相控阵雷达LPI搜索方法研究

相控阵雷达可通过合理配置工作参数优化其性能。针对相控阵雷达在搜索目标时易受敌方电子侦察设备威胁的现实,研究了在保持搜索能力的同时,通过合理配置参数降低截获概率的问题。分析了影响相控阵雷达搜索状态LPI(Low Probability of Intercept)性能的主要因素,建立了截获概率模型与搜索能力模型,给出了3种参数调整策略。仿真试验验证了模型的有效性,并比较了3种策略的优劣。     

How does state security limit the right to protest? State response to popular participation in South Africa

In South Africa, the right to protest has come under threat from the state. Increasing cases of forceful policing and, at times, unlawful procedural prohibitions of protest attest to this. Interviews with members of different community-based organisations across South Africa show that protest is sometimes delegitimised under the guise of security as protestors are constructed as threats to the state. The larger implication of this treatment is that these protestors are treated as non-citizens who are excluded from participating in governance. This study aims to describe this situation through securitisation theory, arguing that South Africa has become a securitised state. It therefore looks at the implications of this securitised response for popular participation in South Africa.

一种基于观测器的自修复飞行控制系统设计

故障检测与隔离(FDI)、控制律重构是自修复飞行控制系统设计的重要内容.在自修复飞行控制系统设计中,利用观测器,设计了针对传感器的故障进行检测的方法,可使检测效果在一定的条件下,对系统参数变化不敏感,具有较好的鲁棒性;此外,当飞机操纵机构发生故障时,利用观测器,设计了基于线性模型跟随控制进行飞行重构控制的方法,使得当状态变量不能测量时的控制系统得以物理实现.最后,给出了仿真实例,结果表明了该方法的可行性和有效性.     

The ligaments of counter-terrorism regime: sexual violence and the vicarious traumatisation of female non-governmental organisation workers: evidence from Nigeria

ABSTRACT

There is a dearth of studies on indirect victims of sexual violence in counter-terrorism efforts. Using Nigeria as a case study, this paper argues that global and state-level counter-terrorism policies have generally failed to account for the psychological effects of the engagement of female NGO workers in counter-terrorism operations or mitigating the effects of terrorism in conflict zones. Specifically, there has been an increase in sexual violence perpetrated by some members of the security agencies involved in counter-terrorism operations in North-eastern Nigeria. As a result, female NGO workers carry out Medicare, psychosocial counselling and advocacy for these victims. Female NGO workers become exposed to the trauma of victims of sexual violence, which affects their mental health and thus performances in counter-terrorism activities in the country. This altered their worldview on issues of safety even among secured locations or among the presence of security agents and reinforced feelings of powerlessness.     

US grand strategy and the origins of the developmental state

ABSTRACT

Scholars have credited a model of state-led capitalism called the ‘developmental state’ with producing the economic miracles of Japan, South Korea, and Taiwan. This article examines how the developmental state was shaped by the Cold War. US grand strategy focused on accelerating economic development among allies that were under the greatest threat from Communist China and North Korea. American aid agencies became involved in the process of state-building in Japan, South Korea, and Taiwan and supported economic planning. I verify this claim by contrasting US policies on Taiwan with US policies in the Philippines, which faced a weaker Communist threat.
