We study the environmental regulation of industrial activities that are organized as projects. Applications arise in construction, ship and aircraft building, and film making, among other industries. Relative to manufacturing, environmental regulation is different in project‐based industries, due to the uniqueness and geographical diversity of projects, and a lack of product takeback programs. Because the amount of waste and pollution generated by project companies can be large, regulators need environmental policies to ensure reduction of waste and pollution. We consider a regulator who attempts to maximize social welfare. We model this problem as a bilevel nonlinear program. The upper level regulator specifies waste reduction targets, which the lower level project companies meet using waste stream reduction and remediation of pollution, while attempting to control their project costs. We find that high waste diversion targets lead to outcomes with little pollution, but excessive project costs and only modest waste stream reduction. Projects that have lower task precedence density, or that have pollutants with different environmental impacts, show larger increases in project cost and time resulting from regulation. We describe a subsidy for waste stream reduction that coordinates the system, and we estimate the value of coordination. We also describe a bonus that encourages truthful reporting by project companies, and evaluate the relative cost and effectiveness of the subsidy and the bonus. © 2015 Wiley Periodicals, Inc. While accepting consumer returns has long been proposed as a solution to resolve the consumer valuation uncertainty problem, there are still a sizable portion of retailers who insist on a “no return” policy. In this article, we offer an economic rationale for these seemingly unreasonable strategies in a supply chain context. We demonstrate when and why the retailer may benefit from refusing consumer returns, even though offering consumer returns allows the supply chain to implement the expostmarket segmentation. Granting the retailer the right to refuse consumer returns may sometimes improve supply chain efficiency: it eliminates the manufacturer's attempt to induce inefficient consumer returns and bring the equilibrium back to that in the vertically integrated benchmark. We also find that the refund and the retail price can move in the opposite directions when product reliability varies, and consumer returns have a nontrivial impact on the quality choice. © 2015 Wiley Periodicals, Inc. In order to accurately describe the transverse relaxation characteristic and stress relaxation modulus of HTPB coating during pre-strain thermal aging process, a one month thermal aging test was carried out at 70 C with pre-strain of 0%, 3%, 6% and 9%, respectively. The low-field 1H NMR and stress relaxation modulus tests were carried out for HTPB coating at different aging stages. The stress relaxation model considering the molecular chains was proposed according to the changes of crosslinking chain and dangling chain of HTPB coating during pre-strain aging. The results showed that with the increase of aging time, the decay rate of transverse relaxation curve became faster, the transverse relaxation time decreased, the value of combined parameter qMrl increased, the proportion of crosslinking chain decreased, while the proportion of dangling chain increased. Moreover, the stress relaxation modulus increased, the crosslinking network structure of HTPB coating became denser and the degree of cross-linking increased. At the initial aging stage, the pre-strain will destroy the crosslinking network structure of HTPB coating to a certain extent. With the increase of aging time, the effect of pre-strain will gradually weaken and the influence of aging on materials will gradually increase. The correlations between the stress relaxation model considering the molecular chains and the test results were more than 0.9950, which can accurately describe the stress relaxation modulus of HTPB coating during the pre-strain thermal aging process.  相似文献

International concern over nuclear terrorism has grown during the past few decades. This has driven a broad spectrum of efforts to strengthen nuclear security globally, including the widespread adoption of radiation-detection technology for border monitoring. Detection systems are now deployed at strategic locations for the purported purpose of detecting and deterring the smuggling of nuclear and radioactive materials. However, despite considerable investment in this area, few studies have examined how these programs are implemented or the operational challenges they face on a day-to-day basis. This article seeks to address this with a focus on radiation-detection efforts at maritime facilities. Utilizing practitioner interviews and a survey, this article identifies the factors that influence the planning and use of these systems in this fast-moving environment. The results clearly demonstrate that the implementation of these systems varies significantly across different national and organizational contexts, resulting in a fragmented global nuclear-detection architecture, which arguably undermines efforts to detect trafficked nuclear-threat materials. Greater consideration should therefore be given to developing international standards and guidance, designing and adopting tools to support key parts of the alarm assessment process, and broader sharing of good practice.  相似文献

舰船配套动员能力是现代化条件下海上作战能力的重要基础和根本保障。从供应链视角看,我国舰船配套动员能力仍存在诸多不足,亟待提升。本文对我国舰船配套动员能力现状进行初步评价,重点分析当前我国舰船配套动员面临的若干突出问题,如产业集中度较低、部分关键零部件可替代性差、服务保障体系不完善、供应链体系整体安全缺乏有效保障等,结合我国船舶工业发展现状,提出提升舰船配套动员能力的方向与策略,如系统提升动员供给能力、逐步实现全面自主可控、切实保障动员快速响应、着力抓好民船改装征用、有效扩展社会动员基础、确保战时生产正常稳定、健全维修服务保障体系等,并给出完善舰船配套动员工作机制、强化舰船配套动员能力建设、提高舰船配套供应链管理水平、加强舰船配套动员人才培养等相关政策建议。  相似文献

We examine the behavior of a manufacturer and a retailer in a decentralized supply chain under price‐dependent, stochastic demand. We model a retail fixed markup (RFM) policy, which can arise as a form of vertically restrictive pricing in a supply chain, and we examine its effect on supply chain performance. We prove the existence of the optimal pricing and replenishment policies when demand has a linear additive form and the distribution of the uncertainty component has a nondecreasing failure rate. We numerically compare the relative performance of RFM to a price‐only contract and we find that RFM results in greater profit for the supply chain than the price‐only contract in a variety of scenarios. We find that RFM can lead to Pareto‐improving solutions where both the supplier and the retailer earn more profit than under a price‐only contract. Finally, we compare RFM to a buyback contract and explore the implications of allowing the fixed markup parameter to be endogenous to the model. © 2006 Wiley Periodicals, Inc.
