This article offers a survey of risks that might arise for strategic stability (defined as a situation with a low probability of major-power war) with the reduction of US and Russian nuclear arsenals to “low numbers” (defined as 1,000 or fewer nuclear weapons on each side). These risks might include US anti-cities targeting strategies that are harmful to the credibility of extended deterrence; renewed European anxiety about a US-Russian condominium; greater vulnerability to Russian noncompliance with agreed obligations; incentives to adopt destabilizing “launch-on-warning” strategies; a potential stimulus to nuclear proliferation; perceptions of a US disengagement from extended deterrence; increased likelihood of non-nuclear arms competitions and conflicts; and controversial pressures on the UK and French nuclear forces. Observers in North Atlantic Treaty Organization (NATO) states who consider such risks significant have cited four possible measures that might help to contain them: sustained basing of US nonstrategic nuclear weapons in Europe; maintaining a balanced US strategic nuclear force posture; high-readiness means to reconstitute US nuclear forces; and enhanced US and allied non-nuclear military capabilities. These concrete measures might complement the consultations with the NATO allies that the United States would in all likelihood seek with respect to such important adjustments in its deterrence and defense posture.  相似文献

ABSTRACT

The dangers and risks of employing a Conventional Prompt Global Strike (CPGS) capability greatly exceed the benefits. More suitable, if less prompt, alternatives exist to deal with fleeting targets. Even a niche CPGS capability—consisting of approximately twenty systems—carries risks, to say nothing of proposals to develop hundreds or more. Most dangerously, CPGS could stir the pre-emption pot, particularly vis-à-vis states that correctly perceive to be within the gunsights of US CPGS weapons; other states, too, may feel emboldened to emulate this US precedent and undertake their own form of prompt, long-range strike capability. Compressed circumstances surrounding such a scenario could foster unwanted erratic behavior, including the misperception that the threatening missile carries a nuclear weapon. But the true Achilles's heel of the CPGS concept is the unprecedented demands it places on the intelligence community to provide decision makers with “exquisite” intelligence within an hour timeframe. Such compressed conditions leave decision makers with virtually no time to appraise the direct—and potentially unintended—consequences of their actions.  相似文献

Unit‐load warehouses store and retrieve unit‐loads, typically pallets. When storage and retrieval operations are not coordinated, travel is from a pickup and deposit (P&D) point to a pallet location and back again. In some facilities, workers interleave storage and retrieval operations to form a dual‐command cycle. Two new aisle designs proposed by Gue and Meller (“Improving the unit‐load warehouse.” In Progress in Material Handling Research: 2006. Material Handling Industry of America, Charlotte, NC, 2006) use diagonal aisles to reduce the travel distance to a single pallet location by approximately 10 and 20[percnt] for the two designs, respectively. We develop analytical expressions for travel between pallet locations for one of these—the fishbone design. We then compare fishbone warehouses that have been optimized for dual‐command to traditional warehouses that have been optimized in the same manner, and show that an optimal fishbone design reduces dual‐command travel by 10–15%. © 2009 Wiley Periodicals, Inc. We consider design of control charts in the presence of machine stoppages that are exogenously imposed (as under jidoka practices). Each stoppage creates an opportunity for inspection/repair at reduced cost. We first model a single machine facing opportunities arriving according to a Poisson process, develop the expressions for its operating characteristics and construct the optimization problem for economic design of a control chart. We, then, consider the multiple machine setting where individual machine stoppages may create inspection/repair opportunities for other machines. We develop exact expressions for the cases when all machines are either opportunity‐takers or not. On the basis of an approximation for the all‐taker case, we then propose an approximate model for the mixed case. In a numerical study, we examine the opportunity taking behavior of machines in both single and multiple machine settings and the impact of such practices on the design of an X – Q C chart. Our findings indicate that incorporating inspection/repair opportunities into QC chart design may provide considerable cost savings. © 2009 Wiley Periodicals, Inc. Due to expanding and increasing religious extremism and terrorism coupled with political instability in Pakistan, most western observers believe that Pakistan's nuclear weapons are not secure and could be taken over by terrorists. This would have adverse implications for the region and for global peace, especially for the security of USA and Europe. This article argues that this perception is based on a flawed understanding and knowledge of how Pakistan's command and control setup has evolved and operates. Pakistan's nuclear weapons are as safe as any other state's nuclear weapons. Pakistan has also been active in supporting and participating in global efforts to improve nuclear safety and security. Over the years, Pakistan has been quite open in sharing information regarding how it is improving its command and control system with western governments as well as scholars. This article argues that the steps Pakistan has taken to secure its nuclear weapons are adequate and that Pakistan would continue to further strengthen these measures; however, it is the expanding religious extremism, terrorism and anti-Americanism in the country which make the international perception of Pakistan extremely negative and then seep into the perception of Pakistan's nuclear weapons safety and security.  相似文献

US nuclear deterrence and arms control policy may be moving, by design and by inadvertence, toward a posture of strategic “defensivism”. Strategic “defensivism” emphasizes the overlapping and reinforcing impact of: (1) reductions in US, Russian and possibly other strategic nuclear forces, possibly down to the level of “minimum deterrence,” (2) deployment of improved strategic and/or theater antimissile defenses for the US, NATO allies and other partners; and (3) additional reliance on conventional military forces for some missions hitherto preferentially assigned to nuclear weapons. This article deals with the first two of these aspects only: the interaction between missile defenses and offensive force reductions in US–Russian strategy and policy. The findings are that stable deterrence as between the USA and Russia is possible at lower than New Strategic Arms Reduction Treaty levels, but reductions below 1000 deployed long-range weapons for each state, toward a true minimum deterrent posture, will require multilateral as opposed to bilateral coordination of arms limitations. Missile defenses might provide some denial capability against light attacks by states with small arsenals, but they still fall short of meaningful damage limitation as between powers capable of massive nuclear strikes.  相似文献
