This paper reviews four economic theories of leadership selection in conflict settings. The ‘credibility rationale’, argues that hawks may actually be necessary to initiate peace agreements. The ‘bargaining rationale’ predicts that while doves are more likely to secure peace, post‐conflict hawks may be rationally selected. The ‘social psychological rationale’ captures the idea of a competition over which group can form the strongest identity. Dove selection can be predicted during conflict, but hawk selection post‐conflict. Finally, the ‘expressive rationale’ predicts that regardless of the underlying nature of the game the large group nature of decision‐making in rendering individual decision makers non‐decisive in determining the outcome of elections may cause them to make choices based primarily on emotions. Finally, the paper analyses the extent to which the theories can throw light on Northern Ireland electoral history over the last 25 years.  相似文献

The engagement of the Atlantic Alliance in the Middle East dates back to the founding of the Alliance. With one eye on this history and one eye on current controversies, this article investigates the preconditions for and nature of the allies' engagement in the region in order to assess whether the Middle East today is causing a rupture within the Alliance. The article finds that the Alliance was never likely to engage as one in the region. The Alliance instead guarded its cohesion by either letting the Alliance leader, the United States, take a lead role or by acting as a coalition enabling framework. This latter option has prevailed since the early 1980s. Today, NATO can preserve its cohesion and simultaneously engage in the region if it continues this legacy of coalition-making from within the allied framework. Conversely, an effort to engage collectively in the region will likely set of internal tensions to the extent that the Alliance itself will be at risk.  相似文献

This article examines the various constraints under which the conduct of British strategy operated during the French Wars – examples include its political and geographical situation, its far-flung colonial interests and its limited military resources and its need to maintain a strong alliance system in continental Europe – and shows how the direction that it took closely mirrored a variety of campaigns in the eighteenth century. That said, the position in which Britain found herself in the struggle against the French Revolution and Napoleon was frequently contradictory, and it is no coincidence that it was some time before the ideal combination of strategies was found that marked the period 1808–14. The fact that the difficulties involved were overcome said a great deal for the underlying strength of the British state.  相似文献

Our paper investigates the political trajectories of armed actors in Mali since 2012, using recent theoretical advances on alliance formation and collapse in civil wars. Our paper establishes an analytically productive distinction between levels of wartime cleavages and factors shaping groups’ trajectories. Strategic alliances, we argue, emerge from anticipated benefits on the national political scene as well as in the local political economy. The two sets of considerations do not necessarily converge. This dual logic is studied through the cases of two armed groups, both siding with the government after originally aligning with jihadi and separatist coalitions respectively.  相似文献

Abstract

Smart power is comprised of two elements: the quest for building society among states and between states and non-state actors; as well as the desire for cleaner forms of power projection. This special issue explores how states continue to fumble over achieving the optimum mix of hard and soft power across several country cases and themed articles. This set of contributions suggests that smart power is not unlike a ‘Swiss Army Knife’ analogy: multifunctional and challenging to choose the right combination of ideational and material tools.  相似文献

This article consists of selected translations from captured interviews and dairies of Al Qaida members. The time period covered is from mid-2001 to early 2002 and concerns their operations in Afghanistan. The material clearly conveys a range of emotion, from confident to despondent, as well as efforts to contest the US actions. The first several pages give the reader context and some possible “lessons learned,” but the story(ies) are best told by the Al Qaida members themselves. All names are pseudonyms.  相似文献

The role of the British Army in Northern Ireland during Operation Banner (1969–2007) is an instructive case study of counterinsurgency operations as well as an important chapter in recent British military history. Given troops deployed to the province as aid to the civil power, it is particularly useful in discussions about the principle of minimum force. This article seeks to explore the issue of minimum force through the example of Operation Motorman, the Army's successful attempt to remove the barricades, which had established so-go areas for the security forces in Northern Ireland.  相似文献

Current debate on US counter-insurgency doctrine is dominated by the notion that promoting ‘legitimacy’ and ‘good governance’ constitutes a central strategic imperative. This idea is hardly new; during the Cold War US officials often sought to encourage democratization and socio-economic reform as antidotes to revolution in Latin America. This article reviews four such cases – Venezuela during the first half of the 1960s, Guatemala throughout the 1960s, Nicaragua during the late 1970s, and El Salvador during the 1980s. The purpose is to bring a historical perspective to bear on current debates about the feasibility of US counter-insurgency strategy by evaluating the effectiveness of previous campaigns to promote improved governance in developing societies wracked by guerrilla violence.  相似文献

This article examines the use of specialised plain-clothes military units in counter-terrorism, concentrating on examples involving liberal-democratic states. It analyses the benefits and problems arising from clandestine military activity, focusing in particular on British army units (notably 14 Intelligence Company and the Force Research Unit in Northern Ireland). The article concludes by arguing that such formations have a clear utility – notably in gathering intelligence on terrorist groups – but other aspects of their role are inherently controversial (notably in cases where undercover soldiers use deadly force against suspected terrorists). It also states that plain-clothes military operations need to be conducted on the basis of accountability, both for strategic reasons, and also in accordance with the norms of liberal democracy.  相似文献

As a consequence of intervention in Iraq and Afghanistan, force ratio for counterinsurgency (COIN) has come under increased scrutiny. Reduced to its essence, the issue is simply, ‘How many troops does it take to get the job done?’ This answer has been sought by the US military, academia, and think tanks. There have been numerous responses, culminating in several ‘plug-and-play’ equations for minimum force ratios in COIN operations. Due to the impossibility of determining precisely how many insurgent forces there are, it has become common to base force ratios on the population of the country. In the realm of policy, the question above is posed as, ‘How many of our troops does it take to get the job done?’  相似文献
