Case summary, by James Cook (Case Study Editor):In the final issue of the 2015 volume of the Journal of Military Ethics, we published a case study entitled “Coining an Ethical Dilemma: The Impunity of Afghanistan’s Indigenous Security Forces”, written by Paul Lushenko. The study detailed two extra-judicial killings (EJKs) by Afghan National Police (ANP) personnel in an area stabilized and overseen by a US-led Combined Task Force (CTF). To deter further EJKs following the first incident, the CTF’s commander reported the incidents up his chain of command and used the limited tools at his disposal to influence local indigenous officials directly. Apparently, the ANP unit took no notice. In his commentary on the case study, Paul Robinson considered moral compromise in war more generally. Coalition troops in Afghanistan, for instance, have encountered not just EJKs but also sexual abuse of minors, killing of non-combatants, kidnapping, torture, and widespread corruption. What should the soldier on the ground do if indigenous personnel violate Laws of Armed Conflict (LOAC) with impunity? Refusing to serve will not right or prevent moral wrongs, while staying on to fight the good but futile fight will mire the soldier in moral compromise. “?… [S]oldiers faced with this dilemma have no good options. The systemic failings surrounding them mean that it is probable that nothing they do will help”. In a concluding note, I suggested that while an individual soldier may indeed have no good options, as Paul Robinson suggests, that soldier’s military and nation at large are obliged to do what they can. At least, they must keep to the moral high ground so as not to give indigenous security forces an excuse to misbehave, and determine the nature of crimes such as EJKs: are they outlaw acts or in fact endorsed by the indigenous culture and perhaps even government? This article looks at the Kashmir conflict in South Asia, which has been going on since 1947, when India and Pakistan became independent from British colonial rule. After looking at some historical background, the article looks at both the external dimension as well as the internal dimension of the conflict. The external dimension tends to focus on Indo-Pak relations over Kashmir and the internal dimension looks at India's repressive state policies within the state of Kashmir. This article uses Mary Kaldor's “New War” thesis as a theoretical framework to understand the situation and pays special attention to the conflict's very complex and multifaceted nature. The article argues that although the levels of violence have differed from time to time in the region since 1947, today the conflict seems to have less to do with Indo-Pak relations or the external side of things and has more to do with the internal dimension and India's undemocratic ways within Kashmir. Today, Kashmir is one of the most militarised conflict zones in the world. The stationing of the Indian military and paramilitary forces in the region has only exacerbated the situation since it is the security personnel who cause much of the problem. The Armed Forces Special Powers Act gives these security forces extraordinary powers in the region, which they often abuse. The armed forces have no real understanding of the local culture or sympathy for local religious sentiments. Poverty, corruption, administrative failure, police brutality, identity politics and human rights abuses are some of the key features associated with this conflict. Methodologically, a number of interviews were carried out with the local people in the region recently. From the data gathered through the interviews, it is very obvious that the people still feel very oppressed and that the situation is still very volatile, fraught with uncertainty. Finally, after making an assessment of the situation, the article tries to suggest methods of peaceful building and conflict management as the way forward. 相似文献

The insurrection in the Vendée combined open warfare with the methods of petite guerre, ambushing French republican soldiers and cutting their supply lines to Paris. These tactics, when combined with the hatreds generated by a civil war, go far to explain to the cruelty of the conflict in the west and the depth of the hatreds it engendered. In republican eyes the use of guerrilla tactics was unjust and illegitimate, and they denounced their adversaries as common criminals and brigands, portraying them as backward, superstitious, even as subhuman, and in the process justified the savage repression they unleashed against them. 相似文献

Secret French plans to launch guerrilla-style raids on the British Isles devised in the spring of 1796 were referred to as ‘chouanneries’. The name and concept behind these small-war operations were modelled on the irregular tactics used by the Chouan rebels in the Vendée, which the French state army had brutally quashed, but some wished to transfer into their institutional practice. Part of France's ongoing military strategy in the war against Britain, which included fomenting insurrection in Ireland, these irregular operations were to be manned partially by pardoned deserters and released convicts and prisoners of war. Of these, only Tate's brief invasion of Wales in 1797 was realised, but the surviving plans provide insightful historical lessons into an Anglophobic mindset shared by a small network of practitioners and policy deciders on the effectiveness of such shock and awe tactics. Largely motivated by the desire to take revenge for Britain's support of counter-revolutionaries in the Vendée, these plans could more aptly be referred to as counter-‘chouanneries’. 相似文献

AbstractTerms like ‘support’ and ‘collaboration’ are often used interchangeably to denote a loose set of acts or attitudes that benefit non-state armed groups (NSAGs). However, these terms are seldom defined, and the alternatives available to civilians are rarely identified. Moreover, existing approaches overlook that the interaction between civilians and NSAGs is often one between ruler and ruled, which makes obedience and resistance central. This paper proposes to conceptualize the choices available to civilians as forms of cooperation and non-cooperation, offers a typology, and discusses the implications for theory building on civilian and NSAG behavior, and on the functioning of armed social orders. 相似文献

AbstractHow do warlords build their legitimacy and eventually exert authority? The case of Afghan leader Ahmad Shah Massoud demonstrates that warlords do not only build legitimacy through the internal provision of goods and services to the population under their control, but also build their legitimacy by projecting authority externally, through the development of their own form of diplomacy. In this article, I show that warlords develop complex and complementary legitimisation strategies that extend beyond their territorial realms to include consequential relationships with foreign actors. 相似文献

Nuclear deterrence and cyber war seem almost antithetical in their respective intellectual pedigrees. Nuclear weapons are unique in their ability to create mass destruction in a short time. Information or “cyber” weapons, at least for the most part, aim at sowing confusion or mass disruption instead of widespread physical destruction. Nevertheless, there are some intersections between cyber and nuclear matters, and these have the potential to become troublesome for the future of nuclear deterrence. For example, cyber attacks might complicate the management of a nuclear crisis. As well, information attacks on command-control and communications systems might lead to a mistaken nuclear launch based on false warnings, to erroneous interpretations of data or to panic on account of feared information blackout. It is not inconceivable that future nuclear strike planning will include a preliminary wave of cyber strikes or at least a more protracted “preparation of the battlefield” by roaming through enemy networks to plant malware or map vulnerabilities. 相似文献

AbstractWe estimated a stochastic growth model for Sri Lanka over the 1962–2015 period and found that permanent productivity shocks constituted the largest proportion of the variance in output growth. We computed correlation coefficients between permanent productivity shocks and some variables and found a negative correlation between the shocks and the growth in migration outflows. The findings are consistent with the negative effect of civil war on economic growth from an exodus of skilled workers. We further investigated the factors that drive migration from Sri Lanka to a major migration destination, namely Australia, for educated and skilled Sri Lankans. We regressed the growth rate of the Sri Lankan-born population in Australia on a civil war dummy variable, per worker Australian gross domestic product (GDP), adjusted for the restrictiveness of Australian immigration policy and an estimated labour wedge that represents labour market inefficiency in Sri Lanka. We found that Sri Lankan immigrants in Australia increased with per worker GDP in Australia, civil war and labour market inefficiency in Sri Lanka. The finding suggests that excessive protection of insiders in the Sri Lankan labour market should be abolished to mitigate migration outflows that have continued since the end of the civil war. 相似文献

ABSTRACTState support for foreign rebel groups has become more salient, yet it remains unclear how this affects armed conflict. This paper therefore analyses the effect of foreign government assistance and does so in the typical case of the Angolan War (1975–1991). It argues that South African and United States support greatly helped the National Union for the Total Independence of Angola (UNITA) wage a large and sustained insurgency campaign but was ultimately insufficient to overthrow the People’s Movement for the Liberation of Angola (MPLA) government because it enabled the incumbent government to obtain similar foreign assistance and because the level of aid awarded to UNITA fluctuated strongly, preventing it from engaging in meaningful long-term planning. 相似文献
