Resourcing for defense: Solving the roles and missions puzzle

One of the most important issues facing the post‐Cold War U.S. defense establishment concerns the future allocation of combat tasks and responsibilities among different branches of the armed forces. The challenge is to reduce unnecessary redundancy across roles and missions when resources are highly constrained, without compromising military effectiveness. Defining the policy problem as one of resource allocation rather than operational effectiveness, we develop a methodology for allocating roles and missions. Our methodology focuses at the highest level of force aggregation and uses a mathematical programming model to produce cross‐service cross‐mission trade‐offs that will yield the best total force combat and non‐combat potential within resource consumption constraints.     

Demobilisation,disarmament and reintegration in the Democratic Republic of Congo: The numbers game

Abstract

The creation of the Africa Command (AFRICOM) has reflected the growth in the strategic importance of Africa in US foreign policy since the end of the 1990s. One of the objectives of this new geographical military command is to forge closer links between foreign, security and development policies. However, this approach met with a number of difficulties associated with the challenge of ‘inter-agency cooperation’ among rather disparate actors from foreign affairs, defence and development. In addition, the establishment of AFRICOM has met with fierce criticism in the US and elsewhere – especially in Africa – culminating in the charge that the US foreign and development policies in Africa are being militarised. Although AFRICOM has a number of interesting features, this paper shows that it has reacted to these criticisms by realigning itself more closely with the traditional model of a military command, at the expense of the innovative interagency elements.     

YOU CAN'T ALWAYS GET WHAT YOU WANT

The 2010 Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) produced a Final Document calling for an extension of the principles of the nonproliferation norm as well as steps toward complete disarmament. This article looks beyond the rhetoric, however, to examine recent decisions by great powers to expand nuclear trade with non-NPT countries and the implications of these decisions on the traditional nonproliferation norm of restraint. This article seeks to contribute to constructivist theory by supplementing existing accounts of norm creation and establishment with a new model of norm change. The article develops a case study of the 2008 US-India nuclear deal to highlight the role of elite agency in key stages of norm change, including redefinition and constructive substitution through contestation. It concludes that the traditional nonproliferation norm may be evolving in new directions that are not well captured by existing theoretical frames.

针对传统的司托克斯积分方法计算量大、模型复杂的缺点,通过将地球球面以适当的经纬度差进行划分及合理简化,实现了司托克斯积分法计算外部空间扰动引力的积分方程的离散化,建立了地球扰动引力的快速计算模型,并在快速计算模型的基础上采用并行计算技术,实现扰动引力的实时计算。仿真结果表明,提出的快速并行计算模型能较好地实现地球扰动引力的快速、高精度计算。     

基于效果的炮兵行动C2系统动力学建模与仿真

一体化联合作战参战军兵种多、指挥控制(C2)与协调复杂。围绕炮兵行动特点要求,运用系统动力学理论建立联合作战炮兵行动指挥控制的系统动力学模型,研究常规打击和基于效果作战两种指挥控制模式下炮兵行动所产生的不同结果及其原因,并给合作战想定仿真验证,得出较为可靠的结论,为解决联合作战炮兵行动精确指挥控制与协调提供一种有效途径

William and John Pickering and the garniture made for the Prince of Brunswick under their supervision at the Royal ‘Almain’ Armoury at Greenwich, 1610 to 1612

Abstract

The princely garniture ‘commanded’ to be made by Prince Henry Frederick for his cousin, Prince Friedrich Ulrich, later Duke of Brunswick, from the Royal ‘Almain’ Armoury at Greenwich, during the stewardship of the Master Armourer, William Pickering, his son, John, and the men of the Greenwich workshop, is described, illustrated and discussed. Accounts are presented of the lives and work of the Pickerings and the evidence is reviewed for the manufacture of this last decorated garniture of the Greenwich School.     

Military Power: A Reply

This article argues that the prewar planning process for postwar Iraq was plagued by myriad problems, including a dysfunctional interagency process, overly optimistic assumptions, and a lack of contingency planning for alternative outcomes. These problems were compounded by a lack of civilian capacity during the occupation period, which led to a complicated and often uncoordinated relationship with the military authorities who found themselves taking the lead in many reconstruction activities. Taken together, these mistakes meant that US success on the battlefield was merely a prelude to a postwar insurgency whose outcome remains very much in doubt more than three years later.
