Minimum deterrence is a compromise, or halfway house, between nuclear abolition or nearly zero and assured destruction, the dominant paradigm for strategic nuclear arms control during and after the cold war. Minimum deterrence as applied to the current relationship between the United States and Russia would require downsizing the numbers of operationally deployed long-range nuclear weapons to 1000, or fewer, on each side. More drastic bilateral Russian–American reductions would require the cooperation of other nuclear weapons states in making proportional reductions in their own arsenals. In addition, US plans for European-based and global missile defenses cause considerable angst in Russia and threaten to derail the Obama “reset” in Russian–American relations, despite the uncertainties about current and plausible future performances of missile defense technologies.  相似文献

The ultimate goal of Iran's nuclear programme remains uncertain. While the nuclear reactor of Bushehr has finally been connected to the power grid, the nuclear fuel enrichment activities and their location cause concern to the international community. Thirty years of nuclear investments demonstrate a negative cost–benefit analysis: technical constraints and economic and infrastructural requirements constitute a burden on the implementation of a nuclear programme. For more than a decade, Iran has been referring to a fatwa issued by its Supreme Leader, Ali Khamenei, proscribing nuclear weapons. The fatwa, however, not only failed to influence the process that led to the resolution of Iran’s nuclear crisis, but also has been met with a good deal of skepticism. The most commonly held suspicions about the credibility of the fatwa can be summed up in five central questions: (1) Has the nuclear fatwa actually been issued? (2) Does the fatwa apply to all the aspects of nuclear weapons including their production, possession and use? (3) What is the juridical status of the fatwa? (4) Was the nuclear fatwa issued only to deceive other nations? (5) Is the fatwa really irreversible? This article tries to answer these questions by providing a chronological review of the fatwa and analyzing all the relevant statements by Khamenei. The analysis is conducted against the background of Islamic principles, Shi’a jurisprudence and the history of the Islamic Republic of Iran. The article concludes that the fatwa is a credible religious decree and could indeed contribute to the cause of nuclear disarmament.  相似文献

The article is devoted to problems of defining quantitative criteria for the physical protection system (PPS) effectiveness of nuclear facilities. The article briefly describes the scheme of the PPS development used in the nuclear industry in Russia, gives a review of existing approaches to defining the minimal acceptable value of the system's effectiveness, and reveals advantages and disadvantages of the approaches. The article describes in detail an approach based on facility categorization by potential losses and a technique of defining the minimal acceptable value of the PPS effectiveness developed on its base.  相似文献

针对加权核范数最小化算法存在结构残余噪声以及无法较好地保持图像边缘结构的问题,提出基于加权核范数最小化和改进小波阈值函数的图像去噪算法。利用全变分模型对噪声图像进行初步去噪,使用噪声图像与初步去噪后的图像进行差分运算,对差分后得到的噪声残差图像使用改进的小波阈值函数去噪,将小波去噪后的残差图像与初步去噪图像叠加,将叠加后的图像使用基于残余噪声水平迭代的加权核范数最小化算法进行二次去噪。相较于当下主流去噪算法,经该算法处理后的图像的PSNR和SSIM值均有所提升,能够更好地保持图像的纹理结构,且在高噪声环境下效果更佳。  相似文献

本文利用(c,h,a)三参数旋转体模型计算了形变核的相对表面能、相对库仑能及相对转动能。这些相对能量与具体核无关,具有普适性,可以用于核裂变动态过程的模拟计算。利用这些结果,计算了一些核的形变位能随三参数变化的情况,给出了裂变位垒高度,与实验结果符合较好。对~(236)U的形变位能曲面作了较详细的分析,得出一些有益的结论。用Werner—Wheeler方法计算了形变核的惯性质量和粘滞张量随三参数变化情况,对断点线方程作了深入讨论,为核裂变动态过程的计算机模拟准备了必要的系数。  相似文献

ABSTRACT

The present international standard allows non-nuclear weapon states (NNWS) to forego safeguards when nuclear material is used in a “non-proscribed military activity,” though no criteria have been established to determine when NNWS can remove naval nuclear material from safeguards. Though at present, only nuclear-armed states possess nuclear submarines, the global nuclear naval landscape may soon change with the advancement of Brazil's fledgling program and the possible precedent it would set for other NNWS. A framework is needed to shore up nuclear security and prevent nuclear material diversion from the nuclear naval sector. Proposed and existing nonproliferation frameworks, including a Fissile Material Cut-off Treaty and commitments through the nuclear security summits, are insufficient to close this loophole. A Naval Use Safeguards Agreement (NUSA), modeled after the Additional Protocol of the International Atomic Energy Agency, would provide a framework to remove the opacity surrounding nuclear material in the naval sector. Designed for NNWS and encouraged as confidence-building measures for nuclear weapon states, NUSA would explicitly outline those stages in the naval nuclear fuel cycle where safeguards are to be applied and in what context. This viewpoint also further provides direction for targeted research and development in technical naval nuclear safeguards solutions.  相似文献

This article seeks to elucidate the concept of nuclear learning. It explores both the “nuclear” and the “learning” aspects of the concept. On the nuclear side, it distinguishes between learning basic facts about nuclear arms and drawing inferences about the larger implications of those facts. On the learning side, it discusses three issues: whether to use the term in a normative or value-neutral manner; the difference between learning that leads to a change in means versus learning that leads to a re-evaluation of ends; and whether learning only takes place at the level of individuals or whether there can also be learning by collective entities. The article argues there is no universal best answer to these questions and that the particular concept of learning that should be employed depends on the goals of the analyst. If the goal is to reduce the chances of nuclear war, however, one type of learning that will be important to consider is whether there is shared, cross-national learning.  相似文献
