The purpose of this article is twofold. First, this article contributes to the understanding of the origins of maneuver warfare as the capstone doctrine of the Marine Corps. It does so by identifying a second source that fostered change in the Marine Corps – one in addition to disquiet about the conduct of the war in Vietnam – which stemmed from the challenges posed by the United States' post-Vietnam strategic and military reorientation. And second, this article examines the influence of organizational culture, or identity, on innovation in the Marine Corps. A critical strand in the growing literature on military innovation focuses on organizational culture and how it influences the behavior and responses of particular military organizations. This article contributes to this literature by analyzing the influence of the organizational culture of the Marine Corps in shaping what was deemed an appropriate response to the challenges it confronted in the 1970s.  相似文献

The premise of most Western thinking on counterinsurgency is that success depends on establishing a perception of legitimacy among local populations. The path to legitimacy is often seen as the improvement of governance in the form of effective and efficient administration of government and public services. However, good governance is not the only basis for claims to legitimacy, especially in environments where ethnic or religious identities are politically salient. Some experience in Iraq suggests that in environments where such identities are contested, claims to legitimacy may rest primarily on the identity of who governs, rather than on how whoever governs, governs. This article outlines the intellectual foundations of existing policy and doctrine on counterinsurgency, and argues that development and analysis of counterinsurgency strategy would benefit from a greater focus on the role of ethnic and religious identity in irregular warfare.  相似文献

This article explores the livelihood pathways of serving Ugandan Army soldiers and traces their methods and motivations for enlistment. All were from areas of northern Uganda affected by nearly two decades of violent instability. With the Uganda People's Defence Forces (UPDF) increasing recruitment eligibility requirements and taking other measures to improve professionalism, some soldiers enlisted using false credentials and names, travelled to skirt unofficial ethnic quotas, and joined against their family's wishes. The Army's defence reform process was intended to preclude such problems. The article concludes with reflections on what strategic deception (by both recruits and the Army) may imply for warriors' honour.  相似文献

US military operations are increasingly conducted within urban environments and with these operations come the risk of increasing the number of civilian casualties and infrastructure damage. The use of non-lethal weaponry, such as directed-energy weapons, is one method for minimizing collateral damage. This method enables US military forces to effectively fight within urban environments through force escalation capabilities. Using a series of historical examples and future scenarios for urban warfare, this article highlights deficiencies affecting military capabilities in military urban operations, addresses the consequences of collateral damage, assesses the effectiveness of directed-energy weapons in military urban operations and encourages further funding, research and integration of non-lethal weaponry, such as directed-energy weapons, within the US military.  相似文献

Why did the United States, a country notorious for supporting coups and military dictatorships in Latin America during the Cold War, seek to depoliticize security forces in the Caribbean basin during the early twentieth century? Drawing from primary sources, I argue that this emphasis on military non-partisanship abroad stemmed from Progressive Era reforms popular at home. These reforms, which stressed bureaucratic efficiency via nonpartisan expertise, had become institutionalized within the US military and State Department and then channelled into the imperial administration of Nicaragua and the Dominican Republic. The State Department and Marine Corps attempted to replace local partisan armies with the kind of professional, nonpartisan armed forces that the US's own military had come to exemplify. That these civil-military reform efforts ultimately backfired should serve as a reminder of the difficulties inherent in using military interventions to transform coercive apparatuses and their societies.  相似文献

Efforts at winning hearts and minds (WHAM) impact on and are affected by perceptions of legitimacy. In the Namibian war for independence (1966–1989) efforts of the South African counterinsurgent forces at winning hearts and minds focused mainly on persuading the population to cooperate in exchange for material benefits and services. The article demonstrates that this successfully contributed to a dimension of legitimacy that is conceptualized as pragmatic legitimacy. However, other dimensions of legitimacy are identified in which the South Africans were lacking, that is in moral, legal, and identity-based legitimacy. Furthermore, in areas where control was contested and where the population could not be shielded from insurgent intimidation, it is argued that the effects of coercion outweighed legitimacy altogether.  相似文献

From the late 1970s and until the end of the Cold War, the ‘High North’ constituted a central theatre for military forces. Extensive NATO preparations were made, a solid infrastructure developed in northern Norway, and frequent and large-scale exercises were carried out. These developments, from the late 1970s, were much discussed by scholars and strategists. However, the change of perception, laying the foundation for the military build-up, had actually occurred a decade earlier, in the late 1960s. This change has not yet been given its rightful attention, partly because the relevant documents have only recently become available. This essay takes the chronology of events back into the 1960s and to NATO's secret discussions between the national Ministers of Defence and Chiefs of Staff. The most significant turning-points were the Flexible Response strategy of 1967; SACLANT's concern over increased Soviet naval activity and his ‘Maritime Strategy’ studies of 1965 and 1967; NATO's awakening to the Soviet SSBN threat in 1967; and the concept of ‘External Reinforcement of the Flanks’ of 1968 – finally followed by the ‘Brosio Study’ (named after the then NATO Secretary-General) of 1969. As a consequence of these developments NATO's ‘tactical northern flank’ was set to become an independent strategic theatre.  相似文献

本文针对星载多通道高分辨宽测绘带合成孔径雷达系统,提出了一种地面运动目标检测和参数估计方法,该方法首先利用空时自适应处理进行杂波抑制,然后采用传统SAR成像处理得到模糊的运动目标图像,接着利用恒虚警检测技术检测出所有运动目标,包括真实目标和由于多普勒模糊引起的虚假目标,再根据模糊图像的空间位置关系从所有成像目标中检测出运动目标的真实成像位置,最后根据运动目标的斜距历程得到因运动目标速度引起的图像位置偏移,由此估计得到运动目标速度。该方法具有运算量小、检测精度高等优点,星载仿真数据验证了本文方法有效性。  相似文献

Recently, in July 2012, the high-profile and bitterly fought nine-month race for the post of Chair of the African Union (AU) Commission, between Dr Jean Ping of Gabon, and his main challenger, Dr Nkosazana Dlamini-Zuma, culminated in the latter's victory. Her victory came after the deadlock at the Eighteenth AU Summit in January 2012. Borne out of the considered need for a quick fix through reliance on a vote of expediency, the election of Dr Dlamini-Zuma represented a political resolution to the crisis that arose due to the earlier ongoing electoral deadlock. Far from being a competitive election by design, the 2012 AU Commission election by default became transformed into an intensely fought campaign that put the AU in the limelight. This article briefly introduces the electoral process, explains in detail the voting behaviour of AU member states, and offers five specific reasons for the victory of Dr Dlamini-Zuma. On the surface the election looks very competitive, but the article explains why this is not the case. To create greater competition for these posts, the AU needs to overhaul the nomination process and the voting procedure. In this regard, the article proffers detailed analysis and proposes a radical revision of the existing criteria for the nomination. The article also proposes specific recommendations for the amendment of the rules of procedure of the AU Assembly to allow for a qualified majority as a deadlock breaker in the fifth round. It also assesses whether the integrity of the AU Commission election was damaged during the campaigning and voting process. In this regard, it recommends the development of a code of conduct for future elections at the AU.  相似文献

This study revisits the causal relationship between military spending and economic growth in 10 Middle East countries via a panel causality analysis that accounts for cross-sectional dependence and heterogeneity across countries. Our results indicate unidirectional causality from military spending to growth for Turkey; one-way causality from economic growth to military spending for Egypt, Kuwait, Lebanon, and Syria; bidirectional causality for Israel; and no causality in either direction for Jordan, Oman, and Saudi Arabia. The empirical evidence does not provide consistent results regarding the causal relationship between defense expenditure and economic growth in these countries.  相似文献
