An efficient metaheuristic for integrated scheduling and staffing IT projects based on a generalized minimum cost flow network

Scheduling IT projects and assigning the project work to human resources are an important and common tasks in almost any IT service company. It is particularly complex because human resources usually have multiple skills. Up to now only little work has considered IT‐specific properties of the project structure and human resources. In this article, we present an optimization model that simultaneously schedules the activities of multiple IT projects with serial network structures and assigns the project work to multiskilled internal and external human resources with different efficiencies. The goal is to minimize costs. We introduce a metaheuristic that decomposes the problem into a binary scheduling problem and a continuous staffing problem where the latter is solved efficiently by exploiting its underlying network structure. For comparison, we solve the mixed–binary linear program with a state–of–the–art commercial solver. The impacts of problem parameters on computation time and solution gaps between the metaheuristic and the solver are assessed in an experimental study. Our results show that the metaheuristic provides very favorable results in considerable less time than the solver for midsize problems. For larger problems, it shows a similar performance while the solver fails to return feasible solutions. © 2012 Wiley Periodicals, Inc. Naval Research Logistics 59: 111–127, 2012

简述了油料装备信息化的意义和内涵,提出了由基础层、系统层和决策层等3 层构成的油料装备信息化模式的系统构想;分析了系统各部分的组成及功能,指出在3个层次之间进行信息的采集和传输的接入技术和网络技术是实现油料装备信息化的关键支撑技术;阐明了油料装备信息化模式的主要基础支撑技术,并对相关系统进行了说明。     

阈下听觉技术研究及其应用

从网络空间侦察能力、指挥控制能力、精确攻击能力、防御能力和评估能力等五个方面,对网络空间支援力量的核心支援能力进行了系统论述,提出建设军队网络支援力量、应对网络空间安全威胁的新思考和新观点。研究认为,当前我军在网络空间的安全意识、核心技术、均衡发展等方面面临严峻困难。为实现网络强国的奋斗目标,需要加强国家网络安全的顶层设计,增强网络技术自主创新能力,强化军民融合式建设和系统常态的攻防训练等。     

Openshop scheduling under linear resources constraints

Consider n jobs (J₁, …, J_n), m working stations (M₁, …, M_m) and λ linear resources (R₁, …, R_λ). Job J_i consists of m operations (O_i1, …, O_im). Operation O_ij requires P_k(i, j) units of resource R_k to be realized in an M_j. The availability of resource R_k and the ability of the working station M_h to consume resource R_k, vary over time. An operation involving more than one resource consumes them in constant proportions equal to those in which they are required. The order in which operations are realized is immaterial. We seek an allocation of the resources such that the schedule length is minimized. In this paper, polynomial algorithms are developed for several problems, while NP-hardness is demonstrated for several others. © 1998 John Wiley & Sons, Inc. THE DEMOCRATIC REPUBLIC OF CONGO

The armed conflict in the DRC has been characterised by appalling, widespread and systematic human rights violations. It varies from civil war to a war between national armies. Much of the conflict falls between these two categories due to the involvement of foreign troops in civil strife, as well as foreign rebel groups fighting their home government's troops but on Congolese soil. The most pressing need is to cease hostilities and address the humanitarian situation in the country. Questions of justice and accountability, and issues relating to the rule of law will have to be addressed soon in order to achieve a durable peace in the country and in the region. Since there are links between different conflicts in the region, a broader solution should preferably be found. However, this would further complicate an already difficult proposition. Efforts limited to the DRC would be more feasible and could lead to similar measures in other conflict ridden countries in the region. This essay therefore discusses the available processes for justice.     

雷达网情报保障方案决策支持系统设计

在现代防空战场环境下,雷达网面临各种复杂的情报保障任务。针对目前雷达网指挥自动化系统在情报保障辅助决策上的空白,设计了区域性雷达网情报保障方案自动生成决策支持系统（DSS）。运用决策支持系统的理论和方法对系统的建模进行了宏观的设计,阐述了系统的结构组成、功能模块和工作流程;并运用面向对象的方法实现模型库管理系统,将模型与数据完美结合。该系统为设计雷达网情报保障方案DSS提供了一条相对有效的途径。系统的实现还有待进一步的研究,但它的完成必将大大提高现有雷达网指挥自动化系统的辅助决策能力。
