The United States (US) Africa Command (AFRICOM) was launched in 2007, ostensibly to foster African security. Rather than focusing on traditional military operations, AFRICOM also embraces non-military activities such as humanitarian aid and African development. This begs the question as to what type of power (hard or soft) the US intends to wield through AFRICOM. Several US official statements have emphasised the soft power attributes of this military project. To this end, this article seeks to respond to two fundamental questions. First, is AFRICOM a soft power project? Second, how, if at all, has AFRICOM enhanced perceptions of the US in Africa? The article concludes that sceptical and negative perceptions of AFRICOM inhibit its soft-power objective of winning the hearts and minds of the African people. 相似文献

The new EU Global Strategy has significant implications for EU diplomacy, in terms of both goals and means. This article first analyses the timing of the strategy as an exercise in diplomacy in its own right. Second, it argues that the strategy outlines a more expansive and noticeably more smart power-oriented approach to diplomacy in practical terms. 针对雷达对抗侦察装备综合作战能力对电磁环境的依赖性,提出一种基于网络层次分析法(Analytic Network Process,ANP)的雷达对抗侦察装备在不同电磁环境下作战能力的幂指数评估方法。通过对雷达对抗侦察装备作战任务及复杂电磁环境下的表现进行分析,确定装备作战能力指标;利用ANP分析各指标间的相互关系,计算出指标相对的权重;把该权重作为各指标的幂指数,计算雷达对抗侦察装备在不同电磁环境下的作战能力指数;最后结合某型装备多次不同环境下试验的数据,对该装备的综合作战能力进行评估。 相似文献

This article investigates the method of allocating arriving vessels to the terminals in transshipment hubs. The terminal allocation decision faced by a shipping alliance has the influence on the scheduled arrival time of vessels and further affects the bunker consumption cost for the vessels. A model is formulated to minimize the bunker consumption cost as well as the transportation cost of inter‐terminal transshipment flows/movements. The capacity limitation of the port resources such as quay cranes (QCs) and berths is taken into account. Besides the terminal allocation, the QC assignment decision is also incorporated in the proposed model. A local branching based method and a particle swarm optimization based method are developed to solve the model in large‐scale problem instances. Numerical experiments are also conducted to validate the effectiveness of the proposed model, which can save around 14% of the cost when compared with the “First Come First Served” decision rule. Moreover, the proposed solution methods not only solve the proposed model within a reasonable computation time, but also obtain near‐optimal results with about 0.1~0.7% relative gap. © 2016 Wiley Periodicals, Inc. We address the problem of optimal decision‐making in conflicts based on Lanchester square law attrition model where a defending force needs to be partitioned optimally, and allocated to two different attacking forces of differing strengths and capabilities. We consider a resource allocation scheme called the Time Zero Allocation with Redistribution (TZAR) strategy, where allocation is followed by redistribution of defending forces, on the occurrence of certain decisive events. Unlike previous work on Lanchester attrition model based tactical decision‐making, which propose time sequential tactics through an optimal control approach, the present article focuses on obtaining simpler resource allocation tactics based on a static optimization framework, and demonstrates that the results obtained are similar to those obtained by the more complex dynamic optimal control solution.
