关于设置高校学生辅导员专业的思考

新时期党的思想政治工作对高校学生辅导员工作提出更高的要求。设立辅导员专业 ,实现辅导员职业化 ,建立一支高素质的辅导员队伍 ,是高校改革与发展的必然趋势。     

钢筋混凝土外粘钢板结构裂缝的有限元数值模拟

随着高技术武器的不断发展,防护工程正面临着前所未有的威胁和挑战,新型防护结构及材料已经成为研究的热点。针对这一实际背景,运用ANSYS大型有限元软件,采用数值模拟的方法对普通钢筋混凝土结构和外粘钢板混凝土结构在相同均布面荷载作用下的变形、钢筋应力以及结构裂缝的开展情况进行了比较。结果表明外粘钢板的钢筋混凝土结构能够大大增强结构的抗力,并且有效的抑制了裂缝的开展。

提出了面向对象仿真方法框架 ,详细说明了它的概念和基本结构 ,通过对某型防空导弹制导控制系统的仿真研究 ,证明了它的合理性和在系统仿真研究中的重要性     

军校学员身体素质现状分析

对指挥院校和技术院校及其不同年级、不同层次学员的主要身体素质进行了测试和分析 ,并将军校学员与部队战士的身体素质进行了比较。     

Birth of a norm champion: how South Africa came to support the NPT’s indefinite extension

In 1995, South Africa was in a special position. It was: a new party to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), the first country to voluntarily renounce nuclear weapons, led by a charismatic leader, and seen as a champion of disarmament principles. Yet South Africa’s new leaders were also interested in affirming their position within the Non-Aligned Movement, which was adamantly opposed to the NPT’s indefinite extension. Why, then, did South Africa decide to support the indefinite extension of the NPT in 1995? Existing scholarship has ascribed too much credit to pressure from the United States, overlooking domestic debates in South Africa and the bifurcation between professional diplomats and political elites. This article, building on new archival sources and in-depth oral-history interviews with major actors, demonstrates that South African diplomats opposed indefinite extension while South African policy elites allocated little attention to the topic until late in the game. The findings contribute to our understanding of South Africa’s norm entrepreneurship, as well as the politics of global nonproliferation.     

弹(箭)体级间连接结构准静载失效实验与数值预示

级间螺栓法兰连接是导弹(火箭)常见的连接方式,但破坏了整体结构连续性,且承载能力薄弱,在外荷载作用下易发生失效而使整弹(箭)结构强度丧失。根据实际导弹(火箭)连接结构特点,简化设计并制作了一组原理性实验件,设计了准静载加载实验测试系统和螺栓响应信号传感器,进行了两次准静载失效实验,并利用ABAQUS软件建立了对应的有限元仿真模型。根据实验效果和实测数据,分析了连接结构在准静载荷载作用下的失效机理,并对比验证发现有限元模型数值模拟效果和精度与实验吻合较好。研究结论可为弹(箭)体级间连接结构承载能力和失效实验设计提供参考。     

【邀请论文】美军未来司令部探析——成立背景、主要职能与未来前景

新一轮科技革命的快速发展正推动战争形态从信息化向智能化演进。美军作为二战后始终位列世界第一的军事力量,正在积极设计未来战争以应对当前的“大国竞争”,2018年刚刚成立的陆军未来司令部正是在这一背景下产生的。未来司令部隶属于美国陆军,主要负责美陆军新型武器装备的研发、未来作战概念创新以及新兴军事科技的测试和应用。成立两年以来,未来司令部已经拥有了一套完善、严密的组织架构,创造了包括C5ISR作战概念在内的一系列理论成果,在空基导弹、远程精确火力系统等新型作战装备上也取得了众多进展。本文基于大量前沿文献研究,廓清了未来司令部的组织架构,总结了其主要职能,并对这一新设司令部的发展前景进行了展望和预测,期望能够为推进军队现代化和未来化建设提供有益启示。     

Reforming the bras tendus? The Congolese National Police reforms, 2003–2016

The security sector reform (SSR) programme in the Democratic Republic of the Congo (DRC) has failed, according to a former high-level member of the United Nations (UN) mission in the DRC, as a large section of the country remains outside government control, and the security institutions of the state continue to constitute one of the predominant sources of insecurity for the local population in a number of ways. Based on several field studies, this article critically scrutinises the SSR of the Congolese National Police (Police nationale congolaise; PNC) and the efforts to reform it between 2004 and 2016. It further attempts to explain why so little progress was made in the SSR of the PNC, despite extensive involvement from donors. The article shows that the instrumental and traditional approach to SSR is partly to blame, because in this case it failed to address the root problems and initiate the needed fundamental reform and reconstruction of the police force. It also shows that reforming local security institutions becomes even more difficult when the local authorities do not support the effort.

本文针对载人航天器在轨运行所面临的保障需求,在简要分析航天器在轨保障特点基础上,介绍了在轨保障性的基本内涵,载人航天器综合保障工作的任务与步骤,以及在轨保障性分析的基本方法,提出了开展载人航天器保障性分析与设计应关注的突出问题。

公共政策,既是时代的产物,又为时代服务。新时代要求公共政策的创新必须更加聚焦,一切以调动广大人民群众的积极性,增强民族的凝聚力、创造力为出发点;要求公共政策的创新以人民为中心,一切以人民是否满意,是否具有获得感、幸福感、安全感、自豪感为落脚点;要求公共政策的创新,应当以社会问题为重点,以推动解决主要矛盾、化解社会各领域的主要问题为根本要求;要求公共政策的研究应当提高定位、开阔视野,跟上时代步伐,多出系统性、前瞻性研究成果和高质量研究人才,为党和国家的科学决策贡献更多的智慧力量。
