旨在寻求一种从众多备选油料保障力评估方案中产生优化方案的方法,引入 兼容度的概念,并建立了兼容度极大化模型,根据模型建立了油料保障力评估方案优化系 统。利用优化系统对6个部队的油料保障力评估过程中的4个评估方案进行优化,通过计 算、比较、择优,得到了最优评估方案。应用表明运用兼容度优化油料保障力评估方案是合 理和正确的。     

紊流时输油管道油流静电带电计算研究

对紊流条件下输油管道内油流静电带电的计算进行了研究。在合理简化紊流扩散系数和油流速度的基础上,推导出油内有关油流带电的电荷输运方程的解析解,并且根据该解析解导出了冲流电流计算公式。该计算公式同时适用于所有电导率范围内液体介质冲流电流的计算。最后利用文中推出的计算公式对一实验油道的油流带电进行了计算,结果显示公式得到的值和实验值非常吻合。     

粉喷桩技术在防洪堤防工程中的应用研究

粉喷桩技术作为一种软基加固方法,以其高强度、较小的变形特性以及良好的稳定性广泛地应用于公路、铁路、港口、围海造田等工程软土地基的加固。但在防洪堤防工程中的应用刚刚开始,文中通过对此技术在堤防工程中的实际应用效果的介绍,为以后同类工程提供借鉴,以便其更好地在市政、水利工程中得到应用。

‘Winston has gone mad’: Churchill,the British Admiralty,and the Rise of Japanese Naval Power

As Chancellor of the Exchequer during the late 1920s, Winston Churchill was at the center of British strategic decision making about how to respond to the naval challenge posed by Japan's rise as a rival sea power. Churchill downplayed the likelihood of war with Japan. The leadership of the Royal Navy disagreed: they saw Japan as a dangerous threat to the security of the British Empire. Examining this dispute between Churchill and the Admiralty highlights the awkward political, economic, and strategic tradeoffs confronting British leaders between the world wars.     

Livelihood systems of enlisted Ugandan Army soldiers: honour and reform of the UPDF

This article explores the livelihood pathways of serving Ugandan Army soldiers and traces their methods and motivations for enlistment. All were from areas of northern Uganda affected by nearly two decades of violent instability. With the Uganda People's Defence Forces (UPDF) increasing recruitment eligibility requirements and taking other measures to improve professionalism, some soldiers enlisted using false credentials and names, travelled to skirt unofficial ethnic quotas, and joined against their family's wishes. The Army's defence reform process was intended to preclude such problems. The article concludes with reflections on what strategic deception (by both recruits and the Army) may imply for warriors' honour.     

The missing dimension: IDF special operations forces and strategy in the Second Lebanon War

In the course of the 2006 Lebanon War the Israel Defense Forces (IDF) employed special operations forces (SOF) for raids against Hizb'allah's command and control structure. This article argues that a faulty conceptualization of the value of special operations and misguided expectations determined by the new IDF concept of operations impacted adversely on the employment of SOF for this kind of operations. Both these elements contributed in turn to substantially degrade SOF performance in the context of the war.     

The Provisional IRA,the Irish border,and Anglo-Irish relations during the Troubles

Using hitherto largely unexplored governmental archives from London and Dublin, this article focuses on the security challenges arising from the existence of the land frontier between the Republic of Ireland and Northern Ireland and the significance of issues of cross-border security cooperation for Anglo-Irish relations from the beginning of the Troubles until the Anglo-Irish Agreement in 1985. It argues that the relatively safe haven of the Republic was essential to the longevity of the IRA's campaign and that successive Irish governments exploited British security concerns to expand their political influence on Northern Ireland.
