In this paper, we study the problem of scheduling quay cranes (QCs) at container terminals where incoming vessels have different ready times. The objective is to minimize the maximum relative tardiness of vessel departures. The problem can be formulated as a mixed integer linear programming (MILP) model of large size that is difficult to solve directly. We propose a heuristic decomposition approach to breakdown the problem into two smaller, linked models, the vessel‐level and the berth‐level models. With the same berth‐level model, two heuristic methods are developed using different vessel‐level models. The article presents problems related to mechanical protection of vehicles with different add-on armours against chemical,biological and radiological contamination.This applies to vehicles with additional passive,reactive and hybrid protection in the form of cassettes against piercing with anti-tank pro-jectiles,piercing with their kinetic energy of impact,and as a result of chemical energy of shaped charges as well as explosively formed projectiles.It has been shown how increased ballistic protection of these vehicles at the same time reduces their decontaminability in various places of the vehicle due to the increased additional surface of the vehicle with cassettes.Prevention of contamination of these cassettes has been presented as a way of reducing hard to reach surface for decontamination and a method of insulating construction elements(stands),fixing these cassettes to the vehicle,from the environment to prevent contact with contaminated liquids and dusts.The selection of appropriate materials is shown,which may affect the improvement of the decontamination efficiency of the vehicle with such cassettes.This applies to the use of materials with low absorption of chemical warfare agents,which prevent the accumulation of large amounts of these agents on contaminated surfaces and improve the effectiveness of decontamination.It also shows how to ensure better access of the disinfectant to as much of the vehicle surface as possible,covered with cassettes that have been contaminated.It shows how a vehicle,in particular with such cassettes,can provide protection against radar detection when Radar Absorbent Material is used on vehicle cassettes.  相似文献

针对目标随机机动、惯性延迟、参数变化等因素降低导弹末制导精度的问题,提出新型随机快速光滑二阶滑模控制方法。将目标机动简化为零均值高斯白噪声过程,制导系统成为带加性噪声随机不确定非线性系统。考虑到该系统不存在平衡点,提出有限时间二阶均方实用收敛概念,并基于此证明了所设计控制律的收敛特性。根据直接命中条件设计滑模面,得到随机快速光滑二阶滑模制导律。在尾追和迎头两种态势下,将该新型制导律与扩展比例导引、一般滑模制导律及确定性光滑二阶滑模制导律进行仿真比较,验证了该方法的正确性和有效性。  相似文献

针对SVPWM调制的永磁同步电机直接转矩控制系统磁链和转矩波动较大的问题,结合非奇异终端滑模和分数阶微积分理论的特点,设计了一种分数阶非奇异终端滑模控制器。结合直接转矩原理和分数阶微积分理论,对误差进行分数阶微分后与误差之和作为滑模面;根据非奇异终端滑模控制原理,在所设计分数阶滑模面的基础上确定了相应的控制律;利用李亚普诺夫定理证明了滑模面的稳定性和可达性。仿真结果表明,该策略能提高系统的动静态性能,可以进一步抑制磁链和转矩波动。  相似文献

ABSTRACT

The failed expedition of Suez in 1956 and France’s subsequent strategic ‘divorce’ from the United Kingdom and the United States lies at the heart of a policy paradigm that has dictated France’s defence posture from de Gaulle’s presidency to the end of the Cold War. Some crucial features of the Gaullist posture remain today enduring references for French presidents in the definition of France’s exceptionalism. While it is so, there have been significant changes since the 1990s when it comes to France’s strategic relations with the United States and the United Kingdom. This article demonstrates the extent and mechanisms of this rapprochement by analysing it through three dimensions of policy change: modes of action, institutional commitments and discourses. The article demonstrates the dimensions’ mutually reinforcing effects and argues that France’s exceptional posture has de facto been reversed.  相似文献

This paper attempts to build a simple indicator of state power. Military expenditure is the paper’s point of departure, with the definitions given by NATO, SIPRI and others. This definition is discussed and a power version is build, using French budgetary data. Then a defence of the result against traditional or non-traditional critics is presented under an imperative of action. Finally, this concept is enlarged and a new concept of power expenditures is given, one more time using French budgetary data. The conclusion is that this large expenditure concept is an unbiased but imperfect indicator of the will to act, and has to be completed by GDP to indicate the capability to act in the long-run.  相似文献

The 2016 decision to deploy Terminal High Altitude Area Defense (THAAD) to South Korea has generated multitude of intensely politicized issues and has proved highly controversial. This has made it challenging to alleviate, let alone clarify, points of analytical and policy tensions. We instead disaggregate and revisit two fundamental questions. One is whether THAAD could really defend South Korea from North Korean missiles. We challenge the conventional “qualified optimism” by giving analytical primacy to three countermeasures available to defeat THAAD–use of decoys, tumbling and spiral motion, and outnumbering. These countermeasures are relatively inexpensive to create but exceedingly difficult to offset. Second, we assess the optimal way to ensure South Korean national security against North Korean missiles. By examining the balance of capability and issues of credibility/commitment, we show that the U.S. extended deterrence by punishment remains plentiful and sufficiently credible even without enhancing the current defense capability.  相似文献

针对飞行器跟踪预设轨迹的问题,提出非奇异快速终端滑模和角度约束的轨迹跟踪制导律。通过引入虚拟目标点,提出参考轨迹曲率半径的期望视线角约束条件,建立带有视线角约束并考虑自动驾驶仪动态特性的轨迹跟踪数学模型。为了保证在有限时间内跟踪预设轨迹并避免出现奇异问题,采用快速非奇异终端滑模和动态面控制方法进行制导律设计。推导出视线角误差和轨迹跟踪误差之间的数学关系,并利用Lyapunov稳定性准则证明轨迹跟踪误差最终有界任意小。与弹道成型轨迹跟踪制导律进行仿真对比,仿真结果表明所提出的制导律具有良好的跟踪性能及鲁棒性。  相似文献
