the grid, including pacifism, just war, holy war, UN Charter obligations, several variants of realism, cost–benefit analysis, isolationism, and various ideological war ethics such as communist and fascist approaches. In doing so, this paper lays the groundwork for “quantifying” war ethics, to enable measurements of their effects against other state-level characteristics and outcomes of interaction. 相似文献

In June 2016, the Colombian Government and the FARC insurgent movement signed a ceasefire agreement, which brings the two sides one step closer to putting an end to over five decades of war. Unfortunately, Latin America has a rich history of insurgent movements, particularly during the cold war era, some of which continue to operate today. Most of these movements disappeared due to military operations, though some did so via peace negotiations. This essay aims to discuss the various ends of Latin American insurgencies to answer whether, indeed, insurgents can be negotiated with. 相似文献

AbstractThe Sahel has gained attention in international politics as one of the central theatres in the war on terrorism. International actors in this war seek alliances with states in the region, reinforcing the latter’s military strength and their legitimacy from outside. At the same time, increasingly-connected young populations question the legitimacy of their states, and contest that legitimacy from within and below. In the absence of states delivering any reasonable form of social contract, young people become torn between different governing orders and find themselves in a liminal space. In this article we present the cases of youth in Mali and Chad, who find themselves in a period of re-definition of their position in society and hence search for legitimate structures representation. In this search they may frame their belonging in terms of ethnicity, religion or political opposition – and increasingly also in adherence to global citizenship. New information flows and connectivity among young people in these regions, and between them and the diaspora, has given a new turn to their search for citizenship/belonging and rightful representation. However, whether their search will be successful in this geopolitical context is questionable. 相似文献

AbstractMilitias and rebels depart from different angles when it comes to the politics of legitimacy. While rebels have to address the issue of legitimacy early on in order to gain popular support, militias can rely on some kind of ‘borrowed legitimacy’. Based on this observation, the paper introduces militias as special form of organised violence visible in many civil wars and fragile states as well as elaborates on the politics of legitimacy typical for militias. By distinguishing different forms of militia violence (counter-insurgency, counter-rival and counter-crime), the articles shows how militias respond to major challenges in legitimizing violent actions. 相似文献
