| 摘 要： | 到2020年基本形成学习型社会是我国教育改革和发展的战略目标。高等教育在推动学习型社会的形成中处于战略性地位,而学习型社会的构建对高等教育的教育对象、教育进程、教育内容、教育形式、教育资源等方面提出了新的要求。对此,高等教育必须在转变教育观念、变革高校组织、开放办学体系、推进素质教育等方面进行改革创新。
