In many practical multiserver queueing systems, servers not only serve randomly arriving customers but also work on the secondary jobs with infinite backlog during their idle time. In this paper, we propose a c‐server model with a two‐threshold policy, denoted by (e d), to evaluate the performance of this class of systems. With such a policy, when the number of idle servers has reached d (<c), then e (<d) idle agents will process secondary jobs. These e servers keep working on the secondary jobs until they find waiting customers exist in the system at a secondary job completion instant. ABSTRACTThe making of the Treaty on the Prohibition of Nuclear Weapons (TPNW) has put Austria and its involvement in nuclear disarmament in the spotlight. This study highlights several factors that led Austria to become a prominent voice in nuclear-disarmament debates. First, its involvement dovetails with the emphasis on humanitarian disarmament it has promoted since the 1990s. Second, a strong antinuclear identity pervades Austrian society. This “nuclear allergy” combines antimilitarism inherited from the Cold War and, more broadly, an aversion to nuclear power, including for energy purposes. These two considerations form the background to the increased activism of the Austrian Foreign Ministry on nuclear disarmament in international fora. But, equally, Austria’s crusade for the TPNW can be attributed to the engagement of a small team of diplomats implementing personal as well as national preferences in favor of disarmament. 相似文献

Buying off the shelf procurements (OTS) has become an important part of the national acquisition strategy in several countries, and this paper seeks to bring empirical evidence on OTS as the preferred acquisition strategy by use of data from 2015 to 2022 investment portfolio of the Norwegian Armed Forces. We develop definitions for three categories of procurement – OTS, modified OTS and development projects – as well as a method to classify projects into these categories. Our first finding is that the characteristics of OTS projects correspond to modified OTS and development projects. Our second finding indicates that OTS projects perform better when it comes to the completion of projects according to the initial schedule, compared to development projects. 相似文献

The present work aims to enhance the ballistic resistance of AA7005 alloy by incorporating the TiB2 and B4C ceramic reinforcement particles. Surface composites with different weight fractions of TiB2 and B4C particles were processed by friction stir processing. Micro-hardness and depth of penetration tests were carried out to evaluate the ballistic properties of the surface composites. The surface hardness of the composite was found to be nearly 70 HV higher than base alloy. The depth of penetration of the steel projectile was 20–26 mm in the composites as compared to 37 mm in the base alloy. Ballistic mass efficiency factor of the surface composite was found to be 1.6 times higher than base alloy. This is mainly attributed to the dispersion strengthening from the reinforcement particles. 相似文献

在对海面目标进行光电图像跟踪时,由于跟踪技术的局限性,跟瞄点往往会出现对目标的\"失跟\"现象,为了判断这一情况,通常需要对前后帧跟瞄区域的目标图像特征进行对比判别。但红外图像基本不存在颜色及纹理特征,而仅使用形状特征对于持续运动中的复杂目标图像又难以取得良好的效果。为解决这一问题,提出了一种基于目标结构聚集度的特征描述及匹配方法。首先对目标图像进行均匀矩形划分,在此基础上建立基于矩形块填充比的邻域矩阵作为图像特征,计算相邻帧图像该特征的欧氏距离差,并加入面积差参数进行特征匹配。对多种不同情况下的实测及模拟目标进行了计算机仿真实验,结果表明这种特征能够有效判断\"失跟\"情况,并且对于光学及红外目标旋转具有较好的不变性。 相似文献

A company wishes to estimate or predict its financial exposure in a reporting period of length T (typically one quarter) because of warranty claims. We propose a fairly general random measure model which allows computation of the Laplace transform of the total claim made against the company in the reporting interval due to warranty claims. When specialized to a Poisson process of both sales and warranty claims, statistical estimation of relevant quantities is possible. We consider the single server Markovian queue subject to Poisson generated catastrophes. Whenever a catastrophe occurs, all customers are forced to abandon the system, the server is rendered inoperative and an exponential repair time is set on. During the repair time new arrivals are allowed to join the system. We assume that the arriving customers decide whether to join the system or balk, based on a natural linear reward‐cost structure with two types of rewards: A (usual) service reward for those customers that receive service and a (compensation) failure reward for those customers that are forced to abandon the system due to a catastrophe. We study the strategic behavior of the customers regarding balking and derive the corresponding (Nash) equilibrium strategies for the observable and unobservable cases. We show that both types of strategic behavior may be optimal: to avoid the crowd or to follow it. The crucial factor that determines the type of customer behavior is the relative value of the service reward to the failure compensation. © 2013 Wiley Periodicals, Inc.
