警卫部队信息化建设新发展的实践与思考

随着全国公安机关部署以信息化建设为龙头的＂三项建设＂全面展开,警卫部队的信息化建设也进入一个新的发展阶段.在新一轮信息化建设过程中,真正促进警卫部队整体战斗力的提升,需要对前一阶段的信息化建设有一个理性的回顾和冷静的思考.结合上海警卫工作实际和警卫部队特点,对信息化建设进一步发展的具体思路进行了探索性阐述,提出一些新的观点和理念.     

美陆军数字化部队装备保障特点及其启示

美陆军全面转型后,数字化部队从编制结构到装备保障均呈现出鲜明的特色。为充分借鉴其经验教训,探索在该领域的发展道路,在回顾美陆军数字化部队建设历程的基础上,从维修作业体制、装备保障力量编配、装备保障指挥层级、力量编组、信息系统建设等方面入手,深入分析了美陆军数字化部队装备保障的特点,结合国情、军情,对比分析、梳理总结后,针对陆军数字化部队装备保障建设,归纳了几点启示,提出相关建议。     

陆军战术部队用天体系能力研究

以未来信息化战场联合作战为背景,强调天基资源在陆军战术部队作战体系中的重要地位,深入分析美国陆军天基资源运用现状和能力形成途径,从陆军装备转型建设实际需求出发,研究陆军用天(基)体系架构,阐述体系能力特征。     

Equality and diversity in the British armed forces: progress,challenges and prospects

The UK's changing political and legal landscape since 2000 reflecting transformations in wider society have elevated equality and diversity (E&D) issues to prominence in the public sector, including in the British armed forces. This research highlights key developments in the British military in relation to E&D, focusing both on areas of progress, and on the challenges still confronting the Forces. The findings reveal that the Forces have made significant strides in advancing E&D through the implementation of a range of policy initiatives but the persistence of discrimination, developments in the wider environment and the dilemmas raised by the strands of age and disability pose challenges. The value of this research is to increase our understanding of diversity management in a public sector institution that has been under-researched and views itself as “different,” and will be of interest to policymakers, E&D practitioners and academics in the field.     

Gendered divisions of military labour in the British armed forces

This paper examines statistical data on the employment of women in the British armed forces. It reviews some of the issues shaping debates about women’s military employment, in order to establish the on-going significance of the topic. It looks at patterns of female military employment across the three services, and places discussion of this in the context of observations about gendered divisions of labour in the wider UK labour market. It examines data for the gendered divisions of labour within different corps, branches and occupational groups within each of the three armed services, and looks at gender patterns across ranks. It concludes by discussing the implications of these findings for both policy and conceptual work on women’s military participation.     

关于加强公安现役部队科研环境建设的思考

目前公安现役部队科研环境建设,还存在项目申请难度大、投资渠道单一化、团结协作攻关难、科技资源共享少、学术科研氛围淡等问题,对人才队伍建设造成一定影响。坚持“以人为本”,加强制度建设,解放思想,增加投入,活跃学术氛围,树立科研标兵,以进一步改善和优化公安现役部队科研环境。     

公安现役部队后勤专业人才队伍建设的思考

公安现役部队后勤专业人才队伍建设是后勤信息化建设的重要智力基础,关系到部队后勤全面建设和长远规划。当前,复杂的国际国内形势与繁重的边、消、警任务,对后勤专业技术人才队伍建设提出了更高要求。如何认清形势,更新观念,实现部队后勤工作的跨越式发展,关键在于更快更好地培养融指挥、管理、技术为一体的“复合型”高素质人才。     

基于黑板推理与分层规划的CGF模糊决策模型

计算机生成兵力具有智能行为是其最大的特点,也是当前研究的重点和难点。为了使计算机生成兵力决策的智能化水平有所提高,把复杂的决策过程进行分层规划,将各层中决策子任务的求解策略、推理策略与黑板推理方法中的多任务协同工作原理相结合,构造了基于黑板推理的计算机生成兵力决策模型。同时,也将模糊理论应用到决策模型中。有效地提高了计算机生成兵力的智能水平。     

防空群掩护固定目标兵力区分模型构建

兵力区分是防空兵战斗部署的重要环节。传统的区分方法过于笼统,同时针对性不强。对防空群掩护固定目标时兵力区分的原则、方法和程序进行了探讨,并按照目标重要程度排序空袭兵力需求分析防空兵力需求分析兵力分配的思路建立了防空群兵力区分的数理模型。     

基于蚁群算法的防空兵兵力机动线路优化

根据防空兵对机动线路的要求以及战时的安全性特点,得出影响防空兵兵力机动线路选择的因素,引入里程指数的概念,将线路的长度进行修正赋权,给出兵力机动线路的等效线路长度。把这一等效线路长度结合到蚁群算法中,能够较好地模拟现代战场的复杂环境对防空兵兵力机动路线的影响,并能科学、合理地选择路线,为指挥员的决策提供帮助。
