Abstract

Post-uprisings Middle East politics is frequently described as a ‘regional cold war’ involving proxy warfare that emphasises the role of shared identities linking external and local actors. But does the ‘content’ of identities impact proxy war dynamics? This article considers the present ‘battle for Syria’, a local conflict that became a theatre for multiple proxy wars involving actors emphasising identities on various levels, most notably national, religious/ sect and ethnic. It suggests that identity content does matter, with global powers more reluctant than regional players to back groups identifying at sub-national level, while foreign non-state actors are enthusiastic backers of sub-national identity.  相似文献

The purpose of this article is to explore the economic theoretical foundations of the idea that rational terrorist organizations deliberately randomize their attacks (by type, timing, location, and targets) to generate uncertainty and intimidation. A choice theoretic framework is applied to the analysis of the terrorist organization's behavior to determine whether welfare (utility) gains from the randomization of terrorist attacks are plausible and feasible. The randomization of attacks can appear to promise higher amounts of political influence for each resource input but it turns out that randomization cannot manufacture a situation where higher amounts of political influence are obtained for each resource input.The results imply that, rather than randomization and instability, the rational terrorist organization is more likely to prefer stability. The findings and implications provide a theoretical explanation for the non-randomness of terrorist attacks.Thismay be one small step towards explaining the patterns – non-randomness – in the time-series of terrorist incidents.  相似文献

The paper explores terrorist choice by applying two well-known theoretical frameworks: stochastic dominance and prospect theory (PT). We analyse each pair of attack methods that can be formed from the RAND-MIPT database and the Global Terrorism Database. Instances of stochastic dominance are identified. PT orderings are computed. Attention is accorded to the identification of ‘trigger points’ and the circumstances that may lead to an increased likelihood that a terrorist will select an attack method associated with a higher expected number of fatalities, i.e. a potentially more damaging attack method.  相似文献

ABSTRACT

The decision by the US government to drop the atomic bombs on Japan is one of the most heavily debated questions in history. This article examines one element of that debate, in many ways the most surprising. That was the different views of the top of the military hierarchy in the USA, the Joint Chiefs of Staff (JCS). The JCS was on the whole more sceptical about using atomic weaponry than the USA’s civilian leadership, for ethical and strategic reasons. Security measures are said to increase the price of terrorism. This price has not been hitherto defined in an economically meaningful way. This paper provides a precise definition by treating the terrorists’ resource endowment as a parcel of contingent claims to political influence with a price equal to the summed value of those contingent claims in potential states of the world. Equipped with this definition, an equilibrium model of the price of terrorism is deployed. Important insights are gained into the effect of terrorists’ risk aversion at the level of the price of terrorism in different states of the world and the theoretical conclusion is reached that higher security is associated with a lower price of terrorism rather than a higher price. The implications for policy are discussed.  相似文献

One of the most commonly expressed opinions about victory in the Second World War is that the Soviet Union was mostly responsible for beating Nazi Germany. Supposedly the great land war fought between these two powers in the East was the decisive front in Europe. The West's contribution to German defeat, on the other hand, is often seen as somewhat marginal. The Anglo‐American strategic bombing campaign in 1943 paid few dividends and it was not until after the Normandy landings in June 1944 that the West really began to divert a large amount of German resources.

The purpose of this article is to challenge some of these basic notions. Through analysing what Germany produced, where it was sent and how it was destroyed, the West's contribution to defeating Germany moves from an ancillary position to a dominant one. Taking German war production as a whole, from 1943 onwards the West was responsible for tying down and destroying a significantly larger share than the Soviet Union.  相似文献

ABSTRACT

Insurgencies remain political projects, and thus the American experience in Vietnam remains relevant in any search for approaches. A population-first strategy – with tactics compatible with protecting people and winning their willing support – is essential, as much for success in local pacification as in retaining support in the homeland which has deployed its personnel abroad to assist another state. In the actual area of operations, decentralization of effort is required to get as close as possible to the population base being targeted by the insurgents. This remains essential for all mobilization in support of a polity, regardless of the extent to which insurgent challenge is grounded in grievances or simply based on coercive power.  相似文献
