军区营房管理辅助决策信息系统设计研究

为满足现代战争对后勤保障提出的新要求,改革传统的营房保障模式,根据信息系统、数据库及网络建设的理论,通过对军区营房管理部门组织结构、工作流程、业务内容、部门权限的分析,提出了军区营房管理辅助决策信息系统设计的要求、系统的配置、系统主要模块划分等内容,为系统的进一步开发搭建了框架。     

Chalk vs Guns: Some economic consequences of an announced French scenario 1

This paper explores whether defense contractors' manufacturing technology advantages over purely commercial firms might be associated with differences in their workforce and organizational practices. It uses unique original data collected specifically to test workforce and organizational complementarities in implementation of advanced manufacturing technology in small manufacturers. Findings are that defense contractors: (1) have higher and deeper rates of advanced manufacturing technology use; (2) have greater perceived success in achieving manufacturing goals; (3) are more likely practitioners across a diverse spectrum of advanced workforce and organizational practices. Then, (4) econometrically, the defense contractors' higher reported levels of achievement in implementing advanced manufacturing technologies are positively associated with those organizational and workforce practice differences.

装备试验数据作为装备制造产业的重要生产要素,对其管理的能力已成为企业应对创新发展机遇的重要竞争力。本文对装备试验数据进行概要介绍,并对试验数据结构及特点进行分析。同时,按照装备试验数据的保密管理原则,结合装备试验活动各阶段产生的数据类型,以及试验数据量大、种类多、处理速度快等特点,提出试验数据分级管理模型。在此基础上,从试验数据在装备履约、鉴定评估以及实际应用等管理需求出发,分析当前数据管理要求规范化、多源数据管理系统化以及分析工具综合化等数据管理中需要关注的问题,提出装备试验数据信息管理平台建设框架,深入分析管理平台的基础运行环境、数据采集与预处理、分布式存储、数据分析挖掘与应用等信息管理功能模块,旨在为进一步加强装备试验数据管理提供借鉴与参考。     

Evasion policies for a vessel being chased by pirate skiffs

Piracy attack is a serious safety problem for maritime transport worldwide. Whilst various strategic actions can be taken, such as rerouting vessels and strengthening navy patrols, this still cannot completely eliminate the possibility of a piracy attack. It is therefore important for a commercial vessel to be equipped with operational solutions in case of piracy attacks. In particular, the choice of a direction for rapidly fleeing is a critical decision for the vessel. In this article, we formulate such a problem as a nonlinear optimal control problem. We consider various policies, such as maintaining a straight direction or making turns, develop algorithms to optimize the policies, and derive conditions under which these policies are effective and safe. Our work can be used as a real‐time decision making tool that enables a vessel master to evaluate different scenarios and quickly make decisions.     

维和警察警务风险管理刍议

由于联合国维和任务区条件艰苦,环境危险,维和警察在安全方面存在着很多风险和隐患。如何发现并排除隐患,最大限度地保证维和警察的安全,是维和警察管理部门亟待解决的问题。从维和警察警务风险管理概念入手,探讨维和警察警务风险管理计划、风险识别和评估、风险处理和效果评价等,以期对维和警察管理部门的警务风险管理实践起到辅助作用。     

团体心理干预对改善维和警察培训学员心理应对能力的效果研究

良好的心理应对能力是维和警察有效遂行维和任务的心理保障。为探讨团体心理干预对维和警察心理应对能力的改善效果,对32名维和警察培训学员分成实验组和控制组进行干预实验。经干预,实验组成员身心状况、应对方式、社会支持有明显改善,自尊状况亦有显著变化。说明团体心理干预对改善培训学员综合心理健康状况、增强其心理应对能力有一定效果。     

分布式数据库技术研究

针对Ｃ３Ｉ系统对军用数据的实用需求,文章重点对分布式数据库技术进行了研究,并对分布式数据库的Ｃ３Ｉ系统应用提出了具体应用建议。本文可对Ｃ３Ｉ系统工程总体技术设计提供参考。     

军械装备管理组织设计研究

通过对军械装备管理的现状进行系统分析, 应用管理组织设计理论和原则, 对军械装备管理组织结构进行设计。研究围绕军械装备管理对象及军械装备管理环节进行系统分析, 建立相关概念决策数学模型, 确定军械装备管理编组设计方案和岗位设置方案, 为机关进行编组设岗提供决策依据。

针对信息化战争环境下对军事装备管理系统的新需求,提出了军事装备管理系统组织结构设计的原则,分析了军事装备管理系统组织结构的3种基本类型。在此基础上,依据需求,在探讨了军事装备管理系统重构原则的前提下,进行了军事装备管理系统重构设想,为军事装备管理系统组织变革提供前瞻性的指导。
