基于旁路环境下的密码芯片安全性评估

为在复杂旁路攻击敌手环境下对密码芯片进行安全评估,通过物理可观测密码术模型框架对旁路分析过程进行建模;借鉴传统面向实际的可证明安全性理论,定义旁路环境下的两类旁路敌手:密钥恢复旁路分析敌手与不可分辨性判定旁路分析敌手,并给出了密码实现针对这两类旁路敌手的安全性度量模型;对安全性评估中的重要参数指标进行定义与推导;最后根据旁路分析定义、模型及安全性度量指标,提出针对旁路分析的通用评估框架,为研究可抵抗旁路分析攻击的密码设备打下基础。     

Insurgency in Afghanistan: implications for Pakistan's internal and external security

In the aftermath of 9/11, the USA embarked on a massive global hunt for terrorists and launched its “Operation Enduring Freedom” in Afghanistan. Its failure to control insurgency in Afghanistan spilled over into Pakistan, with disastrous consequences. The resurgence of the Taliban with more formidable tactics and maneuvering skills has become more troublesome for both Afghanistan and Pakistan and for the USA and its allied forces. The fierce comeback of the insurgents has challenged the political and territorial integrity of Pakistan, one that it cannot tolerate. This article analyzes the current situation and its implications for Pakistan's security. Moreover, it looks into the internal and external security complexities that Pakistan faces and the possible implications of the US exit strategy for Pakistan's security. It concludes that the security situation in Pakistan is continuously deteriorating and no part of her territory is immune from terrorists' attacks. To be successful, Pakistan must pursue a broad-based strategy that encompasses military, political, social, economic and informational domains aimed at accomplishing four major objectives: (1) elimination of foreign terrorists and their facilitators; (2) strengthening of the political and administrative institutions in the Federally Administered Tribal Areas (FATA); (3) establishing a safe and secure environment conducive for sustained development and the realization of real socio-economic progress and (4) integrating the FATA into the national mainstream. In the long term, a strategy based on the concept of “Enlightened Moderation” is the right solution, not only to the internal problems of Pakistan but also for the Muslim world and the international community.     

FOUNDATIONS FOR REGIONAL SECURITY: PREPARING TO KEEP THE PEACE IN SOUTHERN AFRICA

Since the terrorist attacks of 11 September 2001, the continent of Africa, particularly Greater East Africa, has played an increasingly signifi cant role in United States (US) national security strategy. Transnational security threats and political authoritarianism continue to plague the region, creating calls for greater US and international involvement. Before reacting to the situation, however, it is prudent to pause, reflect, and understand that the United States developed strategic relations with nation-states in the region well before contemporary concerns for international terrorism and ungoverned spaces entered the strategic lexicon. Toward a more comprehensive understanding of Greater East Africa's strategic history, this paper examines the core strategic relationship in the region, US-Kenya relations, its origins and implications, and offers policy recommendations that will affect future international security.

针对舰艇编队协同防空反导的作战过程,以缩短舰艇编队协同反导的整体拦截时间、降低反导资源的消耗为目标,构建了一种"招标—投标"策略的舰艇编队协同反导优化模型。该模型利用模糊数学和动态规划相结合的优化技术,在单个作战单元需要编队内其他作战单元协同反导的情况下,运用"招标—投标"策略建立满足反导策略的决策方案,能实时、动态的调整舰艇编队整体协同反导策略。

Children on the African continent have suffered immensely from the proliferation and misuse of small arms, including death, injury, displacement, separation from families, loss of access to health, humanitarian and educational services, and lack of economic opportunities. Further, over 300,000 children serve as child soldiers, relying on small arms as their tools of war. The international community has worked to establish protections for children for over 50 years, yet children continue to suffer. The recent UN Special Session on Children adopted ‘A world fit for children’, which, in combination with the Programme of Action agreed upon at the July 2001 UN Conference on Small Arms, begins to address a comprehensive approach to eliminating the negative impacts of small arms proliferation on children in conflict.

EU security sector reform in Bosnia and Herzegovina: Reform or resist?

ABSTRACT

Attempts to explain the failure to reform the security sectors in post-conflict countries have often resorted to two sets of explanatory factors: international and local factors. This article seeks to move from that unhelpful dichotomy to an explanation linking both factors. Drawing on a Foucauldian approach and the concept of “counter-conduct,” it examines the rationality and practices of European Union (EU) governmentality and how governing technologies are resisted and reversed by local elites involved in security sector reform (SSR). Instead of understanding power and resistance as binary opposites, this article argues that counter-conduct can be conceived as implicated in the very relations of power that it seeks to resist. To tease out these relations, the article analyzes the EU's efforts in SSR in Bosnia and Herzegovina, where it identifies four forms of counter-conduct: upholding European standards, using the local ownership trap, simulating reforms, and lowering the bar.

在建立兵力组织分层定量描述的基础上,研究了设计适应性兵力组织的关键技术,提出了一种适应性兵力组织设计建模框架.建立定量模型和优化算法,可以辅助不同层次的指挥员快速完成使命计划生成、兵力裁剪和组织结构的设计与适应环境变化,设计高效的兵力组织完成使命.最后,讨论了适应性兵力组织设计工具AAOD-Tools的设计与开发.
