We consider optimal test plans involving life distributions with failure‐free life, i.e., where there is an unknown threshold parameter below which no failure will occur. These distributions do not satisfy the regularity conditions and thus the usual approach of using the Fisher information matrix to obtain an optimal accelerated life testing (ALT) plan cannot be applied. In this paper, we assume that lifetime follows a two‐parameter exponential distribution and the stress‐life relationship is given by the inverse power law model. Near‐optimal test plans for constant‐stress ALT under both failure‐censoring and time‐censoring are obtained. We first obtain unbiased estimates for the parameters and give the approximate variance of these estimates for both failure‐censored and time‐censored data. Using these results, the variance for the approximate unbiased estimate of a percentile at a design stress is computed and then minimized to produce the near‐optimal plan. Finally, a numerical example is presented together with simulation results to study the accuracy of the approximate variance given by the proposed plan and show that it outperforms the equal‐allocation plan. © 1999 John Wiley & Sons, Inc. NATO officials have cited various reasons for conducting their air campaign in Kosovo. Though not emphasised as much, the concern that NATO's credibility was at stake stood out as the most paramount on the basis of logical comparison. In fact, NATO intervened in Kosovo primarily to maintain its credibility as the Trans- Atlantic's only multilateral security mechanism because its continued existence depended on it. While NATO's search for its new role in the post-Cold War strategic environment has been fraught with several problems, the inclination towards collective security and crisis management has placed it in a position of proactive military obligation. Predictably, NATO's venture in the Balkans this time around has had various implications on its future prospects as an organisation. 相似文献

The bivariate negative binomial distribution of Mitchell and Paulson [17] for the case b = c = 0 is shown to be equivalent to the accident proneness model of Edwards and Gurland [4] and Subrahmaniam [19,20]. The diagonal series expansion of its joint probability function is then derived. Two other formulations of this distribution are also considered: (i) as a mixture model, which showed how it arises as the discrete analogue to the Wicksell-Kibble bivariate gamma distribution, and (ii) as a consequence of the linear birth-and-death process with immigration. 相似文献
