YOU CAN'T ALWAYS GET WHAT YOU WANT

The 2010 Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) produced a Final Document calling for an extension of the principles of the nonproliferation norm as well as steps toward complete disarmament. This article looks beyond the rhetoric, however, to examine recent decisions by great powers to expand nuclear trade with non-NPT countries and the implications of these decisions on the traditional nonproliferation norm of restraint. This article seeks to contribute to constructivist theory by supplementing existing accounts of norm creation and establishment with a new model of norm change. The article develops a case study of the 2008 US-India nuclear deal to highlight the role of elite agency in key stages of norm change, including redefinition and constructive substitution through contestation. It concludes that the traditional nonproliferation norm may be evolving in new directions that are not well captured by existing theoretical frames.     

William and John Pickering and the garniture made for the Prince of Brunswick under their supervision at the Royal ‘Almain’ Armoury at Greenwich, 1610 to 1612

Abstract

The princely garniture ‘commanded’ to be made by Prince Henry Frederick for his cousin, Prince Friedrich Ulrich, later Duke of Brunswick, from the Royal ‘Almain’ Armoury at Greenwich, during the stewardship of the Master Armourer, William Pickering, his son, John, and the men of the Greenwich workshop, is described, illustrated and discussed. Accounts are presented of the lives and work of the Pickerings and the evidence is reviewed for the manufacture of this last decorated garniture of the Greenwich School.

本文构造了集值(S)+型映射之一致极限的广义度,所得结果统一并加强了文献〔1～4〕的相应结果。运用拓扑度方法获得了一些新的满值性定理与某些新的不动点定理。     

民汉大学生自主性学习对比研究——以新疆财经大学民汉学生为例

自主学习是大学生除课堂学习之外最主要的学习形式,也是提高大学生自身素质的重要手段。新疆是多民族聚居地区,民汉大学生学习融合成为新疆教育的一大特色。在学习融合的过程中,民汉学生的自主性学习是否存在差异,成为关注的内容。本文通过调查问卷的形式,对民汉大学生的自主性学习的现状与影响因素进行了对比研究,发现民汉大学生自主学习差异不大,根据问卷调查的情况,提出了加强民汉大学生自主学习的建议。

数字磁阻磁场仪在自行式武器导航中的应用

介绍了以磁阻传感器为基础的数字磁阻磁场仪HMR2300的基本原理及其在自行式武器系统导航中的应用,重点叙述了在车体倾斜和有金属材料影响的情况下,对HMR2300输出结果的补偿和计算方法.     

VNS和SA相结合的指挥控制资源部署

针对指挥控制资源部署问题,引入任务复杂度来定义决策实体的工作负载,并建立以最小化决策实体工作负载的均方根为目标的优化模型。针对传统的层次聚类法容易陷入局部最优,提出了一种变邻域搜索(Variable Neighborhood Search,VNS)和模拟退火(Simulated Annealing,SA)相结合的具有全局性的求解方法,使用VNS进行全局寻优,使用SA对VNS中的邻域进行局部寻优。最后通过一个联合作战案例的平台调度方案,验证了所提方法的优越性。     

后现代语境下对物理教师角色的理解

在教育改革逐步深入,课程改革全面开展之际,教师如何适应时代要求,尤其在物理这种基础理科教育中,物理教师怎样转变角色,后现代教育思想为我们提供了一个更为广阔的视角,以其多元的、不确定的、对话的、生成的思维方式去理解物理教师角色的内涵,在思想的深层重新建构物理教师角色。     

反导作战多传感器任务规划技术

多传感器任务规划技术是反导作战中的重要研究内容之一,即解决如何发挥多维传感器资源的互补优势,构建"传感器-目标-任务"序列,以实现整体执行效果最优。基于JDL信息融合模型深入剖析了反导作战多传感器任务规划体系结构及其信息交互。在此基础上,结合反导作战特点,从应用和理论研究两个方面分别对多传感器任务规划技术进行了叙述。
