装备制造基础数据治理体系建设研究

数据治理是数据管理的核心职能。装备制造业务涉及设计、生产、试验、综合保障以及计划管理各方面，相关数据类型繁多，产生和积累了大量业务数据。但由于目前大部分军工企业的数据标准化体系不健全，导致基础数据质量不高。本文通过借鉴、数据治理等技术，研究构建具备数据治理、数据标准、数据架构、数据安全、数据质量、数据应用等核心能力，三位一体并覆盖装备制造全寿命周期的数据治理体系，同时，依据装备数据管理规范和标准开发面向装备领域的流程化数据治理服务平台，以实施统一编码，打通流程和数据，为装备制造各阶段的信息共享、追溯、统计分析提供数据基础，促进设计研发、生产制造和运营管理的有效集成，从而有效发挥数据效能，提升军工企业的信息化高端收益水平。

Governing basic data on equipment manufacturing

Data governance is the core function of data management. The amount and kinds of data on equipment manufacturing, including data on design, production, experiments, comprehensive support, and plan management, are large and varied. However, they are poor in quality because of the imperfect system of data standardization among military contractors. The triad of the system of data governance was set-up based on the Data Management Association (DAMA) as well as techniques of data governance, standardization, architecture, security, quality, and application. A streamlined data management platform is under construction using these standards in Unicode, and data can be transferred on it online. This will help improve the efficiency of system integration and reap the benefits of informatization.
