OPTING OUT OF THE IRON TRIANGLE

Between the 1960s and the 1990s, the US chemical industry went from lobbying against the Geneva Protocol and promoting increased funding for chemical warfare to refusing to produce binary chemical weapons and assisting with the negotiations of the Chemical Weapons Convention (CWC)—even though the treaty included provisions that could be costly to industry. What happened in those thirty years to make the US chemical industry reverse its position on chemical weapons? This article argues these changes were largely caused by the chemical industry's desire to reform the negative public image it had acquired due to its involvement in the Agent Orange scandal and other high-profile incidents during the 1970s and 1980s. The chemical industry's assistance with CWC negotiations may be explained after an examination of the US public policy literature, which argues that industry will support apparently costly regulations if doing so helps it repair a damaged public image and ensures greater profits in the long run.     

On a class of nash-solvable bimatrix games and some related nash subsets

This work is concerned with a particular class of bimatrix games, the set of equilibrium points of which games possess many of the properties of solutions to zero-sum games, including susceptibility to solution by linear programming. Results in a more general setting are also included. Some of the results are believed to constitute interesting potential additions to elementary courses in game theory.     

The rules of engagement in Somalia – a judge advocate's primer 1

Scholars disagree on the prevailing focus on insurgent ideology. Some claim that the dominant Marxist ideology of the Cold War era has been supplanted by a new focus on ethnic and national identity. Others claim that many insurgencies were always focused on identity, but the Cold War and superpower antipathies distorted perceptions of insurgencies as politically-economically focused. Yet the heart of the matter is that analysts are not faced with an ‘either/or’ proposition.     

Turkish commanders discuss counterterrorism strategies and lessons learned from 25 years of fighting the PKK

This article is an extended book review of the Turkish book Commanders' Front (Komutanlar Cephesi, Istanbul: Detay Publishing, 2007), written by prominent Turkish journalist Fikret Bila, who compiled a series of interviews with retired Turkish military commanders and two former presidents. It provides a foreign perspective on counterinsurgency/terrorism strategies and lessons learned from Turkey's small war against the Kurdistan Workers' Party (PKK). The interviews reveal the generals' views on Turkey's long-standing fight with the PKK, discussing topics ranging from the social aspect of the PKK problem to mistakes made in arming local militia. In addition, it presents the Turkish perspective on US policy in Iraq.     

Quality risk in outsourcing: Noncontractible product quality and private quality cost information

This article addresses the concept of quality risk in outsourcing. Recent trends in outsourcing extend a contract manufacturer's (CM's) responsibility to several functional areas, such as research and development and design in addition to manufacturing. This trend enables an original equipment manufacturer (OEM) to focus on sales and pricing of its product. However, increasing CM responsibilities also suggest that the OEM's product quality is mainly determined by its CM. We identify two factors that cause quality risk in this outsourcing relationship. First, the CM and the OEM may not be able to contract on quality; second, the OEM may not know the cost of quality to the CM. We characterize the effects of these two quality risk factors on the firms' profits and on the resulting product quality. We determine how the OEM's pricing strategy affects quality risk. We show, for example, that the effect of noncontractible quality is higher than the effect of private quality cost information when the OEM sets the sales price after observing the product's quality. We also show that committing to a sales price mitigates the adverse effect of quality risk. To obtain these results, we develop and analyze a three‐stage decision model. This model is also used to understand the impact of recent information technologies on profits and product quality. For example, we provide a decision tree that an OEM can use in deciding whether to invest in an enterprise‐wide quality management system that enables accounting of quality‐related activities across the supply chain. © 2009 Wiley Periodicals, Inc. Flexibility and complexity in periodic distribution problems

In this paper, we explore trade‐offs between operational flexibility and operational complexity in periodic distribution problems. We consider the gains from operational flexibility in terms of vehicle routing costs and customer service benefits, as well as the costs of operational complexity in terms of modeling, solution methods, and implementation challenges for drivers and customers. The period vehicle routing problem (PVRP) is a variation of the classic vehicle routing problem in which delivery routes are constructed for a period of time; the PVRP with service choice (PVRP‐SC) extends the PVRP to allow service (visit) frequency to become a decision of the model. For the periodic distribution problems represented by PVRP and PVRP‐SC, we introduce operational flexibility levers and a set of quantitative measures to evaluate the trade‐offs between flexibility and complexity. We develop a Tabu Search heuristic to incorporate a range of operational flexibility options. We analyze the potential value and the increased operational complexity of the flexibility levers. © 2006 Wiley Periodicals, Inc. Naval Research Logistics, 2007     

Scheduling and due‐date quotation in a make‐to‐order supply chain

We consider a manufacturer, served by a single supplier, who has to quote due dates to arriving customers in a make‐to‐order production environment. The manufacturer is penalized for long lead times and for missing due dates. To meet due dates, the manufacturer has to obtain components from a supplier. We model this manufacturer and supplier as a two‐machine flow shop, consider several variations of this problem, and design effective due‐date quotation and scheduling algorithms for centralized and decentralized versions of the model. We perform extensive computational testing to assess the effectiveness of our algorithms and to compare the centralized and decentralized models to quantify the value of centralized control in a make‐to‐order supply chain. Since complete information exchange and centralized control is not always practical or cost‐effective, we explore the value of partial information exchange for this system. © 2008 Wiley Periodicals, Inc. The challenge and meaning of justice in northern Uganda

Even though the peace talks in northern Uganda have faltered, attempts at negotiations between the Ugandan government and the rebel Lord's Resistance Army are continuing. The current rapprochement between the two sides is the most significant move towards peace in the twenty-year civil war in northern Uganda. Even though the war has been extreme in its brutality, it is little known of outside the region—with reports on the conflict often portraying a protective government pitted against a crazed rebel group. But the issues are much more complex. The article examines the history of abuses and atrocities committed by both sides; the wider implications of the conflict for the north; why the rest of Uganda are seemingly disinterested in the conflict; and the politics behind why northern civil society have little trust in the Ugandan government or the International Criminal Court (ICC). The current prospect of peace has also stirred up the debate around justice and the forms of justice for victims of both rebel and government atrocities. And this is where the biggest cleft between the northern civil society and officialdom (government and international NGOs) resides. The article further examines the implications of the ICC's work in Uganda, and why there has been such widespread hostility towards it from northern civil society. The article also asks if—beyond the end of fighting and terror—peace will really mean that northern Uganda can finally partake in the prosperity the rest of the country has almost taken for granted.
