某雷达装备虚拟训练系统实现技术

从实际装备的特点出发,确定了虚拟训练系统的分布式实现模式.以该实现模式为基础,对系统软件结构框架、基于HLA/RTI的分布交互以及虚拟装备的人机交互等关键技术的实现进行了讨论,解决了雷达装备虚拟训练系统的系统集成环境构成、各仿真节点间的分布交互以及人机交互等问题,最后在虚拟训练系统上实现了雷达装备的开关机、跟踪以及故障维修等不同训练功能.

随着智能技术的发展,人类已逐步迈入智能时代,而智能时代催生了军事训练变革。本文从智能技术影响军事训练典型领域的角度,分析了智能时代背景下,以大数据和人工智能为核心的智能技术,如何影响军事训练的理念、内容、方式及管理,并催生了这些领域的变革。研究表明,智能时代发展背景下,军事训练理念将更加先进,训练内容更加融合,训练方式更加有效,训练管理更加精准。     

Military Spending,Conflict and External Debt in Sub-Saharan Africa

The damaging economic effects of the debt crises on Africa in the late 1980s encouraged considerable research on the determinants of external debt in developing economies. Although sub-Saharan Africa's (SSA) debt was cut by two-thirds by 2008, through two debt relief programmes, debt in the region has since been rising at an increasingly rapid pace. This study provides an empirical analysis of the determinants of external debt in SSA over the period 1960–2016, using dynamic panel methods. It also considers two potentially important factors that have received relatively little attention. One is military spending, rarely considered, despite a number of well-publicised scandals over the procurement of unnecessary and expensive high-tech weapons systems. A second, is the possibility that the countries studied have been involved in conflict. The empirical results point to a positive impact of military spending on external debt, but with some evidence of heterogeneity across the countries. Furthermore, findings indicate that the positive effect of military expenditure on debt becomes more marked in countries that have been affected by conflict. These results imply that policies to improve security and reduce military spending could be beneficial in reducing external debt and, potentially, improving economic performance in the region.     

How pressure for change challenge military organizational characteristics

This article elaborates on how structural, normative and functional pressures for change may challenge military organizational characteristics. We problematize theoretically and exemplify empirically what consequences these pressures can have on military organizational characteristics, arguing that they constitute major challenges for managing in particular normative pressures for change. The empirical examples suggest that bureaucratic, hierarchical, narcissistic and greedy traits of the organization are challenged by normative pressures such as value changes and normalization. Another source of challenge is professionalization processes. Structural challenges, on the other hand, are managed by the organization and do not seem to inhibit the workings of organizational characteristics. The plausibility probe conducted questions the sustainability of military organizational characteristics in their traditional disguise, in particular due to legitimacy concerns. It is suggested that future research should be directed towards analyzing how military organizations manage pressure for change and whether their characteristics are questioned.     

One Minute in Haditha: Ethics and Non-Conscious Decision-Making

In November 2005, U.S. Marine Sergeant Frank Wuterich fired on and killed five unarmed Iraqi men standing by a car near the site of an improvised explosive device explosion (IED) in Haditha, Iraq. Moments earlier, the IED had destroyed a vehicle in the convoy that Wuterich led, killing one of the men in it. This article argues that analyzing Wuterich's conduct as a rapid non-conscious response captured by the model of Recognition-Primed Decision-Making (RPD) allows us to reconstruct his implicit decision-making in ways that provide insight into psychological processes that may operate during combat. Emerging research in neuroscience suggests that RPD in situations with moral significance involves a complex neural computational process in which emotion plays a powerful role. This article maintains that incorporating these insights can provide greater understanding of the moral psychology of behavior in combat, and may help guide military-ethics training for asymmetric conflicts that pose difficult significant challenges in distinguishing combatants from civilians.     

基于层次分析法的军校学员体能训练评估

针对目前军校学员军事体育训练评估难以量化考核的问题,提出了基于层次分析法的军校学员体能训练评估方法。首先,通过建立评估指标体系,构建评估指标判断矩阵;其次,进行归一化并计算指标组合权重,构建评估基本模型;最后,利用评估模型对学员体能训练进行综合评估。结果表明本文提出的方法能够对军校学员体能训练进行有效评估,相比于传统考核评估方法更能反映出学员体能的真实状况,突出学员体能特征,开展针对性训练。 

在军事体育训练中,各种运动损伤是比较常见的,预防与处置不当会严重影响训练效果与训练质量,增加非战斗减员,因此要正确认识运动损伤,了解训练中可能发生损伤的原因,采取积极的预防措施,掌握运动损伤的发生规律,以便最大限度地避免和减少运动损伤,从而保证教学与训练的正常进行。

本研究通过问卷法和访谈法相结合的方式,调查了五家渠市初中教师校本培训的现状及存在问题。在此基础上,对反映出来的问题进行了原因分析,并根据当地实际情况,提出了完善该市初中教师校本培训的建议。
