The Sri Lankan Civil War (1983–2009) is regarded as a violent reflection of deepening divides along political and ethnic lines. During this civil war the Sri Lankan Government and its security forces have been implicated in unlawful killings carried out in a pervasive manner against civilians, whilst at the same time specifically targeting ethnic Tamils, humanitarian workers and journalists. The human rights of all citizens suffered as a result and ultimately led to the weakening of the rule of law. With the end of the civil war, the Sri Lankan Government has made little progress in providing accountability for wartime abuses. Its absence of and reluctance to ensure justice is seen as a logical culmination of decades of impunity. The importance of acknowledging historical behaviour and taking accountability for past violations will be discussed. In an analysis for paving the way to a new democracy in Sri Lanka, the main outcomes of this article are calls for accountability arising out of the government’s actions during the war; an investigation into the present state of human rights, the rule of law and finally; an examination into the political solution going forward to ensure a process of reconciliation and peaceful co-existence.  相似文献

The commencement of opal mining in Ethiopia a decade ago has attracted the involvement of poor peasants, wealthy traders and traffickers. Although the academic and official literature on artisanal small-scale opal mining (ASOM) has primarily focused on the loss of wealth owing to a lack of skill and its traditional nature, this study explores the multidimensional insecurity that the discovery and mining of opal stones in the Delanta wereda of Wollo has brought about. This study contends that the ASOM industry has brought a new and previously unknown body of wealth to a society that is not used to the circulation of huge amounts of money in its narrow geography of commerce, engendering multidimensional insecurity. To make things worse, the network of patrimony and rentierism connecting locals with powerful people at the regional and federal level has given licence to illegal wealth extraction at the cost of exacerbating local insecurity. The qualitative data for the study was collected using interviews, focus group discussions, non-participant observations and document analyses at Delanta mining sites, the Wegel Tena town administration and Dessie city.  相似文献

This paper proposes a simple game-theoretic framework for analyzing the relationship between the government, industry and indigenous community, especially in the context of mounting violence surrounding displacement of indigenous communities by governments for the purposes of commercial use of their habitat. It specifically takes into account the possibility of alleged ‘nexus’ between the government and the industry and explores its implications on the level of allocation and utilities of the players. We find that the bias in allocation that occurs when the government and the industry enter a ‘nexus’ can be rectified when there is resistance from the indigenous groups. Moreover, rebellion is a dominant strategy of the indigenous community, irrespective of whether there is ‘nexus’ or not, and being in ‘nexus’ with the government is a best response for the industry. The unique SPNE occurs when there is ‘nexus’ between the industry and the government and resistance by the indigenous groups, corroborating the widespread allegations of ‘nexus’ and evidence of resistance worldwide. We also explore a few extensions of the basic model and present some narrative evidence in support of the theoretical model.  相似文献

This article assesses Bernard Fall’s concept of Vietnamese Revolutionary Warfare in Indochina between 1953 and 1958. It also investigates differences in the conceptualization of Revolutionary Warfare between Fall and proponents of French military doctrine known as la guerre révolutionnaire. Abstract

The concept of order is often neglected in the study of conflict – seemingly such a ‘disordering’ process. With the recent increase in the examination of rebel governance however, bringing order back into our understanding of rebel and insurgent groups has much to offer in exploring the everyday politics which connect authorities, rebel movements and the population itself, in a complex mass of intersubjective and power-based interactions and negotiations. Rebels both shape and are shaped by existing forms of order in complex and ongoing ways. This article explores how varying elements interact in the negotiation, framing and enforcement of order and develops an original analytical framework to examine the perpetual negotiations of rebel movements in their attempts to cement their control.  相似文献

Abstract

This introduction to the double special issue on the theme of rebels and legitimacy aims to set out the parameters for the discussion. It looks at legitimacy as a concept and at legitimation as a process. To date most of the literature on legitimacy has focused on the state. However, rebel groups such as insurgents, terrorists, warlords and guerrillas have all had claims, and continue to claim, legitimacy as well. How and when are these rebels seen as legitimate actors? Existing suggestions of rebel legitimacy focus heavily on state models of social order and the social contract. This first contribution discusses how to conceptualize legitimacy and how to make it operational. A two-pronged approach, borrowing heavily from Max Weber, is proposed. Legitimacy is investigated based on beliefs and belief systems about what is considered legitimate. This is combined with practices whereby legitimacy is enacted, copied and emulated by the population the rebels claim to represent.  相似文献

This study contends that an analysis of the nexus between leadership and security offers useful insights into explaining conflict by stating that the conceptualisation of these argots, especially through the definition of leadership as a process, helps to explain and address Nigeria’s security challenges. By arguing that leaders’ ability to establish mutuality with their followers in any situation and set collectively-generated means for attaining these set goals for societal security, the study shows how such a relationship creates a secured state. This is not the case in Nigeria, where leaders’ security decisions are influenced by external actors rather than by their followers. By showing that the Nigerian ruling elite’s security agendas intersect with dominant global notions of security while neglecting genuine security interests of ordinary Nigerians, the study contextualises the complex global and local security interests in Nigeria. The lack of an intersection at home, however, has contributed to the emergence of extremists such as the Boko Haram sect, as well as the escalation of the acts of violence they perpetrate. As national insecurities become complex and intractable, ‘elegant’ or unilinear solutions – such as a military approach – lack the capacity to address these problems.  相似文献

Whether or not Colombia has improved is a controversial topic. If improvement has occurred, what, if any, lessons from the Colombian model can be learned? The first lesson is that Colombia's problems were caused more by a weak state than by drugs. The second lesson is that improving state capacity requires more than just increased security. The state must also provide the basic social services that citizens require to gain and maintain their support. Additionally, government institutions need to improve their professionalism, protect human rights, and root out impunity and corruption. The alternative is to suffer from new cycles of violence as old foes are vanquished, but new ones emerge.  相似文献

Political violence, at times perceived as terrorism, remains a major security challenge in Swaziland. The common view is that this violence is perpetrated by those who feel marginalised from the political process. Central to the hypothesis advanced in this paper is that any effective solution to the menace of political violence and the security challenges it poses begins with an awareness of the symbiotic relation between security, human rights and democracy. It has been empirically proven that abuse of human rights can lead to violence, which negates peace and security in any society. In terms of content the paper looks at the shape of political violence in Swaziland. Next, it discusses the strategies and ideas behind efforts by the Swazi state to combat political violence and the counter-arguments. The final section shows the inextricable link between security, human rights and democracy; and argues that recognising this linkage can provide the key to unlocking the security puzzle in Swaziland.  相似文献

This paper systematically analyzes the causes of the escalation of violence during the initial stages of the Jeju Island Rebellion and the failure of South Korean counterinsurgency operations. It is argued that four interrelated factors provided the conditions for armed insurgency in the small island of Jeju: inter-agency tension between the Korean National Police (KNP) and the Korean Constabulary; the mainlanders' misinterpretation of the insurgency; the effect of systematic police brutality; and the role of youth groups. Consequently, two counterinsurgency lessons will be drawn from this study: that inter-agency cooperation and coordination at the tactical level between security branches and the incorporation of local population at the micro-level is essential in conducting efficient and effective counterinsurgency operations.  相似文献
