浅谈军事期刊编辑的军事素质

军事期刊编辑作为编辑队伍中一个特殊的群体,除了要具备一般期刊编辑所应具备的基本素质外,还应具备过硬的军事素质。军事素质是军人最基本、最核心的素质,是军人的基本职业素养,这对办刊质量有着重大的影响。

Nuclear security culture enhancement: the role of culture coordinators at Russian nuclear sites

In 2002, a Nuclear Security Culture (NSC) Enhancement Program with the mission to raise the level of the NSC at sites and facilities in Russia's nuclear complex was launched under the guidance of the Russian State Corporation “ROSATOM” and with support from the US Department of Energy. A Joint Working Group for NSC with both Russian Federation and US members was formed and charged with the design and implementation of the program. The program was implemented at sites and facilities on a pilot basis. Nine sites participated in the Pilot Project. The key program component was an establishment of Culture Coordinators (CCs) with the authority to coordinate and implement NSC enhancement activities at sites and facilities. The CCs have served as the force that has maintained the momentum of the Pilot Project and continuously steered the site NSC enhancement efforts. The contribution of the CCs in achieving the positive outcomes of the program cannot be overstated.

Scheduling recurrent construction

A problem we call recurrent construction involves manufacturing large, complex, expensive products such as airplanes, houses, and ships. Customers order configurations of these products well in advance of due dates for delivery. Early delivery may not be permitted. How should the manufacturer determine when to purchase and release materials before fabrication, assembly, and delivery? Major material expenses, significant penalties for deliveries beyond due dates, and long product makespans in recurrent construction motivate choosing a release timetable that maximizes the net present value of cash flows. Our heuristic first projects an initial schedule that dispatches worker teams to tasks for the backlogged products, and then solves a series of maximal closure problems to find material release times that maximize NPV. This method compares favorably with other well‐known work release heuristics in solution quality for large problems over a wide range of operating conditions, including order strength, cost structure, utilization level, batch policy, and uncertainty level. 车辆装备保障分队单兵训练质量组合评价分析

针对当前部队车辆装备保障分队单兵训练质量评价中所存在的问题和不足,综合运用集对分析一四元联系数理论、马尔可夫链模型和熵权双基点法,尝试提出一种新的评价分析方法——SHE组合评价分析法,排除单兵原有基础差异对年度训练考核成绩的影响,考虑评价对象之间的情感因素和分队训练条件对单兵训练质量的影响,从而使评价显得更加客观、公正和公平．最后,结合算例,分析说明了此方法的具体应用．     

对提高大学作战指挥专业硕士研究生培养质量的几点思考

武警工程大学自1998年成为作战指挥学硕士学位授予点后,经过十几年的不懈努力和逐步发展,研究生培养质量不断提高。但在发展的同时也存在一些问题,这些问题如不能很好地解决,将制约作战指挥专业硕士研究生培养的质量。就影响和制约作战指挥专业硕士研究生培养质量的因素为切入点,对当前乃至以后提高大学作战指挥专业硕士研究生培养质量提出了几点建议。
