一种用于 UWB 雷达实时信号处理的可重构多处理机结构

超宽带（UWB）雷达信号处理是个多任务、大运算量的过程，必须采用多处理机并行处理技术。本文对UWB雷达实时信号处理系统的特点进行了深入的分析，在比较各种多处理机系统优缺点的基础上，提出了一种可重构的UWB雷达实时信号处理系统结构。将此结构应用于实际系统表明，该结构具有良好的性能，并具有可重构性和扩展性。     

数字化战场与战场数字化技术——“数字化战场与单兵数字化系统”系列论文之一

首先研究了数字化战场的概念及内涵，然后着重讨论了战场数字化系统的体系结构和实现其互联、互操作的设计原则与思路，提出了建立战场数字化系统的关键是把当代开放系统发展的成果与军事领域的特殊要求相结合，研究其体系结构，研究、制定和推行三军统一的各层次信息界面标准和接口规范。     

军用嵌入式操作系统安全性增强措施

操作系统是紧靠硬件的基础软件,它既是应用软件安全的坚实基础,又是硬件不安全因素的屏蔽器.在操作系统安全隐患和嵌入式操作系统技术特点的基础上,提出信息保护、空间域保护和时间域保护等增强操作系统安全性的几种方法,以提高嵌入式系统抗击系统本身缺陷或敌方恶意攻击等安全威胁的能力.上述几种安全保护技术已在嵌入式Linux中进行验证,并取得满意的结果.     

Civil-military relations and human security in a post-dictatorship

This article explores current developments in Chile, where since the return to democracy in 1990, the elected authorities have reconfigured the nation’s military resources in favour of four action pillars: peacekeeping and international conflict management, landmine removal and gun disarmament, emergency and catastrophe response, and a concern for human, economic and social rights. Successive defence policies offer a valuable case study for exploring the trade-offs between security, traditional and non-traditional threat management and institutional capabilities. The article argues that human security policymaking is not free from undesired outcomes; specifically, regarding how to reconvene the role of the armed forces when conventional war seems a thing of the past. The paper focuses on the interagency policy implications and the challenges ahead for civilians and the military.     

面向大规模容器集群的网络控制技术

针对容器技术在网络层面缺乏控制的问题,设计一套面向大规模容器集群的网络控制架构,分别从容器集群网络的灵活组网、智能适配以及安全隔离三个方向进行研究,主要解决大规模容器集群部署中的网络适配和隔离控制等关键问题。实验结果表明,设计的网络控制架构可以根据网络特点有针对性地实现虚拟局域网的快速划分、网络节点的稳定迁移和节点通信的精确隔离控制。     

Local perceptions of the EU’s role in peacebuilding: The case of security sector reform in Palestine

ABSTRACT

Perception research can make a valuable contribution to the study of the local dimension in EU peacebuilding. The conceptual framework developed in this article distinguishes between perceptions of the “legitimacy,” “effectiveness,” and “credibility” of EU peacebuilding practices, which are crucial factors for successful peacebuilding. Relying on the case of the EU’s support for security sector reform (SSR) in Palestine, this article shows that local stakeholders—which participate in various EU-sponsored training and capacity-building programs—display considerable support for liberal peacebuilding norms. Yet, perceived discrepancies between the EU’s peacebuilding rhetoric and its SSR activities have severely undermined the potential of the EU’s liberal peacebuilding model in the eyes of Palestinian stakeholders. Critical local perceptions are frequently articulated with reference to the EU’s own liberal peacebuilding discourse, pointing to a lack of inclusiveness of the SSR process and deficits in terms of democratic governance and the rule of law.     

Security,structural factors and sovereignty: Analysing reactions to Kenya’s decision to close the Dadaab refugee camp complex

Kenya’s decision to close the Dadaab refugee camp complex highlights structural flaws in the international refugee regime. While much attention has been paid to Kenya’s reasoning, less has been given to the reactions of organisations and states. Given the state’s primacy in the international system and uncertainty about refugees, Kenya’s decision is perhaps unsurprising. It is contended that the stakeholders were unprepared because of path dependence and disbelief that Kenya would repatriate the refugees. While stakeholder reactions arguably demonstrate concern for refugees, the international refugee regime remains unquestioned, sustaining revenue streams that may fuel corruption, encourage lengthy encampment and prolong conflict.     

Safety in international security: a view point from the practice of accident investigation

While security points to a deliberate harming of humans and/or the environment, safety refers to unintended damage. In this view point, I will analyse how the distinction between safety and security matters in the practice of accident investigation and I will argue that the division between the fields is problematic for the assessment of security-related safety risks. Drawing on the case of the our accident investigation into the downing of flight MH17 above Ukraine in 2014, I highlight key dilemmas the Dutch Safety Board dealt with.     

空间天气对国家安全的影响研究

随着科技的发展和进步,世界各国越来越认识到空间天气的重要性,并对空间天气效应展开深入的理论和实践探索。我国也加快空间天气领域的研究进程,并取得了一定成就。本文系统介绍了空间天气的定义与发展历程,运用总体国家安全观的方法,从国土安全、军事安全、经济安全与核安全等角度分析了灾害性空间天气对国家安全的影响。在对国内外空间天气研究现状和发展趋势分析的基础上,针对灾害性空间天气的国家安全影响提出了政策性建议。     

A Dangerous Method: How Mali Lost Control of the North,and Learned to Stop Worrying

Abstract

This article analyses changes and failures in the northern Mali system of security governance, taking into account the period running from the declaration of the Malian Third Republic (1992) to the present. Considering northern Mali as an area of limited statehood, the article develops a comparative diachronic analysis, distinguishing between three phases, namely Militiarisation (1992–2002), Fragmentation (2002–2012) and Multiplication (2013–ongoing). For every phase the focus is on (1) the mechanisms of coordination among actors, (2) the distribution of coercive capacities and ruling power and (3) the forms of authority. Unintended consequences and collective problems are highlighted, in order to understand the current situation of insecurity in the area.
