‘Blackmailing the army’ – ‘Strategic Military Refusal’ as policy and doctrine enforcement: the formation of a new security agent

The study shows how ‘strategic military refusal’ in Israel developed as a rational and institutional means to influence security policies. As opposed to the perspective that sees military refusal as a spontaneous individual act, the study illustrates how organizations operate to distribute military refusal in order to pressure decision-makers to change their military policies. This strategy has proven to be effective when the military is involved with groups that threaten it with refusal – which threatens the military's operational ability and its official and apolitical image. These include soldiers whose civilian authorities, rather than their military commanders, are perceived as an epistemic authority regarding security issues. The case study refers to the impact of strategic military refusal in Israel on security policies and the military doctrine. This was influenced by leftist groups, which, although they belonged to the parliamentary opposition, had dominant presence in the military ranks. Furthermore, the study examines the effect of the use of strategic military refusal on the model of military recruitment.

ARMS CONTROL CONTINUUMS

In July 2001, member states will gather in New York for the UN Conference on the Illicit Trade in Arms in All its Aspects. It represents part of the effort to establish controls on small arms and light weapons. This article argues that it is possible that nuclear and conventional arms control represent two ends of a continuum, with common goals and a common set of mechanisms and processes at work. A decade after the end of the Cold War, it is not surprising that the international community is working on mechanisms to deal with conventional arms. The existence of a continuum and connections between conventional and nuclear arms control is less evident. The two arms control communities appear to function in isolation of each other. The return to the debate on small arms and light weapons echoes post-World War I and II periods. The fact that small arms control is back on the agenda within the context of the UN may signify recognition that any kind of arms control serves the same purpose—preventing and mitigating the effects and duration of, and bringing an end to conflict.     

The origins of the cancellation of Canada's Avro CF-105 arrow fighter program: A failure of strategy

The story of the demise of Canada's remarkable CF-105 Arrow jet-fighter interceptor has been told and retold by numerous Canadian writers. As told by most, it is a tragic tale. Canadian Prime Minister John Diefenbaker, in an act as unforgivable as it was incomprehensible, not only destroyed a highly promising all-Canadian state-of-the-art aircraft but ruined all hopes of Canada ever being an important player in the North American defense industry. This article offers a contrasting interpretation — locating the problems leading to the aircraft's cancellation further back in history, and in particular in serious and determinative failures in strategic thinking and analysis by senior Canadian military officials at the time of the Arrow program's birth in 1953.
