Abstract Even though the Movimento Popular de Libertação de Angola (Popular Movement for the Liberation of Angola, MPLA) managed to take firm control of the state as the war ended in 2002, this article contends that its hegemony is not absolute. At the fringes of the state administration, emerging regional elites have established associations that seek to provide a remedy against the centralised system, which essentially deprives regions of political influence and sufficient economic resources. As in many other countries on the African continent, political identities that were legally enforced and institutionally reproduced in colonial times have hardly been transcended in the post-colonial period. Even if the associations' influence today does not yet reach further than bringing some insecurity to an otherwise secure polity dominated by the MPLA, the associations could play a role in reinforcing strong regional solidarity and give political expression to feelings of exclusion. Such sentiments could in turn lead to an increase of exclusivity ideas about citizenship, or even xenophobic violence. Much will depend on the strategies of the MPLA, and to what extent it will accommodate these emergent forces in the post-war era, not the least through the current sub-national state reforms. 相似文献

Abstract This paper begins by explaining the concept of a culture of peace and contrasts it with a culture of violence. It argues that traditional ways of trying to achieve peace – based on force or threat of force – are costly, ineffective and of doubtful morality. At the same time, nonviolent means have achieved some formidable successes. The paper proposes the establishment of national ministries of peacebuilding to coordinate and implement the building cultures of peace in sub-Saharan Africa. The broad tasks and specific functions of such ministries are explained and some likely objections are answered. The paper concludes with a discussion of the necessary conditions for such ministries to be established and to be effective in building cultures of peace. 相似文献

By any objective measure, defense institutions in Central and Eastern Europe have all but universally been incapable of producing viable defense plans that are based on objective costing and operational planning data. This situation exists in spite the provision of considerable Western advice and assistance, let alone reporting to and receiving assessments by NATO’s International Staff under Partnership for Peace, as well as via the integrated defense planning and reporting systems. An explanation for this systematic failure across European post-Communist defense institutions can be found in the continued slow development of an over-arching policy framework which directs and approves all activities of the armed forces, as well as the de-centralization of financial decision-making down to capability providers. The essay ends with an examination of the adverse effects of the early introduction of planning programming, budgeting system (PPBS), have had on the development of effective policy and planning capabilities within these defense institutions. 相似文献

In the South China Sea, China neither implements power-maximizing policy nor engages a peaceful approach. Instead, China implements both coercion and cooperation in pursuing its strategic interest in the disputed area. How can we explain China’s paradoxical behavior? This article claims that the best way to explain China’s policy in the South China Sea is to understand the character of dualism in China’s strategic culture. Following constructivist theory that stresses culture, this article argues that Chinese duality approach in the South China Sea is rooted in the philosophy of Daoism. The symbol of Yin-Yang depicts Chinese assertive as well as cooperative behavior in dealing with the South China Sea dispute. Although from a normative perspective Daoism recognizes pacifism and non-violent behavior, the most important feature of Daoism is the assumption that reality consists of two opposing elements that are mutually embedded. 相似文献

The possibility for Croatia to obtain new fighter aircraft is not new, as this option has been publicly debated for at least a decade. A sudden decision to advance the acquisition of a limited number of fighter aircraft was made in 2017 with an international tendering process concluding in early 2018. Through open source material, this paper will look at this procurement process by examining the relationship between policy and strategic thinking on the one side, and policy delivery on the other, and evaluate why the tendering process failed in achieving envisaged results. The paper concludes that the problems facing the Croatian aircraft acquisition process stem from at least two interrelated factors: firstly, at the operational level, the failure of the procurement was the direct result of mismanaged tendering procedures linked to the wider public administration reform process; and secondly, at the strategic level, inherently complex civil-military relations and related cultural aspects which have not been adequately addressed over the past decades. The result was a failure to deliver on government policy, something which this paper argues will need to be addressed over the medium to long term. 相似文献
