Missile defense and strategic stability: Terminal High Altitude Area Defense (THAAD) in South Korea

South Korea is threatened by its troubled relationship with North Korea. North Korea possesses a large cache of missiles as well as chemical and biological weapons, and the future potential to mount nuclear weapons on its missiles. The United States is also challenged because of its defense commitments to Seoul. As a countermeasure, the United States and South Korea decided to deploy Terminal High Altitude Area Defense (THAAD) missile defenses in South Korea. However, China has objected. Chinese scholars believe the THAAD radar would be able to track Chinese inter-continental ballistic missiles, thereby weakening their deterrent. A technical analysis does not support this assertion. However, it is vital for South Korea, given its proximity and economic interdependence, to reassure China. South Korea should highlight that THAAD will be deployed by the United States Forces Korea and is not a commitment by Seoul to become part of U.S.-led missile defenses in the Asia-Pacific.     

一种基于知识的作战计划系统设计

作战计划系统是复杂的问题求解系统,在军事领域的各个方面发挥着重要的作用。介绍了当前一些主要的作战计划辅助生成系统及其特点,分析比较和归纳整理了当前军用计划系统所采用的一些常见规划技术和优缺点,重点分析了作战计划系统中的智能规划技术。在此基础上,提出了一种基于知识的作战计划辅助生成系统的开发设想,构建了系统知识库,系统采用层级任务网络规划技术,给出了这种规划技术的理论框架和算法过程,并且把这种技术与多主体规划技术相结合,辅助实现军事作战任务的逐层分解与规划优化,进而生成完整的行动序列,较好地解决了作战计划辅助生成问题。

Pakistan's Evolving Nuclear Weapon Posture

This essay provides an overview of the ongoing quantitative and qualitative changes in Pakistan's nuclear arsenal and their impact on deterrence stability vis-à-vis India. Prominent among these trends is a major expansion in fissile material production that enables the manufacture of lighter and more compact warheads optimized for battlefield missions; the development of cruise missiles and shorter-range ballistic missiles possessing dual-use capabilities; and a greater emphasis in doctrinal pronouncements on the need for strike options geared to all levels of conflict. Although these trends pose problematic ramifications for the risks of unauthorized and inadvertent escalation, deterrence stability in South Asia is not as precarious as many observers fear. The challenges of fashioning a robust nuclear peace between India and Pakistan cannot be lightly dismissed, however, and policy makers would do well to undertake some reinforcing measures.
