军事地形学是一门军校学员必修的军事基础课程,是重点课程建设之一。课程建设水平的高低,直接关系到院校的生存与发展。从规范课程教学文件、优化教学保障、加强教员队伍建设、深化教学改革等几个方面,阐述了军事地形学课程建设的发展状况,并对该课程建设向更高层次迈进提出了思路。     

‘A Brave New World for Chinese Joint Operations’

A key organizational challenge for all modern militaries is instituting an effective command-and-control (C2) structure for joint operations. China has been a relative latecomer to joint operations, with a persistent weakness in joint C2. Reforms launched in early 2016 sought to overcome this challenge by establishing a permanent two-level joint C2 structure. Although not a ‘tipping point’ that will lead ineluctably to stronger operational effectiveness, this reform is nonetheless an important milestone in an evolutionary process towards better PLA joint operations. The result could be added operational challenges for several of China’s neighbors and the United States.

Abstract

This paper seeks to critically appraise Africa's position within the United Nations Security Council from the inception of the UN in 1945 until the end of 2010, spanning the entire history of the world body. A few factors make such an appraisal a useful exercise. These include the ongoing debates about the reform of the Council in particular and the UN as a whole, and the growing interest that many African students and observers of and actors in international relations seem to have developed in recent years in the working of the world body. In this appraisal, emphasis will be placed on the origin and rationale behind the establishment of the Security Council as well as the use of the veto power by its permanent members, with a special reference to Africa.     

Saudi Arabia,Wahhabism, and the Taliban of Afghanistan: ‘Puritanical reform’ as a ‘revolutionary war’ program

This article argues that the Taliban's revolutionary war (RW) program is puritanical reform informed by the Islamic legal duty of al-amr bi'l-ma‘ruf wa'l-nahy ‘an al-munkar (‘commanding what is good and forbidding what is reprehensible’). It also examines the history of this duty with examples of puritanical reform movements emerging from Berber tribes in North Africa and tribes in Arabia. Furthermore, the importance of this duty in Wahhabi Saudi Arabia, and its exportation to Pakistan where Taliban leaders imbibed this ideology, are discussed. Finally the article shows that corruption and abuses by the Afghan regime have given impetus to puritanical reformers: the condition precedent for puritanical reform is pervasive wrongdoing in an Islamic society.
