This note studies the optimal inspection policies in a supply chain in which a manufacturer purchases components from a supplier but has no direct control of component quality. The manufacturer uses an inspection policy and a damage cost sharing contract to encourage the supplier to improve the component quality. We find that all‐or‐none inspection policies are optimal for the manufacturer if the supplier's share of the damage cost is larger than a threshold; otherwise, the manufacturer should inspect a fraction of a batch. © 2008 Wiley Periodicals, Inc. The US government initiated a Defense Counterproliferation Initiative to address the concern that, in the post-Cold War years, the proliferation of nuclear, biological, and chemical weapons would be widespread and create a significant challenge to the US military’s combat operations. In particular, non-nuclear states might use chemical or biological warfare agents against US forces with the belief that nuclear weapons would not be used against them in retaliation. Following the events of September 11, 2001, defense strategy and policy shifted to a wider view of the threat of adversarial use of “weapons of mass destruction” (WMD) and the term “counterproliferation” was replaced by “combating” or “countering WMD.” Over time, the Defense Department increasingly moved away from counterproliferation principles with the detrimental effect of losing capabilities that US forces still need for contemporary adversaries. This shift has been aggravated by other US government agencies’ use of “counterproliferation” in lieu of what would have been termed “nonproliferation” activities in the 1990s. The loss of clarity within the US government on these terms has led to the inability to focus the “whole of government” on this significant national security challenge. To alleviate this challenge, the US government needs a top-down initiative to refocus policy on the distinctly different aspects of WMD with respect to military combat operations, combating terrorism, and homeland security.  相似文献

The decision to employ force abroad is often a contentious political decision, where partisanship plays a crucial role. Prior to military intervention, political parties usually make their ideologically distinctive preferences clear and seek to implement them once in power. What remains unclear, however, is how ideology affects the decision to use military force. This article contends that alliance and electoral calculations constrain the ability of political parties to implement their ideological preferences with regards to the use of force. It examines a “most likely” case for the partisan theory of military intervention, namely Canada’s refusal to take part in the invasion of Iraq and its decision to commit forces to the war against the Islamic State. It finds that only in combination with alliance and electoral calculations does executive ideology offer valuable insights into Canada’s military support to U.S.-led coalition operations, which contributes to our understanding of allied decision-making.  相似文献

Canada is now at a crossroads unlike any other period in its history and needs to carefully consider which path to take. With the new Trudeau government comfortably ensconced since the defeat of the Harper government in the fall of 2015, a variety of competing interests have emerged in an attempt to turn Canadian policy back to a more nostalgic period of the 1970s that some see as preferable to the institutional lash-up that existed since the rolling out of the Canada First policy in the 2000s. That nostalgic period is, however, misunderstood both willfully for political purposes but also through a lack of historical context. Firmly rooting future actions in a blunt analysis of national interests is preferable to the alternative.  相似文献

In this article, an optimal replacement policy for a cold standby repairable system consisting of two dissimilar components with repair priority is studied. Assume that both Components 1 and 2, after repair, are not as good as new, and the main component (Component 1) has repair priority. Both the sequence of working times and that of the components'repair times are generated by geometric processes. We consider a bivariate replacement policy (T,N) in which the system is replaced when either cumulative working time of Component 1 reaches T, or the number of failures of Component 1 reaches N, whichever occurs first. The problem is to determine the optimal replacement policy (T,N)* such that the long run average loss per unit time (or simply the average loss rate) of the system is minimized. An explicit expression of this rate is derived, and then optimal policy (T,N)* can be numerically determined through a two‐dimensional‐search procedure. A numerical example is given to illustrate the model's applicability and procedure, and to illustrate some properties of the optimal solution. We also show that if replacements are made solely on the basis of the number of failures N, or solely on the basis of the cumulative working time T, the former class of policies performs better than the latter, albeit only under some mild conditions. © 2010 Wiley Periodicals, Inc. We consider a rolling‐horizon (RH) replenishment modeling framework under which a buyer can update demand information and inventory status, modify order quantities committed previously, place an advanced order for a new period at the end of the RH, and move along in time seamlessly. We show that the optimal order policy for the two‐period RH problem is a dual‐threshold type for updating period(s) plus a base‐stock type for the advanced order. We provide analytical formulas and algorithms to compute the optimal thresholds and the optimal base‐stock level exactly. With our analytical results and numerical procedures, we demonstrate the significant value of RH replenishment in matching supplies to demands more closely. This paper studies a periodic‐review pricing and inventory control problem for a retailer, which faces stochastic price‐sensitive demand, under quite general modeling assumptions. Any unsatisfied demand is lost, and any leftover inventory at the end of the finite selling horizon has a salvage value. The cost component for the retailer includes holding, shortage, and both variable and fixed ordering costs. The retailer's objective is to maximize its discounted expected profit over the selling horizon by dynamically deciding on the optimal pricing and replenishment policy for each period. We show that, under a mild assumption on the additive demand function, at the beginning of each period an (s,S) policy is optimal for replenishment, and the value of the optimal price depends on the inventory level after the replenishment decision has been done. Our numerical study also suggests that for a sufficiently long selling horizon, the optimal policy is almost stationary. Furthermore, the fixed ordering cost (K) plays a significant role in our modeling framework. Specifically, any increase in K results in lower s and higher S. On the other hand, the profit impact of dynamically changing the retail price, contrasted with a single fixed price throughout the selling horizon, also increases with K. We demonstrate that using the optimal policy values from a model with backordering of unmet demands as approximations in our model might result in significant profit penalty. © 2005 Wiley Periodicals, Inc. Passenger prescreening is a critical component of aviation security systems. This paper introduces the Multilevel Allocation Problem (MAP), which models the screening of passengers and baggage in a multilevel aviation security system. A passenger is screened by one of several classes, each of which corresponds to a set of procedures using security screening devices, where passengers are differentiated by their perceived risk levels. Each class is defined in terms of its fixed cost (the overhead costs), its marginal cost (the additional cost to screen a passenger), and its security level. The objective of MAP is to assign each passenger to a class such that the total security is maximized subject to passenger assignments and budget constraints. This paper shows that MAP is NP‐hard and introduces a Greedy heuristic that obtains approximate solutions to MAP that use no more than two classes. Examples are constructed using data extracted from the Official Airline Guide. Analysis of the examples suggests that fewer security classes for passenger screening may be more effective and that using passenger risk information can lead to more effective security screening strategies. © 2006 Wiley Periodicals, Inc.
