Beyond Pessimism: Why the Treaty on the Non-Proliferation of Nuclear Weapons Will Not Collapse

This article questions the predominantly pessimistic assessments over the future of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). After analysing available evidence on states’ interests and interactions within the NPT’s framework, it argues that several negative expectations are unwarranted. Conversely, the article identifies three potentially threatening scenarios. Therefore, it scrutinizes the likely impact of reactive nuclear proliferation; analyses the probability of significant actors challenging the existent nuclear architecture; and explores whether the treaty’s enforcement might soon be diluted. The article concludes the NPT is unlikely to face fundamental threats in the foreseeable future.

研究联合编队的作战行动方案问题,首先需要建立合理的任务模型。在基本作战样式基础上,针对联合编队任务特点,设计了一种联合编队作战行动方案的建模方法。该模型包含对海攻击和对空防御等5种基本作战样式,结合规划和调度两方面的特点,提供了资源和系统状态的描述机制。实例证明建模方案不仅具有可行性,而且丰富了作战行动方案的建模理论,对联合编队作战系统的研究、决策和建设具有一定的参考价值。

税收是国家调节收入公平分配的重要手段。税收的公平调节功能决定了其与收入公平分配的正相关关系。在税收实践中,要不断强化税收与收入公平分配的正相关关系,以更好地发挥税收的市场公平功能、社会公平功能和伦理公平功能,从而实现收入公平分配。     

ALBANIA'S CHEMICAL WEAPONS CON

In 2003, the Albanian government declared that in late 2002 it had discovered a heretofore unknown cache of 16 tons of chemical weapons. Tirana requested and received assistance from the West in securing and destroying the materials, a task completed in 2007. Albania has been lauded for its responsible handling of the discovery and for being the first nation to complete the destruction of its chemical weapons under the terms of the Chemical Weapons Convention (CWC). This article argues that the Albanian government has always knowingly possessed the weapons, keeping them a secret until a post-September 11, 2001 international focus on weapons of mass destruction made it politically worthwhile for Tirana to declare and destroy them. The likelihood that the governments of the West turned a willful blind eye to this chain of events is troubling for the credibility of the CWC and confidence in nonproliferation measures in general. Finally, the author recommends measures to avoid and address similar situations in the future.
