The Federal Aviation Administration (FAA) and the airline community within the United States have adopted a new paradigm for air traffic flow management, called Collaborative Decision Making (CDM). A principal goal of CDM is shared decision‐making responsibility between the FAA and airlines, so as to increase airline control over decisions that involve economic tradeoffs. So far, CDM has primarily led to enhancements in the implementation of Ground Delay Programs, by changing procedures for allocating slots to airlines and exchanging slots between airlines. In this paper, we discuss how these procedures may be formalized through appropriately defined optimization models. In addition, we describe how inter‐airline slot exchanges may be viewed as a bartering process, in which each “round” of bartering requires the solution of an optimization problem. We compare the resulting optimization problem with the current procedure for exchanging slots and discuss possibilities for increased decision‐making capabilities by the airlines. © 2005 Wiley Periodicals, Inc. This paper is the first to demonstrate a viable prediction market that successfully forecasts defense acquisition cost and schedule outcomes, and to provide insights for defense executive decision‐making. Already used in private industry, prediction markets can also accurately forecast outcomes and their associated risks for government programs. Using virtual money, prediction markets allow traders to ‘bet’ on some future outcome. This market mechanism turns out to be a relatively simple and accurate way to discover, aggregate, and communicate to a defense executive the collective market’s beliefs about the likelihood of an eventual outcome of an acquisition program of interest.  相似文献

This paper examines the rationale and centrality of private military and security companies (PMSCs) in humanitarian assistance operations in Sudan, asking why PMSCs are involved in humanitarian assistance operations in Sudan and what the principles underlying their activities are. To answer this question, the paper draws attention to the link between humanitarian crises and PMSC interventions. Where there is no meaningful alternative intervention, undergirded by humanitarian concerns that are also profit driven, PMSCs come in to provide the needed services. The protracted and complicated internal armed conflicts in Sudan, which have lasted for over two decades, have produced as many as 4,8 million internally displaced persons (IDPs) – the single largest number in the world. The kind of humanitarian assistance operations provided by PMSCs in Sudan have become critical to the provision of much-needed services which were inadequately provided by governmental authorities at both unilateral and multilateral levels. This paper argues that the humanitarian crises in Sudan created a regime that permits humanitarian assistance operations by both state and non-state actors.  相似文献

Why does peacekeeping sometimes fail? How can effective peacekeepers increase the likelihood of success of a mission? The two main flaws in the current evaluations of peace operations are that they mainly rely on already concluded missions and that they make use of indicators that do not reveal micro-level dynamics. This article introduces an analytical framework relating the effectiveness of soldiers to their actual impact in their area of operation in a peace operation. The framework is called “unit peace operation effectiveness” (UPOE). Focusing on soldiers in peace operations, this article shows that: different units behave differently; emphasize different aspects of the mandate; and are effective in different ways. Ultimately, this has an actual impact on the end-state of the mission. It relies on and adapts classic security studies works to theoretically enrich the peacekeeping literature. The model is tested in an illustrative case study based on ethnographic work on French and Italian units in Afghanistan between 2008 and 2010.  相似文献

Information Management (IM) – the systematic ordering, processing and channelling of information within organisations – forms a critical component of modern military command and control systems. As a subject of scholarly enquiry, however, the history of military IM has been relatively poorly served. Employing new and under-utilised archival sources, this article takes the British Expeditionary Force (BEF) of the First World War as its case study and assesses the extent to which its IM system contributed to the emergence of the modern battlefield in 1918. It argues that the demands of fighting a modern war resulted in a general, but not universal, improvement in the BEF’s IM techniques, which in turn laid the groundwork, albeit in embryonic form, for the IM systems of modern armies.  相似文献

This article argues that the debate on security sector reform (SSR) needs to be taken further by taking into consideration the fact that, even though the SSR concept was not originally developed as an element in stabilising states undergoing an insurgency, it is very much being used for exactly that. When conducting counterinsurgency with a focus on the creation of stability, the baseline will ultimately have to be security sector stabilisation (SSS) as a precondition for complete SSR implementation. However, the two must be connected to avoid them undermining each other. This is important if a comprehensive approach to programme implementation and especially sustainability is to guide the programme, and not just isolated ‘train and equip’ stand-alone projects that do not solve either the initial need for stabilisation or the long-term need for accountable security forces. Currently, in Afghanistan the surge for security by the international military is in danger of overtaking the other elements of the SSR, thereby undermining the primary end state and thus risking laying the wrong foundation for the long-term process of SSR.  相似文献

This study develops the concepts of fourth generation operations and the associated principles. First, the concept of fourth generation operations is introduced and defined. Fourth generation operations are the evolution and extension of third and fourth generation warfare based on a change of tactics, technology, and combatants. These operations are currently ongoing in Afghanistan and Iraq, and with the global war on terrorism. Based on the framework of US joint doctrine, the supporting principles of fourth generation operations are developed. ABSTRACT

This paper concerns the lesser known British counterinsurgency (COIN) operations in Northeast frontier of India during the First World War. Officially known as the ‘Kuki Operations’, it was considered as part of the Great War. Carried out in isolation from press and public, and shelved in colonial archives, the event remained invisible until today. Yet, it registers a critical case of colonial COIN doctrine where the ‘moral effect’ doctrine was employed without being questioned. It unleashed enormous amount of organized violence, ranging from shoot at sight to indiscriminate burning of villages, wholesale destruction of property and livestock, prevention of cultivation and rebuilding of villages, forced mass displacement in jungles or in ‘concentration camps’, and collective punishment (communal penal labour and payment of compensation) after the war. This paper argues that the theory of ‘minimum force’ and the practicability of the ‘moral effect’ doctrine as applied by the Empire, sit oddly with each other at the frontier, where violence was seen both as a natural and moral orders. Violence as an ‘imperatively necessary’ method to bring order in a disorderly frontier, in the opinion of colonial state, informs and registers Northeast India as geography of violence.  相似文献
