舰艇编队协同反导决策是一个多阶段多目标的决策系统,依据模糊权距离和隶属度概念,考虑系统中各阶段的协同关系,提出基于火力分配环协同度的概念,将模糊优选理论与动态规划原理有机地结合起来,寻求基于舰艇编队协同反导的多阶段多目标优化的最优均衡策略,并应用于解决舰艇编队协同反导决策的优化中,得出了具有指导意义的结论。     

基于RBAC的分布式数据库系统安全管理技术

分析了分布式数据库系统安全管理的必要性 ,引入了基于角色的访问控制模型 ,结合分布式数据库系统的开发实例 ,阐述了利用Delphi实现基于SQLServer的分布式数据库系统安全管理的技术。     

The crisis of American military assistance: strategic dithering and Fabergé Egg armies

ABSTRACT

The United States has provided substantial amounts of military assistance and aid since the end of World War Two. During the Cold War, it proved vital in protecting numerous regimes from communist takeovers. Successful outcomes occurred when American leaders made large initial aid commitments, and the states had the capacity and political willpower to use it effectively. However, Vietnam was an example of how U.S. support lagged, as leaders in Saigon preferred political survival instead of creating regime legitimacy. Following 9/11, American security aid focused on making weak countries develop stronger security forces. Unfortunately, this created Fabergé egg militaries: expensive and easily broken by insurgents. This article suggests long-term strategic commitments need to be made alongside more resources for the American State Department and similar organizations to focus on the politics of state-building. Finally, this article suggests strategies, such as “whole-of-government” approaches, to improve long-term security and political institution building.     

Comprehensive approaches,diverse coherences: the different levels of policy coherence in the Dutch 3D approach in Afghanistan

Since 2000, international organisations such as the UN, NATO and the EU, but also countries, have started to apply what has been called the comprehensive approach to crisis management. This article unpacks this comprehensive approach implemented by the Dutch in Uruzgan province, Afghanistan. It first borrows and expands a conceptual framework developed by De Coning and Friis. Subsequently, it maps the different sorts of coherence in the mission by applying the framework. It shows how in practice there was not one single comprehensive approach, but many different forms of interaction between a number of organisational units. Each interaction had its own distinct issues and its own level of coherence. The level of coherence differed depending on the level at which the interaction took place – strategic at headquarters level versus operational at field level – and at what point in the mission it happened – in most cases it moved towards more cohesion.     

An alliance between Cyprus and Greece: assessing its partners’ relative security contribution

The issue that this paper tackles is the assessment of the relative security benefits that Cyprus and Greece derive in the context of their cooperation on defence matters. This form of cooperation, known as the ‘Integrated Defence Space Doctrine’, aims at defending their interests in the Aegean Sea and the broader East Mediterranean theatre. The paper relies heavily on earlier research on this topic, which deals with the Greek–Cypriot alliance facing an arms race against Turkey, and uses a coefficient especially designed to assess the optimal levels of security and the associated defence expenditure of the two allies. A comparison of the relative security coefficient values for the two allies suggests that the security benefit that Greece derives thanks to its alliance with Cyprus exceeds the corresponding Cypriot benefit by far. Given the importance assigned to human resources by this index, in conjunction with the demographic problems of Greece, this conclusion justifies the recent Greek defence policy revision, emphasizing quality, capital equipment and flexibility of forces. This revision aims at satisfying the security requirements of the alliance and the increasing demands of an arms race against Turkey.     

GENDER AND ATTITUDES TOWARD PROFESSIONAL ETHICS

This study was designed to examine the influence of gender and age on attitudes toward professional ethics among a sample of the Nigeria police officers. Using a cross-sectional survey, data was collected from a total of 163 participants. Results revealed that gender and age were significant predictors of unethical beliefs; female and older police participants were also more ethical than their male and younger counterparts. These findings were discussed in the context of socialization theory, Gilligan's moral development theory and other organisational practices, while its practical implications for the recruitment, selection and placement in the Nigeria police were also emphasized.
