充分发挥思想政治教育的社会稳定功能——基于危机管理视角的思考

强化社会管理是维持社会稳定与发展的需要,而思想政治教育是社会管理的重要手段。当前,公共危机管理已成为思想政治教育必须面对的重大理论和实践课题。思想政治教育对社会危机管理具有危机文化素质培育、信息收集与反馈、社会动员、危机心理救治等重要功能。思想政治教育通过具体的途径来实现这些功能,又通过相应的机制作用于社会稳定。因此,要维护社会稳定,就要防范和处置社会危机,就需要全民清醒认识思想政治教育在危机管理中的社会稳定功能,并对这些功能进行深入挖掘,立足实践探求充分发挥这些功能的机制。     

复杂电磁环境下的电磁频谱管理效能评估研究

针对复杂电磁环境下的电磁频谱管理效能评估问题,提出一套系统地效能评估方法.首先对效能评估的指标体系进行了分析,然后提出了一种多模型混合的效能评估方法,最后对整个过程中效能评估的流程进行研究.通过实例仿真研究表明,该方法可以有效地对复杂电磁频谱下的电磁频谱管理效能进行评估.     

Dynamics in pastoral resource management and conflict in the Borana rangelands of southern Ethiopia

Based on primary and secondary data, this paper provides a qualitative account of current changes in the pattern of natural resource management as a result of resource degradation and conflict in the Borana rangelands of southern Ethiopia. Population pressure, recurrent drought and the depleted carrying capacity of pastoral resources, as well as the encroachment of neighbouring ethnic groups, present the Borana community with a significant challenge. The diminishing resilience of traditional politico-judicial institutions under the famous Gada system often result in the rise of new forms of land use such as farming and private enclosures, which compete with the traditional communal tenure system. The gradual collapse of traditional norms and value systems and the apparent inefficiency in the formal administrative structures have exacerbated the problems of resource degradation and conflict between multiple resource-users.     

Disaster management in case of CBRNe events: an innovative methodology to improve the safety knowledge of advisors and first responders

Nowadays, Chemical-Biological-Radiological-Nuclear-explosive (CBRNe) risks are one of the world's main safety concerns. The radiological disasters of Fukushima and Chernobyl, the chemical events of Seveso or the release of Sarin in the Tokyo Subway, the biological emergencies such as the H1N1 flu or the recent Ebola outbreak, and recent news about the availability of non-conventional weapons acquired by fundamentalist organisations represent evidence of potential future threats. CBRNe risks are a real and global threat. The University of Rome, Tor Vergata, in collaboration with the most important Italian and international bodies working in the field of CBRNe safety and security, and supported by the North Atlantic Treaty Organisation and the Organisation for the Prohibition of Chemical Weapons, organises International Masters Courses on the Protection against CBRNe events. Within this framework, a Table-Top Exercise was planned, in collaboration with the Italian Ministry of Interior and Ministry of Defence. The scenario, the logistic organisation, on-going adjustments during the exercise and the outcomes are presented here and analysed.     

基于配置管理的软件维护性评估

对软件质量进行定量化管理是软件工程领域的趋势,也是软件质量保证的重要手段。针对软件维护性定量评估难、数据获取难的问题,分析了软件维护性受配置管理关键要素的影响,提出利用配置管理数据对软件维护性间接评估的方法。结合软件工程开发实际,建立了配置管理数据收集过程,利用维护时间作为参数,统计5类功能点维护时间对软件维护性进行度量,实现了软件维护性的定量评估,并利用实际项目对方法的可行性和有效性进行了验证。     

The effect of a temporary product distribution channel on supply chain performance

We analyze a supply chain of a manufacturer and two retailers, a permanent retailer who always stocks the manufacturer's product and an intermittent deal‐of‐the day retailer who sells the manufacturer's product online for a short time. We find that without a deal‐of‐the‐day (DOTD) retailer, it is suboptimal for the manufacturer to offer a quantity discount while it is optimal for the retailer to offer periodic price discounts to consumers. With the addition of a DOTD retailer, it is likely to be optimal for the manufacturer to offer a quantity discount. We show that even without market expansion, i.e., no exclusive DOTD retailer consumers, opening the intermittent channel can leave the permanent retailer no worse‐off while increasing the manufacturer's profit. We identify the regular and discounted wholesale prices and the threshold quantity at which the manufacturer should give the discount. We also identify the optimal retail prices. We find that opening the intermittent channel increases the profit of the manufacturer, is likely to decrease the average retail price and to increase sales, and may increase the permanent retailer's profit. © 2016 Wiley Periodicals, Inc. 适用于金属物体识别的L形无芯RFID标签设计

设计了一种L形无芯射频识别标签,该标签包含6个不同尺寸的L形散射单元,利用其交叉极化方向上的反向散射场进行识别。标签基于频域特征进行编码,每个标签可携带6 bit信息。使用CST仿真软件对所设计L形无芯RFID标签进行仿真,分析了L形散射单元的尺寸变化时对标签谐振特性的影响。此外,还仿真了标签的接地板尺寸增加后的情况,证明该标签可适用于金属物体的识别或金属背景下的物体识别。     

通用装备机械液压系统综合检测试验平台项目管理研究

根据通用装备机械液压系统综合检测试验平台项目研制的总体任务要求,应用现代项目管理理论和方法,确定了项目研制的生命周期阶段,分析了项目研制各阶段管理工作的主要内容,阐述了项目管理组织原则,建立了项目管理制度,划分了项目工作结构分解层次和具体管理单元,给出了项目进度计划制定的基本方法,提出了项目进度控制和质量管理的具体措施。     

学分制条件下高校教学管理工作方法探析

学分制是学分计量学生学习量的教学管理制度,较传统的学年制有一定优越性,学分制只有与教学管理、科学研究、学生工作、后勤服务等各个领域相互配套,才能达到高效、合理、有序的目标。学分制教育教学管理模式的逐步实施,需要教学管理工作有与之相适应的工作方法。     

基于Web技术的固定资产管理系统的设计与实现

“基于Web技术管理信息系统”是将Web技术与数据库技术相结合,从而实现动态信息管理的系统。提出了“基于Web技术的固定资产管理系统”的解换方案,进行了系统分析,详述了系统的功能,并对关键技术的实现方法进行了论述。该系统对于提高固定资产管理正规化、现代化、科学化的管理水平有着重要意义。
