论武警指挥系统与指挥环境的相互作用机制

指挥环境对指挥系统效能的发挥有不同程度的影响和制约，指挥系统对指挥环境也具有反作用，二者是一种互依互存的关系。指挥系统与指挥环境依靠互存、互控和重适的作用机制，不断发生物质、能量和信息交换，从而改变着武警作战行动的态势。实践中，在认识、利用和改造指挥环境的同时，也要对指挥系统本身进行优化，努力克服指挥环境的不利因素，从而确保指挥系统和指挥环境处于一种良性的运行状态。

Study on the Mechanism of Interaction between Command System and Command Environment of CAPF

Effectiveness of the command system is affected and restricted by the command environment in different degrees. The command system has a counteractive effect on the command environment. There is a relationship of interdependence between them. The command system and command environment have to make constant exchange in matters, energy and information depending on the mechanism of interdependence, mutual control and readaption so as to change the situation of maneuver in CAPF. The command environment should be understood, used and modified, at the same time, paying much attention to optimize the command system itself in order to overcome the unfavorable factors of the command environment and ensure them in a benign operation state.
