A Century stained with the sufferings of ceaseless war and atrocity is as much marked by our incomplete efforts to secure the foundations of an international society, one in which all peoples are equal and equally protected from abuse. The last decade has seen the application of dormant humanitarian principles and laws in various fora. The ICC offers us the opportunity to build on these disjointed enforcement efforts. Post-Cold War “lab-to-lab” collaborations on unclassified scientific issues between U.S. and Russian nuclear weapons laboratories set the stage for bilateral cooperation in materials control and other nuclear areas. They also became the major element in a cooperative process initiated by a Presidential Decision Directive to ensure Russia's compliance with the Comprehensive Nuclear-Test-Ban Treaty. These collaborations have always been highly favored by leaders of the Russian nuclear weapons complex—the same leaders who oversee Russia's participation in various government-to-government programs. This article reviews these collaborations and examines the possibility that U.S. rebuffs of Russian proposals and the U.S. failure to keep promises of expanded collaboration could contribute to Russia's reluctance in major programs and even lead to a return to nuclear testing by Russia. The author argues that a renewed U.S. commitment to the process should be an immediate goal of the Obama administration and is an essential step in re-engaging Russia to solve the nuclear problems remaining from the Cold War. For many years, non-nuclear weapons states have sought binding commitments from nuclear armed states that they would not be the victim of either the threat or use of nuclear weapons—so-called negative security assurances (NSAs). The nuclear weapon states have traditionally resisted granting such unconditional NSAs. Recent U.S. efforts to use nuclear deterrence against the acquisition and use by other states of chemical, biological and radiological weapons, however, have further exacerbated this divide. This article analyzes the historical development of NSAs and contrasts U.S. commitments not to use nuclear weapons with the empirical realities of current U.S. nuclear weapons employment doctrines. The authors conclude that NSAs are most likely to be issued as unilateral declarations and that such pledges are the worst possible manner in which to handle the issue of security assurance. 相似文献

Between 1957 and 1959 the West German company Telefunken and the Bonn government became prime targets in the French army's campaign against the Front de Libération Nationale's (FLN) efforts to establish communications networks. To the French military, the prevention of sales of Telefunken equipment to the FLN or its allies constituted a matter of strategic importance. To the Germans, it was an act of economic protectionism that exposed France's continued misgivings of Germany. The problem exerted a considerable strain between Paris and Bonn, and even threatened to harm German-Arab relations. The Telefunken affair thus highlights the Algerian war's international ramifications. It further reveals the responsibility of the French military in the internationalisation of that war. 相似文献

Throughout the 1990s Pakistan sought to cultivate ‘strategic depth’ throughout Iran, Afghanistan and the newly emergent Central Asian Republics while seeking to restrict Indian influence in the region. Chastened by its past failures, Pakistan now embraces more modest regional goals. Despite the diminution in objectives, several factors augur failure including Pakistan's policies in Afghanistan, which diminish the likelihood of a stable Afghanistan, and Pakistan's inability to pacify the various insurgencies roiling both Baluchistan and the Pashtun areas of the Federally Administered Tribal Areas as well as the Northwest Frontier Province. 相似文献

Extant literature explains Egyptian successes and failures in the October 1973 War by Sadat’s restoration or abolition of ‘objective control’: when restoring ‘objective control’, Sadat succeeded; when abolishing it, he failed. However, Samuel Huntington’s theory cannot account for Sadat’s command performance, not because Sadat zigzagged between this theory’s extremes, but because he never thought or acted according to its recipe. I employ Eliot Cohen’s Supreme Command concepts to argue that Sadat’s command constituted an eccentric combination of military romanticism and politicization of war, whose paradox was reflected in the initial military successes and the achievement of Egypt’s strategic objectives despite the military failures by the war’s final stage. 相似文献

Despite the burgeoning literature on Russia’s renewed power politics, little attention has been paid to the fact that US reactions towards Russia’s military interventions were all but coherent. The USA has chosen weak measures in Georgia in 2008 (shaming) compared to its assertive response in Ukraine in 2014 (sanctions, hard deterrence). This article assesses the explanatory power of neorealist, liberal and constructivist theories for the variation in US reactions towards Russian interventions in Georgia and Ukraine. Our argument is that the constructivist perspective explains the cases best as it highlights the power and communality of normative assessments. The Ukraine crisis was perceived by the USA as a violation of core international norms, especially the non-use of force and the principle of territorial integrity. Relevant international norm carriers shared this assessment of the conflict. In contrast, the perception of the Georgian war centred on the issue of democracy promotion. While democracy is an important aim of US foreign policy, it does not summon the same normative importance as general principles of international law. Furthermore, the perception of the Georgian war remained contested among Western allies, which decreased the communality of the normative assessment. 相似文献

The article explores the 1950 ‘Ambassador's Agreement’ (named after US Ambassador Lewis Douglas) about establishing long-term US air bases in the UK. During the discussions British representatives expressed resentment of American pressure and were concerned about the expense that developing the bases for American purposes might entail. There were even fears that Washington might use the airfields to launch an atomic bomb attack on the USSR without regard to the views of the UK government. The British consented to providing the bases because they wanted to enmesh the US further in UK and Western European defence. For their part American negotiators had wanted to further US atomic strategy without delay. Although the agreement imposed no restriction on the use of the airfields, some US officials believed that in a crisis the UK government might try to prevent them being used for atomic bombing missions. 相似文献

This article examines the use of specialised plain-clothes military units in counter-terrorism, concentrating on examples involving liberal-democratic states. It analyses the benefits and problems arising from clandestine military activity, focusing in particular on British army units (notably 14 Intelligence Company and the Force Research Unit in Northern Ireland). The article concludes by arguing that such formations have a clear utility – notably in gathering intelligence on terrorist groups – but other aspects of their role are inherently controversial (notably in cases where undercover soldiers use deadly force against suspected terrorists). It also states that plain-clothes military operations need to be conducted on the basis of accountability, both for strategic reasons, and also in accordance with the norms of liberal democracy. 相似文献
