On‐line algorithms for minimizing makespan on batch processing machines

We consider problem of scheduling jobs on‐line on batch processing machines with dynamic job arrivals to minimize makespan. A batch machine can handle up to B jobs simultaneously. The jobs that are processed together from a batch, and all jobs in a batch start and complete at the same time. The processing time of a batch is given by the longest processing time of any job in the batch. Each job becomes available at its arrival time, which is unknown in advance, and its processing time becomes known upon its arrival. In the first part of this paper, we address the single batch processing machine scheduling problem. First we deal with two variants: the unbounded model where B is sufficiently large and the bounded model where jobs have two distinct arrival times. For both variants, we provide on‐line algorithms with worst‐case ratio (the inverse of the Golden ratio) and prove that these results are the best possible. Furthermore, we generalize our algorithms to the general case and show a worst‐case ratio of 2. We then consider the unbounded case for parallel batch processing machine scheduling. Regina Maris and the Command of the Sea: The Sixteenth Century Origins of Modern Maritime Strategy

The concept of the command of the sea has its roots in medieval notions of the sovereignty of coastal waters, as claimed by several monarchs and polities of Europe. In the sixteenth century, a surge of intellectual creativity, especially in Elizabethan England, fused this notion with the Thucydidean term ‘thalassocracy’ – the rule of the sea. In the light of the explorations of the oceans, this led to a new conceptualisation of naval warfare, developed in theory and then put into practice. This falsifies the mistaken but widespread assumption that there was no significant writing on naval strategy before the nineteenth century.     

天基预警系统多体制传感器综合调度方法

为提高天基预警系统对多目标的跟踪能力,提出扫描传感器纬度区间扫描模式和凝视传感器目标群跟踪模式,并基于此种模式设计基于聚类的扫描传感器纬度区间扫描调度方法和凝视相机目标群跟踪调度方法。由于诸多传感器的工作模式、探测频率、测量误差、视场模型均不相同,推导不同探测频率、视线误差的多传感器联合观测跟踪的克拉美-罗下界计算公式。综合运用以上方法,建立多体制传感器综合调度优化方法。仿真试验表明,该方法比传统工作模式下的系统对多目标具有更高的跟踪精度。     

Brinkmanship,not COIN,in Pakistan’s post-9/11 Internal War

Politics is critical to making sense of Pakistani successes and failures in dealing with non-state armed groups. This includes domestic political currents; regional political currents; and the global impetus of the post-9/11 era. How these currents overlap renders to any reading of insurgency in Pakistan real complexity. This article engages with this complexity rather than shirking from it. Its hypothesis is that while the insurgency bordering Afghanistan has been an epicentre of Pakistani military efforts to fight the Taliban, this theatre is in of itself insufficiently inclusive to grasp the nature of Pakistan’s security challenges and its consequent responses.

在建设世界一流军队征程中,陆军正面临着一场革故鼎新的变革。文章深入分析了集团军信息化建设中存在的官兵科技素质不高、基础设施不牢靠和指控系统不统一等问题,总结出了一是要积极参与上级信息化建设总体设计,提出操作性很强的建设具体需求;二是要依据上级的"规划图"制定好本级的"施工图",把职责范围内的各项工作落细落实;三是要扎实抓好官兵学习训练,努力提升官兵的综合科技素养等对策建议。     

军队应尽快实现“三个转变”

现代科学技术的广泛军事应用,一方面引起了作战方式方法和手段的深刻变化,另一方面则对军人素质和军事教育训练提出了新的更高要求。我们必须着眼习主席提出的"能打仗、打胜仗"强军目标,尽快实现"三个转变",即士兵要由"娇弱型"向"强悍型"转变,军官要由"管理型"向"指挥型"转变,部队要由"生活型"向"打仗型"转变。     

Original Sword Designs,Now in the Metropolitan Museum of Art,New York,Entered in Competition to Make Admiral Seymour’s City of London Sword of Honour in 1882

This paper examines two rare original Sword Designs, which have recently come to light, patterns said to be the two sides of the Sword of Honour awarded with the Freedom of the City of London to Admiral Seymour, Baron Alcester, Commander-in-Chief HM Ships and Vessels Mediterranean, for the Egyptian Campaign in 1882. The paper places the designs in their historical and iconographical context and assesses, by examining various evidence, if the patterns are, in fact, the original designs of the sword actually presented to Seymour at the Guildhall in 1883.

Rendezvous search when marks are left at the starting points

Leaving marks at the starting points in a rendezvous search problem may provide the players with important information. Many of the standard rendezvous search problems are investigated under this new framework which we call markstart rendezvous search. Somewhat surprisingly, the relative difficulties of analysing problems in the two scenarios differ from problem to problem. Symmetric rendezvous on the line seems to be more tractable in the new setting whereas asymmetric rendezvous on the line when the initial distance is chosen by means of a convex distribution appears easier to analyse in the original setting. Results are also obtained for markstart rendezvous on complete graphs and on the line when the players' initial distance is given by an unknown probability distribution. © 2001 John Wiley & Sons, Inc.
