United Nations rapid reaction mechanisms: Toward a global force on standby?

This article analyses the main challenges and future prospects of creating United Nations (UN) rapid reaction mechanisms, particularly in the light of past attempts and current discussions about a “UN Vanguard Force” in the wake of the High-Level Panel on Peace Operations report. The article reviews major initiatives (in particular lessons from the Standby High Readiness Brigade for UN Operations) and assesses the main achievements, failures, and challenges related to past UN-led rapid reaction mechanisms. In line with the overall aim of this special forum, the article highlights the future potentials and institutional, operational, financial, and political challenges that need to be overcome in order to design and create a pragmatic and effective rapid reaction tool at the disposal of the UN.

The virtual dimension of contemporary insurgency and counterinsurgency

This paper looks at the virtual dimension of contemporary insurgency and counterinsurgency. It argues that the West is faltering in the ‘War of Ideas’ with global Jihad for the main reason that the messages that we wish to convey lack narrative coherence. This is a result of the fact that we misapprehend the nature of the virtual operational environment whereas our opponents possess an intuitive grasp of it as a result of which their structure and method of operations are better adapted and more effective than our own. There is no reason, beyond inertia, that this should remain the case.     

Analysis of some critical aspects in hot machining of Ti-5553 superalloy: Experimental and FE analysis

In this study, a newly developed titanium superalloy, i.e., the Ti-5553 alloy has used for hot machining. This material replaced Ti-grade-5 alloy in the application of aerospace, automobile, and biomedical sector. However, similar to Ti-grade-5 alloy, the Ti-5553 alloy has a low thermal conductivity which makes it difficult-to-cut material categories hence, high tool wear, cutting force and bad surface finish. Hot machining of Ti-5553 has been studied at different machining condition (room and hot) using Deform-2D finite element analysis. The result from the simulation test was compared with the experimental value and reduction of cutting and thrust forces was observed. The experiment was carried out with the same input parameters as simulation, and good coherence between them observed. Additionally, cutting zone temperature, effective stress, etc. for both room and elevated the temperature are also discussed.     

接触触发式测头触发力的理论分析

对用于三坐标测量机及数控机床的接触触发式测头在触测发讯时的触发力进行了理论分析和计算,得出了触发力的大小与其结构参数之间的关系,从而为触发式测头的误差补偿提供了理论基础。     

基于流场特性的管内检测机器人的外形优选研究

管道内检测机器人的结构形状是影响其运动学、动力学特性的关键因素,在机器人设计中占有重要地位。在合理提出一些基本假设后,用二阶迎风差分格式离散管道内检测机器人附近流场的控制方程,并用SIMPLE算法求解,得到了7种不同形状的管道内检测机器人所受的差压驱动力及其周围的流场信息,并对这几种结构的CFD特性作了比较。最后综合空化条件、驱动力、腔内有效体积和加工难度等因素,确定了上游半球形结构为设计形状。     

基于复杂网络理论的岸防作战体系骨干网络研究

随着信息技术在战争中的大量应用,现代战争越来越呈现出网络化和体系对抗性,研究其拓扑特性已十分必要。基于复杂网络理论,首先建立了岸防作战体系网络模型,然后提出一种基于贪心思想的骨干网挖掘算法,最后对模型的骨干网络进行了研究。结果表明该方法能够快速、准确地挖掘出岸防作战体系的网络骨干,并能为军事对抗体系的复杂网络应用研究提供借鉴和参考。     

装甲兵模拟训练系统体系架构

近年来,装甲兵模拟系统建设和模拟化训练有了长足的发展,但仍然存在缺乏顶层规划、标准不一、资源不共享、模块不重用、体系不完整等诸多问题。基于体系工程建设理念,探索了装甲兵模拟训练系统体系架构,主要考虑了顶层设计,重点放在了系统的组成结构、相互关系,从总体上把握体系的整体功能、需要解决的问题,采取的技术路线。实践表明,体系架构独立于系统的具体实现技术,保证了各组成部分可以通过重用、重组等方式来适应不同阶段、不同目标和领域的装甲兵模拟训练需求,提高了系统的利用效率,降低了模拟训练系统的开发成本。     

联合作战条件下灭火救援战斗编成研究

多个单位联合作战是灭火救援行动的主要形式。但在联合作战的整体协同行动中,组织冲突实际是存在着的,在一定程度上影响着各战斗单元间、人装间的有效整合和战斗力的充分发挥。在有效解决联合作战中组织冲突的基础上,通过科学制定战斗编成模式,增强战斗编成组织适应性,是提高灭火救援战斗力水平的有效途径之一。     

公安现役部队非战争军事行动训练面临的挑战与对策

当前,边境安全形势复杂、训练理念陈旧、部队勤训矛盾突出、训练内容与安排不合理、训练保障能力有限等主客观因素,制约着公安现役部队非战争军事行动训练的开展,对公安现役部队形成非战争军事行动战斗力构成了挑战。树立科学的非战争军事行动训练指导思想与理念,创新训练方法和手段,优化训练内容,加强教员队伍建设和训练基地建设,是改进非战争军事行动训练的有效对策。
