ISIS (the Islamic State of Iraq and Syria) has become a key political and military actor in the Middle East and in North Africa. This essay aims at outlining ISIS warfare through an analysis of its operations in the frame of hybrid warfare theory proposed by Frank Hoffman. Therefore, the paper deals with: the role of terrorist tactics in ISIS warfare and the relationship between terrorism and insurgency; ISIS use of technology, mainly with regard to suicide attacks and to drones; and the relevance of urban warfare. Finally, the paper highlights how ISIS operates and the most threatening features of its warfare.  相似文献

Private military and security companies (PMSCs) play an increasingly important role in the provision of security-related services. In their attempts to win new clients and find suitable personnel, they take on different identities by presenting themselves as conventional businesses, military actors, and humanitarians. In this article, we examine how PMSCs deploy these identities when they recruit new personnel through social media. Our computer-assisted content analysis of Twitter messages posted by two major United States-based companies—CACI and DynCorp International—shows that while both PMSCs amplify their business and military identities to attract the most talented personnel, they construct and communicate these identities in different ways with CACI branding itself as a sophisticated, modern, and patriotic business and DynCorp as a home-grown, traditional military provider. In addition, our analysis lends force to scholars suggesting that state militaries and the private security sector compete increasingly for prospective employees using similar strategies.  相似文献

Nowadays, Chemical-Biological-Radiological-Nuclear-explosive (CBRNe) risks are one of the world's main safety concerns. The radiological disasters of Fukushima and Chernobyl, the chemical events of Seveso or the release of Sarin in the Tokyo Subway, the biological emergencies such as the H1N1 flu or the recent Ebola outbreak, and recent news about the availability of non-conventional weapons acquired by fundamentalist organisations represent evidence of potential future threats. CBRNe risks are a real and global threat. The University of Rome, Tor Vergata, in collaboration with the most important Italian and international bodies working in the field of CBRNe safety and security, and supported by the North Atlantic Treaty Organisation and the Organisation for the Prohibition of Chemical Weapons, organises International Masters Courses on the Protection against CBRNe events. Within this framework, a Table-Top Exercise was planned, in collaboration with the Italian Ministry of Interior and Ministry of Defence. The scenario, the logistic organisation, on-going adjustments during the exercise and the outcomes are presented here and analysed.  相似文献

This study examines how young people who have joined the South African National Defence Force (SANDF) on the two-year Military Skills Development System (MSDS) contract experience military service, and the effect this has on their ability to readapt to civilian life. The first part of the study examines the theoretical debates associated with military socialisation and reintegration into civilian life. Hereafter, the findings are presented in terms of the experiences of MSDS privates serving in the infantry, those that have left, and the perceptions of employment agencies in terms of the marketability of military skills. The conclusion is reached that MSDS members experience their two years in the SANDF as life-changing, that this affects their ability to reintegrate back into civilian society, and that the skills acquired during military training is of limited market value. The conclusion is reached that more needs to be done to assist these young military veterans to adapt to civilian life and to augment their military experience with more marketable skills to enable them to find gainful employment.  相似文献

Since the end of the Cold War, a huge debate over how war has been changing has emerged; a common feature is that modern conflicts are not state vs. state wars, but ‘irregular wars’. In order to better understand modern irregular warfare, it is important to analyse past authors and ideas. Carlo Bianco’s concept of Guerra per bande highlights elements of mobility with different cooperating units, of terror, and of complex terrain. The present study offers the first English analysis of Carlo Bianco and underlines the similarities of his work to the hybrid warfare concept.  相似文献

In South Africa, the right to protest has come under threat from the state. Increasing cases of forceful policing and, at times, unlawful procedural prohibitions of protest attest to this. Interviews with members of different community-based organisations across South Africa show that protest is sometimes delegitimised under the guise of security as protestors are constructed as threats to the state. The larger implication of this treatment is that these protestors are treated as non-citizens who are excluded from participating in governance. This study aims to describe this situation through securitisation theory, arguing that South Africa has become a securitised state. It therefore looks at the implications of this securitised response for popular participation in South Africa.  相似文献
